PM10 and PM2.5 emission values are not measured and not reported in Russia

Dust is classified depending on origin:


- coke dust
- coal dust
- wooden dust
- cement dust, cotton dust, lime dust etc.

Inorganic dust is divided into 3 group depending on SiO2 content:

- SiO2 content less than 20%


- SiO2 content more than 20% and less than 70%
- SiO2 content more than 70%
Dust emissions also can be specified as:
- technological dust, i.e. sintering dust
- particular matter: total dust as solid particles

AP (annual payment) for air emissions calculation:


AP = Σ PSSE (payments for single substances emission)

PSSE = (M x T x K1 x K2 x K3) + (M* x T x K1 x K2 x K3 x K4), where


M – emission annual tonnage of the corresponding single substance (not exceeding permit);
T – fee for emission of the corresponding single substance;
K1 – deflator (determined annually by the Federal Budget Act);
K2 = 1,2 for emissions in cities and towns atmosphere, otherwise K2 = 1
K3 – regional index (1 ≤ K3 ≤ 2)
K4 = 5 or 25 depending on permit terms and applied to exceeding permit tonnage M* only
