Under this development programme construction of Phase-| and Phase-l! roads are in much advance stages. Phase-III program is under implementation through different contract packages by various contractors. Under Phase-H!l program Lucknow to Muzaffarpur section of NH-28,a part of East West Corridor, has been selected for implementation through 12 nos packages. Contract Package 10, 11 and 12 are part of Lucknow Muzaffarpur National Highway Project. It is spread over a length of 118 km between Dewapur in Gopalganj District to Chandni Chowk at Muzafferpur Town in the state of Bihar, The main objective of the project is to remove capacity constraints and to improve road safety. The existing two-lane road Is proposed to be upgraded to 4-lane divided carriageway. From the safety point of view, rapid urbanization, growing traffic demand and to reduce traffic conflicts some access contro! measures has been formulated by providing flyovers, underpasses, improved junction treatment and service road. All three contract packages, LMNHP-EW-tI (WB)-10, 11 & 12, are being developed with World Bank Loan Assistance. Works The existing facility Is a two-lane road with bituminous surfacing and earthen shoulder on both the sides. This corridor is designed as partial access controlled toll road with divided four-lane carriageway and service roads provision on either side wherever required mainly in built-up zones. Broadly the work consists of construction of new two- lane road with paved shoulders and earthen shoulders on one side and widening of the other side to have similar configuration of two lane with paved shoulder. Some portion is having concentric widening. The civil works include construction of Flexible pavement (GSB, WMM, DBM and BC) / Rigid pavement (GSB, DLC and POC) in the main carriageway and Flexible pavement for service roads and paved shoulder. Works also involve construction of median with kerb, cross-drainage works, minor bridges, major bridges including bridge over River Gandak (about 850m long), vehicular underpasses for slow moving vehicles, interchanges, flyovers, railway over bridges (ROB), high embankments, river training works, toll plaza, bus-bays, truck lay byes, parking areas, protection works, traffic safety features, road furniture and appurtenances, reinforced earth retaining walls, environmental mitigation measures etc. ‘Summary of Progress (for three packages) Physical Progress ‘The following table shows the actual physical progress on the permanent items of work up to the end of this month. The opening meeting was chaired by Project Director and all others present were Team Leader of Supervision Consultancy with RE of Package 12. The ist of ‘opening meeting participants Is attached herewith. During the opening meeting the entire process of audit has been explained by Team leader of Audit team and submitted the Audit plan to Project Director. The audit plan submitted is attached herewith. 4.2 Closing Meeting: Closing meeting was conducted on 17.09.2008 at Project Director Office, PIU Muzaffarpur. The closing meeting was chaired by Project Director, PIU Muzaffarpur, and also present were Team leader of Supervision Consultancy and the Audit team. The list of closing meeting participants is attached herewith. During the closing meeting the Team leader of audit team discussed regarding all the NCR findings and explained the procedure of root cause analysis and corrective action process.
