Section 2 of Proclamation No. 822 provides that all goverment agencies and locbl
government units (LGUs) are enjoined to render full assistance and cooperation and
‘mobilize the necessary resources fo undertake critical, urgent, and appropriate response
‘and measures in a timely manner to curtall and eliminate COVID-19.
Section 3 of Republic Act No. 11469 states that there is an urgent need to mitigate,
if not contain, the transmission of COVID-18.
Now therefore, to mitigate possible transmission of COVID-19 in jails, LGUs are
‘encouraged to issue executive order addressed to any law enforcement agencies, such
‘88, but not limited to the Philippine National Police and National Bureau of Investigation,
requiring Persons Deprived of Liberty (PDL) to be tested first for COVID-19 before
‘commitment to a jal facility and prior to release therefrom.

WHEREAS, on March 16, 2020, President Rodrigo Roa Duterte, recognizing that
the Corona Virus Disease 2019 (COVID-19) pandemic constitutes a threat to national
‘security, dectared a State of Public Health Emergency throughout the Philippines through
Proclamation No. 829;

do hereby order:
SECTION 1. MANDATORY TESTING OF COVID-19 FOR PERSONS DEPRIVED
OF LIBERTY (PDL). Itis hereby mandatory for Persons Deprived of Liberty (PDL) to be
‘teated for the COVID-19 prior to being commitied into the Jal and, tkewise,
prior to being released from the same facility.
SECTION 2. GUIDELINES PRIOR TO THE COMMITMENT OF A PERSON
DEPRIVED OF LIBERTY INTO THE JAIL. The following guidelines

PDL to the Jail

the designated Quarantine Facilty inside Jal for isolation and

SECTION 6. REPEALING CLAUSE. Any and all executive order, issuances,
