Section 3 of Republic Act No. 11469 states that there is an urgent need to mitigate, if not contain, the transmission of COVID-18. Now therefore, to mitigate possible transmission of COVID-19 in jails, LGUs are ‘encouraged to issue executive order addressed to any law enforcement agencies, such ‘88, but not limited to the Philippine National Police and National Bureau of Investigation, requiring Persons Deprived of Liberty (PDL) to be tested first for COVID-19 before ‘commitment to a jal facility and prior to release therefrom.
