JOB PROCEDURE FOR INCOMING MATERIAL INSPECTION 4.0 PURPOSE: The purpose of this work instruction is to lay guidelines and requirements to establish a method for inspection of all incoming material procured by JSIW and Owner's supplied materials i.e. free issue materials (FIM) as well at section-Ill for MBPL Project to ensure that proper quality control is exercised during the execution of the Project SCOPE This procedure shall ensure checking of materials procured at site. This scope cover's method for inspection, record keeping identification etc. to be followed for all incoming materials received at site for permanent installation at Section-IIl, Phase-I| in Mehsana- Bathinda Pipeline Project. Generate the IMIR for incoming materials and make request for the inspection to CEILIIPLIGIGL Responsible for Unloading and Keeping all incoming materials in proper way and safe practice. The store in charge shall further verify the quantity of material received and these shall be separately identified & stacked with proper identification as per requirement. RCM and take the program to organize and plan incoming material inspection. Work in line with Procedures & Inspection Test Plans approved by CEILIGIGL, Direct and supervise Operator in their area of work. Responsible for maintaining quality and HSE on assigned work at project site Verification of Purchase Order (P.O), Delivery Invoice (DI) and MTC as per EILIGIGL documents HSE Officer: Shall be reporting to RCM and shall have overall authority and responsibility for Health, Safety, and Environment, Coordinate with CEIL/EIL discipline Engineers, Subcontractor and the workforce in general for overall safe practices to be adhered during the execution of Project, Plan, organize and co-ordinate basic induction training and orientation & maintain records. To confirm that all lifting equipment, tools / tackles and lifting belts for use at work are examined and tested by competent authorities and periodically checked for validity of certificates to ensure reliability and Safety, EQUIPMENT & INSPECTION TOOLS Hydra, sling rope, measuring tape, Ultrasonic Thickness gauge, Weld gauge etc. Methodology The following actions shall be undertaken with regards to the receipt and inspection of incoming material a) List of all bought in items to be prepared with categorization of inspection. b) All incoming material shall be kept free from dirt; grease etc. and shall be suitably protected from corrosive environment. ©) Approved Data sheet/ Vendor drawing are available. d) QAP approved by CEIL/GIGL. @) Inspection Release note from Third Party approved by GIGL. f) Visual check of material received to be recorded in IMIR. g) Review of list of material supplied with respect to the packing list and packing h) Check the identification mark for co-relation i) Review of Inspection release note & test certificate. j) Inspect material visually at site with suitable inspection tools. k) All approved copies of QAP/manufacturing drawing for the material shall be collected, records shall be made available for reference at site 1) All material procured by either JSIW or Free Issue Material (FIM) by GIGL shall Doc No. | : A286-GIGLM-1004-PJ-DOC-PRO-R-0003 Rev |:01 sounausisim 5119 Page 5 of 9 | JOB PROCEDURE FOR INCOMING MATERIAL INSPECTION 5.1 Receipt of material Upon receipt of material at site following documents (as applicable) shall be verified a) Approved QAP/Data sheets/Drawings (As applicable) b) PO (Purchase Order) c) Inspection Release Notes (as applicable) d) Inspection Records e) Material TC/ Test reports f) Dimensional conformity certificate. g) Performance test report h) Hydro test Report as applicable i) Any other relevant information as per approved QAP. No material shall be allowed to be used in the job unless the material inspection report is generated and accepted by CEIL/IIPLIGIGL. © Stores shall have area identified for accepted and rejected materials separately. © Non ~ acceptable / rejected material shall be stacked separately with proper color coding/tag and disposed off as early as possible. © All construction material for the project shall be received at site. It shall be kept free from dirt, grease and mechanical damage etc. and shall be suitably protected from corrosive environment. Store in charge shall be responsible for proper storage of materials. 5.2 Items to be inspected for IMIR Cement: Manufacturer's test certificates for each consignment is verified with available identification on each bag based on delivery invoice and technical specification as soon as the bag material is received at site. Reinforcement/structural steels; Manufacturer's test certificates are verified in case of steel material procured directly from the renowned/ reputed manufacturer approved Vendor list. The material procured from the open market through approved vendor are verified based on approval third party inspection agency's reports and correlated with the test certificate, delivery invoice and identification marks on the material. Only steel materials meeting the acceptance criteria as per the requirement of IS code are accepted for use in the job. Methodology and controls to be adopted before start of works for permitting welding consumable procured for use in the job are to be followed as per EIL/GIGL Specification. Material other than welding consumable, cement, structural & Reinforcement steels procured with CEIL/GIGL Procurement inspection / Third Party inspection are checked as per activity Flow Chart. | Doe No. | : A286-GIGLM-1004-PJ-DOC-PRO-R-0003 | 6e Rev |: 01 | . oe | secure | Date |: 15.11.19 Page 6 of 9 JOB PROCEDURE FOR INCOMING MATERIAL INSPECTION 6.0 7.0 Pipe fitting, valves and Gasket, Manufacturer's Test certificate and third party inspection report for each consignment is verified with available identification and the technical specification as soon as the material is received at site Incoming Material inspection report (IMIR) of material are to be raised for acceptance of CEILIIPLIGIGL. All non-conformances to the procured materials are resolved as per requirement of CEILIGIGL for control of non-conforming products. Approval for proposed corrective and preventive actions is to be recorded and reviewed by CEIL/IIPLIGIGL. No material shall be allowed to use in the job unless the material inspection report is received and material incoming report is generated with acceptance hy CFI (GIGI Non-acceptable / repair / replacement of the rejected material under instruction of CEILJIIPLIGIGL.JSIW shall make the re-procurement for the replacement of the rejected materials. All equipment/material shall be sourced from vendors as indicated in this Vendor List ‘A286-000-11-41-VL-0001 Rev. 14.2. For items not covered in this vendor list, JSIW shall propose vendors for the same, provided they have the proven track record. JSIW shall be responsible for proper storage, preservation, watch & ward of the materials. DOCUMENTATION RECORDS: In case the materials do not pass the acceptance criteria (it found damage, not conforming to the specification or having no identification mark(etc.) then the material shall be considering non-conforming to be mark as rejected. The same shall be intimated in written to the vendor/supplier with instruction of CEIL/GIGL. All records pertaining to the procured materials are maintained till mechanical completion/completion of pre-commissioning activities is over. The approved procedure for Health, Safety & Environment shall be followed during the execution. Ensuring HSE system implementation while handling the materials in line with requirements mentioned elsewhere in tender documents (GIGL/HSE/02 dtd 24/01/2019 Rev.1) to meet HSE need on "HSE Management during Construction”. The indicative list of activities and responsibilities in this respect for the Contractor are given below: + Machine operator Involved shall be an experienced person. + Personal Protective Equipment is necessary during activities. + Only trained rigging personnel shall be deployed for this activity + During the movement of equipment, the operator must blow horn to caution the people around. + All Measuring & Test Equipment's used shall be well maintained. All lifting devices & Tools used shall be well maintained and approved by a competent authority.
