SAATHI-

RURAL HEALTHCARE
TAKING HEALTHCARE TO THE BOTTOM OF PYRAMID
INTRODUCTION

 A majority of 700 million people lives in rural areas where the condition of medical
facilities is deplorable. Considering the picture of grim facts there is a dire need of new
practices and procedures to ensure that quality and timely healthcare reaches the
deprived corners of the Indian villages.
 74% of Indian doctors are catering to the needs of the urban population.
 In rural India, where the number of Primary health care centers (PHCs) is limited, 8% of
the centers do not have doctors or medical staff, 39% do not have lab technicians and
18% PHCs do not even have a pharmacist.
 “The situation of rural health care in India has not changed much during the past
decade, though it is difficult to gauge from it from outside. The patients are still in the
hands of quacks and unscientific medical practices. The villagers have to travel a long
distances to the nearest hospital in case of emergencies and their only viable
transportation is private transport which many cannot afford.”
 To control the spread of diseases and reduce the growing rates of mortality due to lack
of adequate health facilities, special attention needs to be given to the health care in
rural areas. The key challenges in the healthcare sector are low quality of care, poor
accountability, lack of awareness, and limited access to facilities.
PROBLEM STATEMENTs

 World over, strong primary healthcare is seen as central to better health

outcomes. While India, with a population of 1.2 billion, continues to share a
significant burden of disease conditions globally, the country’s primary
healthcare system needs a transformation.
 Despite receiving the dubious distinction of being at the bottom over the
last two years in the health index prepared by NITI Aayog, no efforts have
been made to change the health systems in Bihar.
 In 2019-20, the Bihar government drew up a demand and received close
to ₹3,300 crore from the Centre under the National Health Mission (NHM).
Last year, it utilised only close to fifty per cent of the NHM budget. It
received an additional ₹300 crore under government-run cashless health
insurance scheme Pradhan Mantri Jan Arogya Yojana (PM-JAY) or
Ayushman Bharat.
