Community Governance and Livelihoods Program Overview-April-2020- JRMO

As CGLP component has direct activities in the field with targeted beneficiaries & CDCs. therefore, the
current emergency through COVID-19 pandemic, had proportional effects on our programming in both
targeted (Kuz Kunar & Ghosta) districts due to movement restriction (blockage of roads) from Jalalabad
city to districts. And postponement of the vocational training’s centers for 231 male and female trainees
in Ghosta district. But there is good plus point that we already had recruited local facilitators from the
selected CDCs, where they have full access on the follow up of activities throughout their responsible
CDCs. And below is the current situation of the activities:

1. Saving groups:
 68 saving groups were established in the 15 new CDC of Ghosta district.
 Training ongoing to the saving groups on the bookkeeping, saving principles and roles
and responsibilities of SG member to the newly established saving groups.
 Regular monitoring visits were conducted by local facilitators to saving groups meetings.
And saving groups are providing internal loans according the target numbers.
2. Producer groups
 Market linkage officer is working with the established 18 producer groups and providing
regular support for the smooth linkage of produced production with the market.
 1st installment of reimbursement is collective from the producer groups.
 New financial record book was designed and distributed through local facilitators to the
producer to have comprehensive records of their financial status.
 Team have several coordination meetings with ACCI.
3. Vocational Training.
 231 trainees are enrolled in the vocational training 15 centers in 7 skills in the Ghosta
district. But currently the centers are postponed due to COVID-19. Also, team had
coordination meeting district governor for resuming the centers, as well JRMO are in the
coordination stage with department of education to have their approval on resuming back
the education and VT centers, with having precaution measures in place.
4. Governance & Block Grant:
 Under the block grant budget three types of construction project were proposed by
targeted CDCs 1. Pipe Scheme (2) 2. Construction of water reserves and solar system for
existing wells (10) 3. Bore well (2) 4. Retaining wall construction (1).
 Technical survey is conducted with 12 CDCs of Ghosta district.
 4 project proposal is finalized for further process. And remaining 11 is under process by
the field engineers.
 Community development plan training were delivered to 11 CDCs.
 TIN was prepared to all 15 CDCs. And creation of bank account is under process for the
targeted new CDCs.
