Akebu-Lan Investment Infrastructure Fund (A-LIIF)

Akebu-Lan Investment and Infrastructure Fund (A-LIIF) is a fund created by the OFOT SPV for enhancing
infrastructure financing in the Africa.
A-LIIF will be set up to raise debt to invest in the equity of the infrastructure finance SPV, OFOT Fund. The
idea is that the OFOT Fund can then leverage this extra equity, manifold. In that sense, A-LIIF is a banker
of the fund.

Objective
The objective of A-LIIF would be to maximize economic impact mainly through infrastructure development
in commercially viable road projects, both greenfield and brownfield, including stalled projects. It could also
consider other important projects, for example, in railway, and marine if viable.

Functions of A-LIIF
The functions of A-LIIF are as follows:

1. Fund raising through suitable instruments including off-shore credit enhanced bonds, and
attracting anchor investors to participate as partners in A-LIIF;
2. Servicing of the investors of A-LIIF.
3. Considering and approving candidate projects for investments and periodic monitoring of
investments.
4. Preparing a shelf of infrastructure projects and providing advisory services.

A-LIIF

1. Provides equity / quasi-equity support to OFOT Fund to engage mainly in infrastructure financing.
OFOT Fund will be able to leverage this equity support and provide debt to the projects selected,
especially at early project preparation stages.
2. Attract funds engaged mainly focused on the infrastructure sectors..
3. Provides Equity/ quasi-equity support / debt to projects, to commercially viable projects, both
greenfield and brownfield, including stalled projects.

Operational Aspects
As per the proposed operational framework, A-LIIF will not be a single entity. There will be more than one
fund.

A-LIIF is expected to attract local and overseas individual and private sovereign/ quasi-sovereign/
multilateral/bilateral investors to co-invest in it. Cash-rich Central Public Sector Enterprises (PSUs) could
contribute to the Fund, similarly, domestic pension and provident funds may also provide funds to the A-
LIIF.
