Sir/Madam, Sub: COVID-19 - Testing and Quarantine Guidelines for Incoming Persons - Revised Orders ~ Reg. No. CSCR/130-186/2020, Public (sc) Department, dated 7.5.2020. see In the references cited, guidelines regarding movement of Indian Nationals stranded within and outside the country were mermnunicated, The guidelines have been reviewed with feference to the prevailing situation and accordingly revised as follows:- A) Persons coming to Districts from other Districts in Tamil Nadu: >» Testing be done only for those coming with symptoms. Bit > All the Individuals to undergo home quarantine for 14 days. B) Persons from Other States / Union Territories: > Testing be done on all persons coming into Tamil Nadu from all the States/UTs. If they test positive, they be taken to a hospital. In case, if the result is negative, such persons be continued in institutional quarantine facility for 7 days, In respect of persons coming from Hot spots (Delhi, Gujarat, Maharashtra). After 7 days, if the individuals display no symptom, they can be sent to home for home quarantine, or continued in Government quarantine, if the Individual does not have facilities at home for the remaining 7 days as well. » Persons from other States (non-hot spot States) who test negative, may be sent for home quarantine or institutional quarantine, if facilities are not available in their home for 14 days. C) Persons from Other countries: > All persons on arrival be tested, and if the test result is positive, they be taken to hospital. In case if the result: is negative, they can be kept in institutional quarantine/hotels for seven days. After seventh day, a second test be taken and if that test result is also negative, they can be sent for home quarantine for 14 days. D) Exemption categories: > Representations have been received from some quarantined individuals seeking medical assistance. The Government reviewed the same and accordingly the following four categories of passengers may be released for home quarantine / hospital quarantine after initial testing, with an undertaking that if the test result is positive, they shall immediately admit themselves in hospital. i) Terminally ill and individuals requiring Immediate medical attention in a hospital. £23 ii) | Persons who are due to attend the funeral and ritual associated with death of immediate family member. iii) Pregnant women. iv) Elderly persons over the age of 75 years and requiring assistance. All the above four categories claiming medical emergency will be subjected to, check up by a medical team to confirm the emergency. The Commissioner, Greater Chennai Corporation, Chennai-3 Sir, Sub: COVID 19 - Protocol for testing and quarantine of passengers coming to Chennai Central in Special Trains from New Delhi on 14.5.2020 and 165.2020. <<<>>> 1 am to furnish below the protocol for testing and quarantine of passengers coming to Chennai Central in Special train from New Delhi on 14.5.2020 and 16.5.2020:- 1. Southern Railway needs to be given the choice of quarantine facility, paid and free quarantine facility available for passengers in Chennai by the Greater Chennai Corporation. SE) ao ee ees Southern Railway has to communicate it to the passengers travelling on the train 14.5.2020 and also on 16.5.2020 and give the list of passengers, bogie-mise, their name, address, contact number and choice of quarantine facility to the Chennai Corporation. This may be collected by Railways and given to the Corporation of Chennai in advance, 80 as to make adequate quarantine arrangements. ‘When the train arrives, each bogie should be opened one afer another and exit made available through only one door. Adequate spacing between passengers to be made for thermal screening passengers by the Railway Health Team. If any passenger shows symptoms, he will be taken to treatment facility. After the screening, the Chennai Corporation ‘Authorities will guide them to one or two exits - Route A or B~ A. Free Government quarantine or B. Paid hotel accommodation respectively ~ where buses will be positioned one after another, and after 2 fixed number of passengers board a bus, the bus will take them to the quarantine facility. Bogie-wise evacuation of all the passengers will take time. Hence, Bread / Banana / Water bottles / Biscuits are to be made available in packets in each bogie. Each bus with 25 passengers will take them to the quarantine facility. At the quarantine facility dinner will be made available to the passengers. . In the morning, swab will be taken for all the passengers, who are quarantined, through a queue system, room-by-room, duly following social distancing norms. After the test results are received, any passenger, who tests positive will be taken to treatment facility. Persons who test negative will be taken to their districts by buses arranged by the State Goverment. However, in a bogie, even if a single person tests positive, all the other passengers who travelled in that bogie, though they had tested negative, will be put to institutional quarantine in their district, for 7 days, followed by home quarantine at their place of stay for 14 days. For this purpose, bogie- wise passengers list will be handed over to the Corporation of Chennai . If all the passengers in a bogie turn negative, all of them will be sent to home quarantine in their district for 14 days. All the passengers are requested to co-operate for their own safety and safety of others.
