Its intended solely as 2 guide to aid manufacturers and the marine community in the design, construction, equipage and maintenance of small cra ABYC reviews each standard at least every five years at which time it may be reaffirmed, revised, or withdrawn. Request for Interpretations Upon written request the Product Interface PTC will render an interpretation of any requirement of the report. The request for interpretation should be clear and unambiguous. Requests should be presented to the PTC in a manner in which they may be answered in a “Yes" or “No” fashion. The committee reserves the right to reconsider any interpretation when or if addtional information that might affect it becomes available to the PTC. Further, ownerioperator’s manuals should be developed with Careful consideration of all elements relating to the specific boat models to which the manual applies. This report does not require that each and every item listed inthis document be in the manual. Owner/Operator’s Responsibilities ‘This information in the owner's manual is supplied with the understanding that the boat will be operated using good seamanship with attention to safe loading, safe operating conditions, and safe speed. The manner in which the boat Is loaded and operated is the responsibilty of the operator. The following elements should be considered for inclusion in the owner/operator's manual US Federal law and the laws of most states of the US clearly specify that the operator of a boat is responsible for the maintenance and safe conduct of the boat and the safety of passengers, State registration or federal documentation.
