The following reliefs would be extended to EPC Contractors of NHIDCL: (i) (ii) (ii) (iv) Retention Money deducted from the bills of the existing Contractor(s) shall be released without taking any Bank Guarantee subject to the condition that liquidity so released is utilized in that project itself through a Joint Account mechanism. The money shall be released in the next SPS bil. There shall be no deduction of Retention Money from the future SPS bills of Contractors till 31.12.2020. Additionally, the Contractor is also allowed the facility to avail a secured advance with the simple rate of interest of 5.0% against the Performance Bank Guarantee (including additional Performance Bank Guarantee) provided that the advance so obtained shall be used in the project in the joint account. Such advance shall be admissible only for Performance Bank Guarantee of exceeding 3%, thus retaining minimum Performance Bank Guarantee (including additional Performance Bank Guarantee) of 3%. This secured advance shall be repaid through percentage deduction commencing from the next SPS till such time that the secured advance is completely repaid prior to the time when 80% of the contract price has been certified for payment. Interest pending on the outstanding Mobilization Advance shall also be waived for the period of the lockdown i.e. 24.03.2020 upto 31.05.2020, which would be adjusted / released in the next SPS Bill 2. The Technical Division at HQ would send a list of the project wise Bank Guarantees (including additional Performance Bank Guarantee) to the concerned ROs for 1/2implementation of para (iii) above. The ED(P)s shall be competent to grant the above relief based on request by the contractor and under intimation to HQ.
