Wastewater Treatment Systems
1. All decentralized waste water treatment systems installed in larger
developments should have at least one trained personnel on-site
to perform the basic operations of the installed treatment system.
2. In all other sites where wastewater treatment systems are in-
stalled, the maintenance staff of the site must be trained to under-

Why is this required? and reports

O&M refers to all activities needed to operate and manage a treat- 5. Prepare annual

ter. Maintenance can be preventive (systematic routine actions,
minor repairs and replacements needed to keep systems in good
condition) or reactive maintenance normally occurs as a result of
reported serious damage, malfunctioning or breakdown of equip-
ment.

Presently, in Hyderabad, HMWSSB has made it mandatory that


all apartment complexes, group housing layouts, commercial
complexes, institutional buildings etc should install small decen-
tralized STPs for treating the wastewater generated within its
premises. With this prerequisite, almost all the major develop-
ments in the city are being installed with STPs either without any
O&M contract or with only a mere one year O&M contract.

Hence, for efficient functioning of the installed system, an annual O&M contract has to be
undertaken between the owner & service provider and should provided one trained person-
nel on-site to operate and conduct basic maintenance of the system. The way treatment sys-
tems are operated and maintained can greatly affect the health of the households, the qual-
ity of the environment, the benefits to the poor, and the resources available for investment
in expansion. Good O&M can enhance the quality of service and extend the useful lives of
the systems.

Laws, regulations, standardized procedures and technical designs are important for smooth
performance of the installed system. But on-site management and taking care of the opera-
tional complexities based upon the quantity & quality of wastewater from the buildings is
also equally important. Effective O&M will enable in maintaining a constant quality of
treated wastewater, thereby ensuring its anticipated recycling potential.

How is it beneficial?
Effective O&M of the installed treatment systems would lead to
 Consistency in the performance of the treatment system
 Achieve 100% treatment efficiency
 Economizing the running cost of the system
 Improve health of the occupants
 Enhance the shelf life of the installed treatment system
 Increase the reuse and recycling potential of the treated discharge
 Improve and maintain the desired quality of environment

Submittals
For all the new buildings / sites installed with wastewater treatment systems, the following docu-
ments are to be provided for seeking compliance and issue of ‘Occupancy Certificate’.
 Copy of the O&M Annual Maintainence Contract (AMC) between the owner & certified service
provider
 Supporting documents comprising the details of installed system and its other components.
The content for this compliance is elaborated in the guidance notes ‘Checklist of O&M Compli-
ances’.
 The system installation, O&M should only be provided by certified service providers and their
operations must adhere to the Manual on O&M for wastewater treatment systems. The details
are discussed in ‘Components of O&M Manual’
 Documentary proof upon the adherence to the reuse options as outlined in O&M reports

For all existing buildings installed with wastewater treatment systems the following documents
are to be provided
 Copy of the O&M AMC / renewal of AMC within six months of issue of notice.
 Monthly quality reports and annual reports of compliance.

Guidance Notes
Checklist of O&M compliances

1. Description of proposed wastewater system


 Flow diagram indicating all unit operations and components
 Main line, re-circulated effluent, sludge flows and design average/peak values
 Expected influent/effluent concentrations and design efficiencies
2. Personnel Responsibilities
 Outline of responsibilities of STP service employee
 Routine monthly work schedules
 Training on operational procedures to service employee
3. Operation of Facility
 Specific operational information and control techniques available for each unit operation
 Common operating problems from past experience and remedies
 Provision for sludge management viz., thickening, dewatering and reuse options
4. Maintenance
 Measures for routine maintenance to be performed daily, monthly and annual basis
 Provision for storeroom/tool room with a list of all major tools required for, emergency
equipment inventory, spare parts inventory, schedules and references of suppliers, etc
5. Sampling and Laboratory Testing
 Explanation of representative sampling of flows and the difference between grab and com-
posite samples
 Exact location of each sampling point
 Description of how samples are to be collected in general
 List of tests to be performed and their nature and purpose, with appropriate references to
approved methods for conducting tests
6. Records and Reporting
 Requirements for operator’s worksheets and daily operating logs, including: operational
parameters for each unit operation; power consumption, etc
 Annual & monthly report requirements including: operating data with monthly averages of
daily flows, quality parameters viz., BOD, SS levels etc.
 Requirements for availability of records including O & M Manual, equipment suppliers’
manuals, construction photographs
 Details of operating cost breakdown and a record system for monitoring plant costs
7. Treatment Works Safety
 Description of safety hazards involved with the operation of each unit operation in the
process
 Description and requirements for an ongoing preventive safety program including educa-
tion in safety procedures and training in first aid/emergency procedures
 Listing of safety rules and process equipment and laboratory
8. Utilities
 List of utilities servicing treatment works with contact personnel within utility company
 Reliability of electrical service and effect on continuous operability of process
 Breakpoints in utility/treatment plant responsibilities

Components of O&M manual

1. Background information
 Description of the discharge area, site location map/ drawings, area served etc
 Elaboration on the installed treatment system classification, viz., physical treatment proc-
ess, chemical treatment process and biological treatment process
 Information of the certified service provider and defining their roles & responsibilities
2. The function, start up, shut down and periodic maintainence procedures for each unit process
and its mechanical equipment
 Operational requirements like system site map, flow pattern diagram etc
 Methods of wastewater flow control, mechanical equipment - valves, floats, pumps etc
 Mechanical and electrical equipment - list of manuals, recommended publications, spare
parts inventory, warranty provisions etc
 Sludge disposal requirements
3. A description of appropriate option or system modification to minimize the impact of emer-
gency situations
 Measures to minimize upsets in treatment system, discussion of common operating prob-
lems and corrective measures
 Corrective action and reporting in case of discharge of excessive pollutants
4. A monitoring program to monitor the process of efficiency
 Equipment used to perform test, sample location, specific treatment process, steps applica-
ble to sample collection and sample handling etc
 Volume monitoring locations and methods
 Wastewater quality bench testing, DO monitoring, microscopic bacterial examination
 Effluent sampling and analysis reference material
 Parameters and frequency of ground water sampling and analysis
5. Details on how inspections should be conducted and schedule for the inspection for different
components of the installed system
 Observations of mechanical and electrical parts
 Gas accumulations and oxygen efficiency monitoring or observations
6. Periodic maintainence procedures for different components of the installed systems
 Routine cleaning of system components
 Periodic exercising of mechanical parts
 Timely servicing/ replacing of mechanical and electrical parts
7. Procedures for routine maintainence and inspection of installed system and equipment
 Observations on corrosion and chemical/biological built up on pipes/valves etc
 Odor monitoring
 Observation log on date of maintainence performed, inspection observations etc
 Record keeping on process efficiency monitoring results
 Operating cost records and guidance material
8. A listing of environmental regulations, other than this manual, that apply to O&M of wastewa-
ter treatment system.
