Within the conference rooms, the participants are required to circulate clockwise

Modalities:
Informal discussion on the 43rd session
Must be updated and subsequently approved by the 44th session
30th of June to 17th of July
Access to voting rooms will be limited
State delegations not wishing to enter the plenary rooms may attend through prerecod video
messages
Representatives wishing to exercise their reply remotely may do so by sending it electronically
Interactive dialogues and panels will be done through video messages/calls, if unable to attend
Considerations
Action on draft proposals, all 47 members may participate through 2 representatives
Observer state proposing draft proposals may designate 2 reps
Rooms18-20: meeting of groups and informal meetings
In case any stakeholders wishing to organize meetings outside the parle will not be included
Applies to current circumstances
The council agrees to the proposed modalities for the 44th session
Agenda 1: Organizational and Procedural Matters
7 panel discussions; 35 interactive dialogues
Due to exceptional circumstances, the debate under Item 10 has to exceptional time log,
difficulties of organizing
Draft program be approved with an understanding that is

List of speakers will close 15 mins before the beginning of each debates
All delegations, prohibition on oral statements will be uploaded

Deadline of draft proposals: thurdays 9th of July at 1pm: extension of time will be granted once,
24hrs, in excepotional circumstances: draft proposals

Welcomes this opportunity
Natl security: power to legislate rests in the central govt
Exceptional arrangement in case of HK
Last June: threats of illegal possession of firearms, protests, etc.
Security and stability have become concerns
Local politicians proclaimed that they would paralyze local govt, even encouraging foreign
interference
NPC: national security legislations ; certain crimes will be clearly defined in the national
security law
Presumption of innocence and protection of the rights of suspect
HKASR: will not affect judicial independence
Freedom of speech, press: legislation will not undermine 1 country 2 systems
One country principle is non-negotiable and cannot be compromised
Foreign govts and politicians raising fingers to China: No valid reason why China alone
Uphold the basic law: HKASR and China
HK will ride out this political storm
Provide HK people with brighter prospects

Monitoring agency: publishes evid based outcomes across villages in the PH
Conducts briefings and dialogues with reps of human rights orgs in the PH
DOJ: anti-illegal drug ops where deaths occurred is being reviewed by DOJ review panel
Panel intends to engage the families of those affected victims
Prevent cases of impunity : mechanisms of the DOJ
CHR will be involved in its capacity as an independent party

Consider the govt;s engagement with OHCHR
There us a continuing obli on the state to end impunity and uphold human rights
Part of this is to accept the findings of the commission and cooperate with other accountability
mechanisms
Govt must translate the recommendations into concrete actions
Allow full cooperation of diff agencies with the CHR
To fulfill the right to truth
Account and locate each killing
Provide effective protection to victims
Prosecute all perpetrators
Accelerate the decongestion program
Reconsider the enactment of anti terror bill
We ask the HCHR to continue the technical cooperation between the PH and OHCHR
Sustained focus will continue

This office has extensively worked with the govt but they are constrained by pol leaders
has a number of institutional challenges: pol dynasty and poor implementation of laws
there is distrust
legitimate dissent has been under attack
barriers to access the justice would not help our situation at all
the issues brought here be not decided on a quid pro quo
recommends that PH govt to work closely with international mechanisms
govt must provide reparation and psycho social mechanisms and support

-pleased to see the PH and OHCHR are engaged in a dialogue
-must exhaust domestic recommendations and mechanisms
