RE Q U IR EM ENT S FO R I N - VE HI CL E M O NIT O RI NG SY ST EM

1. Minimum requirements
1.1 The IVMS shall be capable of monitoring the following;
a. Speed: Speed taken from either GPS speed tracking or vehicle speed sensor. To monitor
compliance with Company / Government approved speed limits.
b. Acceleration: Accelerating too fast: this is an indication for poor anticipation and increases wear
and tear of vehicle plus higher fuel consumption
c. Deceleration: Decelerating too fast: this is an indication for poor anticipation of traffic flow and not
keeping sufficient distance to the vehicle in front.
d. Driver Driving Hours: To monitor compliance with driving hours requirements to avoid fatigue.
1.2 The IVMS shall have the following features;
a. Driver identification: Data can only be fed back to the driver and driver can only participate in
ranking and incentive scheme with proper driver identification.
b. Real Time tracking: The device shall be GPS capable with GSM/GPRS connectivity.
c. GPS digital mapping: Required to monitor speed against preset limits.
d. Geo-fencing: Required to set variable speed limits.
e. Audible notification: To advise the driver in the event of a breach of over speeding and seat belt
compliance (all vehicles shall be equipped with driver seat belt sensor)
f. Internet based downloading via GPRS: Reduces effort to download data, data becomes available
faster
g. Tamper resistant device: Provide information on attempts made to tamper with the device.
h. Crash buffer (incident information): Device saves last five minutes of second-by-second data as
buffer in case of an incident
i. Instant Event Alert Notification: For predetermined events such as over speeding or excessive
driving hours, including email and SMS transmission capability when GSM network is available
j. Data Retention: The device shall be able to continue to record when not in range of GSM network
for at least 72 hours.
k. Data transmission and sampling rate: The device shall be capable to at every minute (if no
significant event occurs) take a sample of all monitored variables and report/transmit every ten
minutes.

2. IVMS Settings
The following shall be the limits against which driver performance shall be monitored;

Speeding: 5 km/h above the speed limit for 20 seconds
Harsh acceleration: 10 - 12 km/h.s (= 0.28 – 0.31g)
Harsh deceleration: 10 – 12 km/h.s (= 0.27 – 0.31g)

Exceeding driving hours > maximum driving period
< minimum resting/break periods.

Note:
1: This is the Company approved speed limit for any given location
2: Since IVMS can only monitor driving hours, total duty hours must be monitored via time keeping processes

3. Performance Scoring
3.1 Scoring parameters
Drivers shall be scored based on the following parameters:
Parameter Score
Speeding Number of times above the speed limit per 1000km driven
Harsh acceleration Number of harsh accelerations per 1000km driven
Harsh deceleration Number of harsh decelerations per 1000km driven
Exceeding driving hours Number of times not meeting any of the requirements below per 1000km
driven:
1. Maximum driving hours between breaks;
2. Minimum break time between periods of uninterrupted driving;
3. Maximum driving hours within a rolling 24 hour period;
4. Maximum driving hours in a rolling 7 day period;
5. Minimum break period in a rolling 7 day period.

3.2 Scoring process


a. Driver scoring is based on weighted parameter score. Not all parameters have the same impact
on road safety, e.g. speeding is more important than harsh acceleration. Therefore the overall
driver scoring is based on a combination of the available parameters. The weighting factors shall
be as follows:
Parameter Weighting factor
Speeding 0.5
Harsh acceleration 0.1
Harsh deceleration 0.2
Driving hours 0.2

b. Driver performance.
A simple way to group drivers in three performance classes is using the Green, Amber and Red
(RAG) scoring:
Green: Score >= 20%. Good performance, possibilities for improvements may exist
Amber: Score >=70% – <80%. Driving performance improvements is encouraged
Red: Score <70. Driving Performance must improve.
Driver performance shall be ranked per time period. This period shall not be less than one week to
avoid statistical fluctuations having a significant effect.
4. IVMS Reports
a. Driver performance reports that contain but not limited to the following information shall be
generated weekly
i. Rank of driver compared to peers
ii. The element(s) the driver needs to improve upon to get a better result subsequently
iii. Driving violations
b. Individual professional driver performance reports shall be made available to the direct supervisor
weekly.
c. Summary performance reports for all drivers shall be made available, in an agreed format, to the
nominated Company Representative a monthly basis.

5. Performance Management
a. The Contractor shall use weekly reports to conduct feedback session with drivers. Emphasis shall
be on positive behaviour and continued exhibition of this behaviour. Negative behaviour and
violations shall however be mentioned and advise given for improvement.
b. The Contractor shall initiate appropriate corrective action in the event of poor performance or non-
compliance with specific requirements of the management system.
c. The Contractor shall put in place and implement a driver management system including reward for
good driving behavior and compliance, and consequence management for poor behavior and
violations.
