es) = Government of Odisha Office of Special Relief Commissioner No3BS6/REDM(DM), —0%:30-06-2020 ‘ORDER ‘Whereas, Io pursuance of the diredions Issued by the Nationa Execute Committee, Government of India under the Disaster Management Act, 2005, the Governmet Odisha, vide Revenue & Disaster Nanagement (Disaster Management) Department Notification No.30S7/RADM(OM) dated 01.06.2020, had fecended the lack down in the entice State of Odisha with stipulations mentioned therein, wth a view :o conan the spread of COVID-19 pandemic, til midnight of 30.06.2020; ‘And Whereas, in pursuance of the directions of the National Disaster Management Authority (NOMA), the Natonal Executive Commitee in exercise ofthe powers conferred under Section 10(2)t) ofthe Disaster Management ct, 2005, has Issued revised guidelines vide Ministry of Home Affairs, Government of India order [No.t0-3/2020-DM-I(A) dated 29.06.2020 to extend the lockdown in Containment Zones up to 31.07.2020, and to re-open more activities ina calibrated manner in areas outside Containment Zones; Now, therefore, In pursuance of the said order, the State Government do hereby) ‘State COVID Management Guideline ‘The State COMID Management Guideline is based on’ ‘) De-cenvalsed management: empowering the OVID ‘Management Committee in urban and rural areas, headed by the Ward Members for survellance, monitoring and containing the spread of the infection 'b) Estabishment and management of COVID Care Homes at Gram Panehayat (GP) level by Sarpanches for isolation and treatment of symptomatic cases ©) Continuance of Temporary Medical Camps (TMCS) for a cluster of (GPs for quarantining of returnees «) COVID Audit of Government and Private offices and obligation of the head of the office under Disaster Management Act, 2005 for enforcing physical distancing and mask wearing €@) Strict erforcemant of sacial distancing, mask wearing and spiting regulations in all public places 1) Strict acherence of COVID SOP by all Private Hospitals _9) Monitoring of travelers from hatspots outside the State 3. Lockdown limited to Containment Zones | Local Authorities ie. District Collector? Municipal Commissioner shall demarcate containment zones in accordance with the guidelines of MoHFW, Government of India H8FW Department of Government of isha |. In the Containment Zones, only essential activities shall be allowed. There shall be strict perimeter control to ensure that there Is no movement of people in or out of these zones, except for medical emergencies and for maintaining supply of essential ‘900s anc services. There shall be intensive contact tracing, house to-house surveillance, and other clinical interventions, as requlred. Guidelines of MoHFW shall be taken into consideration for the above purpose. ii, Local Authorities may also identify Buffer Zones outside the Containment Zones, where new cases are mare likely to occut, ‘Within the buffer zones, restrictions as considered necessary may be put n place by the Local authorities. 4, Regulation of activities in areas outside the Containment. Zones a. The following estabishments/ activities will continue to remain closed ‘ul 31" July, 2020, throughout the Stat: (Religious places places of worship for publi (i) International air travel of passengers, except a5 permitted by Mia, (ii) Cinema halls, gymnasiums, swimming pools, entertainment complexes, theatres, aucltoriums, assembly halls and similar places (W) Scnoos, colleges, other educational trainng/ coaching Institutions, etc. will remain closed for the purpose of teaching til 31 August, 2020. COVID Hospital fe Local Authorities may extend the duration of quarantine of the quarantinees at home/ institution, within their jurisdiction, in ‘te interest of containment of COVID-19, 8, General Directives for COVID-19 Management “The following General Directives for COVID-19 Management shall be strictly followed troughout the Stat: ‘a, Face coverings: Wearing of face cover is compulsory in_ public places; in workplaces; and during transport (Annexure-TiX). b, Social estancing: Individuals must maintain a minimum distance of 6 feet in pubic laces. Shops will ensure physical dstancing among customers. The ownes/ ‘manager of the shop shall be lable for any violation. 4. Salons, Spas, Beauty Parlours and Barber shops shall ensure all safety precautions, dsinfection and sanitization before and after service of each ‘eustomer, The owner/ manager shall be liable for any vielation. fe. Gatherings: Public gatherings/ congregations of more than 7 persons are prohibited. {Mariage related gatherings: Number of guests not to exceed 50, Funeral last ites related gatherings: Number of persons not to exceed 20. h. Spitting in public places will be punishable with fne, 2s prescribed in ‘aocordance wt laws, rules or regulations (Annexure-1V & V). |. Consumption of liquor, paan, gutka, tobacco, etc, in pubic places is prohibited. Additional directives for Work Places |i Obligation of Heacle of Offices: All offices, Government and Private, must ensure adherence to the SOP on preventive measures to contain spread of COVID-19 in offices issued by Department of H&FW, Government of Odisha dated 30” June 2020, Non-zdherence to these guidelines wil invite action under ‘appropriate provisions of Disaster Management Act, 2005.
