[AGENCY CASE NUMBER: ‘COMPLAINT NUMBER: 20201-TRH-$0036526 STATE OF TEXAS IN THE NAME AND BY AUTHORITY OF THE STATE OF TEXAS: I, Danny Briley, do state upon my oath that I have good reason to belicve and do belicve based upon the following information: 1, Affiant is a peace officer duly commissioned by the State of Texas and is employed as a Texas Ranger with the Texas Rangers Division. Affiant has extensive training and experience in the investigation of violent felony offenses such as murder and capital murder and as such was contacted on 06-22-2020 by Kentucky State Police (KSP) and Tenuessee Bureau of Investigation (TBI) to provide investigative assistance with a homicide investigation. 2. On 06-22-2020, your Affiant was requested to assist the Kentucky State Police (KSP) and Tennessee Bureau of Investigation (TBI) with an ongoing homicide investigation involving a deceased resident of Texas. On a conference call, TBI Special Agent (SA Joseph Hudgins and KSP Detective Cory Hamby stated the body of Traci Leigh Jones, W/F, DOB: 06-15-1979, SSN 464-93-0220, of Dublin, Texas was found floating in the Kentucky Lake near the state lines of Kentucky and Tennessee. When found, the body was inside a black 50-gallon Craftsman tote box with wheels and a red lid. SA Hudgins reported the lid of the box had multiple holes drilled into it and was zip tied shut from the outside of the box The Kentucky Medical Examiner’s Office in Madisonville, Kentucky ruled Jones’ death a Homicide. The recovery of the body was in the State of Kentucky, but it was believed the body was dumped in the State of Tennessee and floated into the state of Kentucky 3. Your affiant immediately accessed intelligence resources and obtained statements from Texas witnesses to assist TBI and KSP with their investigation. At approximately 11:00 AM, your affiant obtained an affidavit from Attorney Heath Allen of Stephenville, Texas, who had an attorney-client relationship with Jones. Attorney Allen’s affidavit stated Jones initiated contact with Attorney Allen on 04-27-2020 about a dispute she was having with Jeff Rogers, AKA: Jeffrey Kenneth Rogers, W/M, DOB: 05-28-1960, SSN: 404-98-8406, TX DL 14865499, and his wife, an Arlington ISD Principal. Attorney Allen understood Jones and the Rogers couple were engaged in the production of pornography and that Jones made contact with an NBC DFW affiliate and the Arlington ISD about the demise of the relationship between them. It was Attorney Allen’s understanding Jones was fearful of Jeff Rogers and his wife. Attorney Allen believed Jeffrey and wife, Tammy Rogers, would be motivated to harm Traci Jones for the purpose of preventing her from releasing information they held in confidence between the three of them, Attorney Allen’s last contact with Jones was on 06- 01-2020. 4. At approximately 2:30 PM, your Affiant interviewed Patricia vargas, W/F, DOB: 09-15-1979, who was allowing Jones to reside at Vargas’ residence, 572 N. Post Oak, Dublin, Texas. Vargas stated on Tuesday, 06-16-2020, between 5:30 PM and 6:30 PM, Jones left walking south from Vargas’ residence and it was the last time Patricia physically saw Jones alive. Vargas believed Jeffrey Rogers picked Jonca up on the road somewhere and left with her. Vargas knew from multiple conversations with Jones, she was engaging in sexual acts with Jeffrey Rogers and his wife for a porn production called Circle V Entertainment. Jones was compensated through Venmo and a shared a Wells Fargo account with Jeff Rogers. 5. On 06-23-2020 at approximately 11:00 AM, Detective Hamby learned Rogers on 06-15-2020, purchased what appeared to be a 50 gallon Craftsman black tote with a red lid at Lowe’s in Burleson Texas. This tote appeared to be identical in size, color, and design to that in which Jones’ corpse was found in the Tennessee/Kentucky lake. Your affiant has reviewed a video of the purchase confirming Rogers left Lowe’s with the store with the tote in his possession 6. On 06-23-2020 at approximately 12:30 PM, your affiant executed two (2) Tennessee arrest warrants for Jeffrey Rogers at his residence (an RV), 5734 Ensign Drive, Fort Worth, Texas. At the time of the arrest, I observed a white 2017 RAM pickup, 3500 series, bearing Texas License Plate LFJ7985, VIN 3C63RRNLGHG762371, parked in front of the residence. Jeffrey Rogers provided written consent for the search and seizure of his pickup at the time of the arrest. The suspected vehicle was towed away for crime scene processing. 7. Your affiant interviewed Jeff Rogers’ wife, Tammy Rogers about their relationship with Jones and whereabouts over the last few days. Tammy acknowledged she and Jeffrey Rogers entered into an agreement with Jones to produce pornography through Circle V Entertainment, a business owned by Jeffrey Rogers. Jones was being paid to perform sex on video and all three (3) engaged in sexual acts, but only Jeffrey was having sex with Jones since the demise of the threesome relationship. Jones previously lived with the Rogers’ in Arlington before they sold their house. Jones also lived in the Rogers’ RV until she finally re-located to Dublin, Texas. 8. Tammy stated on May 26, 2020, she lost her job as an Arlington ISD Principal due to Jones’ complaint about the porn production Tammy and Jeffrey Rogers were operating - Circle V Entertainment. More recently, Jones was constantly threatening to call the news media and expose the Rogers porn company. Tammy was upset Jeffrey Rogers would still have sex with Jones, constantly paying her more and more money. 9. Tammy stated on June 16, 2020, at approximately 5:30 PM Jeffrey Rogers stated he was going to Dublin, Texas, where he would meet with Jones and pay her some more money. Tammy did not know how much Jones would be paid, but was sure Jeffrey would probably have sex with Jones. Jeffrey left in the suspected pickup and never answered three (3) texts messages Tammy sent to Jeffrey during the night. Tammy stayed up all night in their RV waiting on Jeffrey to return home. On June 17, 2020, at approximately 6:45 AM, Jeffrey returned home in the suspected vehicle 10. On June 17, 2020, after Jeffrey’s arrival, he loaded items into the suspected vehicle and they departed for Kentucky to visit family. Tammy alleged she knew there was a cooler in the back of the pickup with drinks, but never looked in the back of the pickup during the trip. 11. Your affiant has reviewed portions of multiple video surveillance cameras between the states of Texas, Tennessee and Kentucky, showing Jeffrey Rogers and Jones together from June 16, 2020, 8:45 PM to June 17, 2020, 4:10 AM in Stephenville, Texas. The clothing Jones is wearing in the surveillance footage appears to be the exact same clothes she is wearing when her body is found. 12. Surveillance footage showed a large black container with a red lid was in the back of the suspect vehicle on June 17, 2020, 6:02 AM, in Burleson, Texas. Your affiant can identify Jeffrey Rogers is the only occupant accessing every door of the suspect vehicle, opening the camper shell hatch 3 times and touching the container 13. On June 17, 2020, 10:00 AM, surveillance footage showed a large black container with a red lid was in the back of the suspect vehicle in Royse City, Texas. Your affiant can identify Jeffrey Rogers and Tammy Rogers are occupying the suspect vehicle, and only Jeffrey Rogers accessed the camper shell hatch back to access the container 14. Tammy Rogers told your affiant that she and Jeffrey Rogers arrived at 436 Graham Road, Murray, Kentucky, 42071, on June 17 2020, at approximately 8:45 PM in the suspected vehicle to visit ‘Tammy’s father who recently had open-heart surgery. Tammy Rogers told your affiant she and Jeffrey Rogers spent the night at this residence on June 17, 2020. Your affiant provided this information to KSP and TBI and on June 23, 2020, a search at this residence resulted in the seizure of tools (drill bits) and tool marks (plastic), best described as apparent plastic pieces consistent with the same color and material as the lid found zip tied over the victim's body in the black tote. 15. Additionally, SA Hudgins provided your affiant information that Jeffrey Rogers on Thursday, June 18, 2020, rented a pontoon boat at the Paris Landing Pontoon Rentals in Tennessee for a half day, 9:00 AM - 1:00 PM, Breakers Marina dock, 526 Shamrock Rd, Buchanan, Tennessee. Tammy Rogers told your affiant, Jeffrey Rogers on the morning of June 18, 2020, left in the suspected vehicle and did not return to her parent’s residence until approximately 12:00 PM. 16. You affiant reviewed surveillance footage of the rental, which showed Jeffrey Rogers arriving at the Breakers Marina on June 18, 2020, at approximately 8:46 AM. At 9:33 AM, The video showed Rogers loadiuy a coulainer onto the front of his boat covered in a blanket. At 9:52 AM, The video showed Rogers departing the marina 17. Your affiant has reviewed video evidence in Stephenville and crime scene photographs in Kentucky, indicating the victim on June 17, 2020, at 4:12 AM, while in the company of the suspect, is wearing the same clothing as discovered in Kentucky when the victim's body was recovered inside of what appears to be a Craftsman, 50 gallon tote black box with a red lid 18. Your affiant knows through interviews, video evidence, and other resources the suspect was operating the suspect vehicle on June 17, 2020, from Texas Oklahoma, Arkansas, Tennessee and Kentucky with what appears to be a Craftsman, 50 gallon tote black box with a red lid in the back up the suspect vehicle and investigators believe the same tote the suspect loaded onto a pontoon boat in Tennessee on the morning of June 18, 2020, contained the victim’s body. 19. On the afternoon of 07-01-2020, your affiant and Texas Ranger Don Stoner met with Rogers at the Tarrant County Sheriff's Office because of his request to speak to your affiant. The meeting was audio-video taped. 20. Rogers admitted he caused the victims death in Texas after leaving a Holiday Inn in Stephenville. Rogers admitted the victim was alive when leaving the hotel with Rogers, but thereafter he became “scared” of the victim and subsequently caused her death Your affiant established the victim and Rogers left that hotel on the morning of 06-17-2020 at approximately 4:12 AM and the victim was alive. 21. Rogers stated what he did with the victim's body was “dishonorable” in regards to discarding her body in Tennessee, but 4 he wanted the Tennessee charges to go away in exchange for details about the victim’s death. Rogers said, “I want to tell you why and how I did it”, but after Tennessee drops charges. Rogers was firm he was responsible for the victim's death and discarding her body “I own it, and Tammy (wife) had nothing to do with it,” he said 22. Rogers claimed he and his wife were engaged in the production of pornography with the victim, but the relationship significantly deteriorated in recent months for a combination of reason(s). One of the factore causing the demise of the relationship had to do with the victim contacting news stations and the Arlington ISD about the porn production business. Rogers stated he continued to pay the victim money and negotiate the terms of their relationship up until the victim's death. 23. Rogers said, “I have the pieces to the puzzle you need,” and no one else was around when Lhe viclim died. Rogers stated he tried “throw off” investigators by texting the victim after the homicide; thinking maybe law enforcement would not think he did it. And he charges that heretofore, and before the making and filing of this complaint that on or about the 1/t™ day of yune, 2020, in the County of Erath and State of Texas, the defendant, JEFFREY KENNETH ROGERS, did then and there intentionally or knowingly cause the death of an individual, Traci Leigh Jones, namely, by strangulation, a First Degree Felony pursuant to Texas Penal Code § 19.02(b) (1) HE PE&CE AND DIGNITY OF THE STATE DANNY BRILEY, Affi: SWORN TO SUBSCRIBED before me, this 9 day of July, 2020. fon.
