ENGINEERING PRACTICE REPORT Career Episode MCIBSE Competence Objective ‘Queen Elizabeth Hospital, Birmingham International Translational Medicine Building Client: Briggs & Forrester Main Contractor: Vinci Construction Sector: Healthcare Role: Project Director December 2013 February 2014 aa ae [a - — In the early spring of 2014 Vinci Construction were contracted to deliver the refurbishment of the 80 year old Queen Elizabeth Hospital and provide a new state of the art, international Translational Medicine facility. Briggs and Forester were awarded the M&E installation on a design and build basis During the tender process | worked with Briggs and Forester’s bid team to assist them in looking at best value design options. | put together a small design team and we looked at options to provide solutions to the very stringent client briefing requirements. I chaired brainstorming sessions where the brief was disseminated and each area was assessed and various engineering options evaluated to enable each of the project disciplines to be costed to the best advantage of the project. A2, B1, 82, ca International Translational Medicine Building April 2014 ~ May 2014 Following a successful tender submission and negotiation, Briggs and Forrester were awarded the design and build contract to deliver the ‘mechanical and electrical engineering systems to serve the refurbished hospital and | began negotiation with the contracts and project delivery directors of B&F to secure the detailed design work on behalf of RPS to support them in accordance with their design programme. My role was to agree the level of the design and the deliverables needed to ensure the project programme milestones could be met. This involved contract negotiation meetings and the setting up and putting in place of the appointments and agreeing warranties and fee schedules. 82, C1, D1, D3 International Translational Medicine Building May 2014~ September 2014 Upon satisfactory agreements being reached between myself and BR's project directors in connection with the project duties and responsibilities we commenced the detailed design of the M&E systems on behalf of B&F and my role then consisted of leading the design teams and acting as a conduit between my teams and our client’s delivery team Whilst setting up the teams and carrying out the initial thermal analysis it was noted that the hospitals design team were not in full accord in connection with the facade treatments. At this stage I needed to call a series of technical meetings with my client (B&F) and the hospitals design team to carefully draw attention to this fact and try to agree a way forward in which we could prove compliance with the parameters set whilst protecting our client from the provision of any costly additions to the scheme which were not originally costed for within their tender submission, c1c2 83, C3 International Translational Medicine Building September 2014 - November 2014 Toversaw and quality checked the mechanical design calculations and drawings produced by our senior engineering staff and liaised with B&F on a constant basis to assist the timely flow of information. During the design stage | worked with B&F to ensure our teams efforts were being concentrated in the correct direction for the needs of the project. | also agreed and assisted B&F in the clarification of extra duties based upon client team variations. Throughout the project | was responsible for the full financial aspect of the work and was responsible for agreeing costs for all valid and instructed duties required to deliver the designs to the appropriate levels. B1, C1, C2, D3 Career Episode MCIBSE Competence Objective (PSBP) Derby Batch Client: Education Funding Authority (Bowmer & Kirkland) Sector: Education Role: Lead Engineer January 2014 - Ongoing The Priority Schools Building Programme is the Governments current education funding mechanism which has been set in place to provide over 200 new Primary and Secondary education schools within the UK. ‘The funding is based upon compliance with the EFA’s template school and stringent design parameters as set out within their facilities output specification. Based upon my considerable experience with regards to delivering education projects over the previous 5 years, | approached Bowmer & kirkland Construction and set up a partnering deal with them where RPS Group would support all of their bids in connection with any of ‘the PSBP project batches they decided to bid, where | would be responsible for the provision of mechanical, electrical, acoustic and fire engineering support to assist them in the competitive bid process. A2,B1 Ttook on the role of Lead Engineer and provided Bowmer & Kirkland with complete technical and commercial supporting information in connection with the scope of services | was able to offer within my role as Building Services Director of RPS's Birmingham and Milton Keynes offices. | provided detailed information as required in connection with my staff, experience and technical understanding of the Education Funding Authorities requirements to assist Bowmer & Kirkland in the first stage of the pre-qualification process. Al, B2, The first batch that Bowmer & Kirkland decided to qualify for was the PSBP Derby Batch (Batch 39), and from a pre-qualification of 6 main contractors Bowmer & Kirkland were selected as one of two preferential bidders and thus were required to embark upon a 6 week intensive bid process which consisted of the complete concept and outline design of a template school within the Derby batch, A2,C1 ‘As part of this process my role was to attend weekly engagement ‘meetings with the Education Funding Authority technical teams and the schools representatives. Where along with the project architect and structural engineers we outlined our design process and tabled our solutions which were constantly assessed and discussed with the Client team, My role within this was to ensure that the EFA’s technical assessors were fully aware of our complete grasp of the requirements of the outline specification documentation and that our solutions were in accordance with these requirements including the requirement for climate based daylight modelling and over-heating assessments using the CIBSE TMS2 method to show compliance with the requirements for adaptive cooling B2, 83, C1, 2, 3, £1, 53 ‘Week by week | prepared schematics and outline design information covering the main ME headline requirements, including overheating strategies, daylighting solutions, low energy heating and hot water service distribution solutions, daylight linking and acoustic considerations. C1, 02, €3 Following the completion of the six week engagement process which was run in direct competition between the two preferred bidders we provided our submission documents, and following a period of review and deliberation our team were informed that we had been successful and were to go forward as the preferred bidder and were asked to provide the delivery and construction of 7 new schools as part of the PSBP Derby batch. D1, £2 ‘At this point my role continued to be as Lead Engineer. However my day to day involvement on a direct level diminished as my role now is ‘to ensure that my mechanical, electrical, acoustic and fire engineering teams have been fully briefed to enable them to provide designs at a detailed or performance level in accordance with the requirements set by the Education Funding Authority. | meet on a weekly basis with my project delivery teams to ensure all aspects of the design and construction of the schools are delivered in accordance with our duties and responsibilities. Whenever any of my engineers have to attend site for meetings or inspections ensure that that are fully briefed as to their role and that they are aware of all health and safety requirements, have the correct personal equipment, and where necessary carry the correct qualifications to safely carry out their duties. 1,3, D1, 2, D3, E2, 3 Currently 4 of the 7 schools are on site and well underway with regards to construction and my role is to ensure that each of these schools is delivered in accordance with the requirements of the building services brief and specification whilst ensuring that each project is kept within the commercial constraints as dictated by the budgets and Bowmer & kirkland’s commercial teams. 3, C4, D3, 2 Career Episode MCIBSE ‘Competence Objective ‘Aston University, Birmingham Four Year Framework Bid Client: Aston University Sector: Education Role: Framework Director During the early part of 2014 | learned that Aston University were renewing their external Consultants Framework from 2015 ~ 2019 and made the decision to pursue the opportunity to become part of their consultants team. | instructed my bid team to express an interest in tendering this opportunity and we then embarked upon the process of bidding to join the framework. My role was to lead the bid and | prepared all of the technical and operational responses as part of the initial Pre-Qualification process (Pag). BL We submitted our PAQin accordance with the guidelines set by the university and were informed during June 2014 that out of a total of 26 applications we were successful and had been invited to tender along with five other successful practises for the opportunity to be considered as a University framework partner. Az {At this point we were tasked with the completion of a tendering document which consisted of a series of project, delivery and fee based questions. My role was to prepare, co-ordinate and check the responses, provide operational information and set the level of fees to be utilised for the following four years. 81, 82, C1 We were also tasked with preparing a full presentation as part of a formal interview with the University’s Estates and Engineering directors and management. The formal interview was to consist of a forty minute presentation with a twenty minute Q&A session immediately afterwards. | selected two key members of my staff to accompany me and to assist me in the presentation and interview. | then looked at the specific requirements of the document and prepared a powerpoint presentation which addressed each of the questions and afforded me the opportunity to answer and expand upon the required responses during the interview process. 3, C4, D3 Following the interview | was informed that RPS had been selected to join Aston Universities consultant framework and I am currently engaging in a process to get to know the estates teams and am working with two of my associate level engineers in connection with setting up a dedicated team to serve the framework. D1, 02, £2 Career Episode MCIBSE Competence Objective Telereal Trillium/British Telecom Five Year Framework Client: British Telecom Sector: Commercial/industrial Role: Framework Manager From 2006 ~ 2011 R W Gregory then subsequently RPS Group were employed as the framework consultants for British Telecom covering their entire portfolio within their Midlands, Wales & West region. My role was that of the framework manager and | was responsible for the full delivery of the life cycle replacement and capex works throughout the region on an annual basis. 81, 82, C1 Prior to the beginning of each financial year | was involved in the submission of a business case document which included my recommendations as to the condition of the existing plant and equipment within BT's portfolio and highlighted the need and urgency for either replacement or upgrading works to be considered as part of the following years budget. A2, C1, C2, D1 ‘My role included liaising with the Telereal Trilium project and delivery teams on a weekly basis to report on the status, financially, technically and in accordance with programme of each project from inception to completion. | was responsible for a team of six mechanical and electrical engineers and acted as project delivery manager ensuring each project was designed, tendered and delivered on time and within the agreed cost framework A2, B2, B3, 1, €3, Ca ‘On a monthly basis | was responsible for issuing a full report on the status of each project which highlighted the financial and programming position of each job and also indicated and potential issues which had or were likely to occur. The report was then used as an agenda for a monthly meeting with my client’s project delivery teams, C4, D1, D2, D3 (On an annual basis my team delivered between twenty to thirty projects from as little as £20,000.00 through to as much as £1,000,000.00 and consisted of projects such as boiler plant and chiller replacements through to wholesale building rationalisation programmes, Al, C1, C2, 3 ‘At the beginning of each financial year | attended a programme meeting with the directors and senior project managers of BT and Telereal, where the coming years initial batch of projects were decided and agreed. Following agreement of the projects to be delivered | was responsible for grouping individual projects together by either type or location and produced a business case as to how | considered it best to tender each grouping to gain best commercial advantage from the marketplace. 82, D1, D2, D3 I then briefed my internal teams and each project was surveyed and designed by myself and my engineers and then each batch was tendered in accordance with the requirements of the client. | was responsible for the opening and review of each tender to validate and interrogate each submission prior to presenting a fully detailed tender report to the client with my recommendations as to how to best procure and deliver each batch of projects. A2, B2, C1, 2,3 | was responsible for the design, supply and delivery of the first two biomass heating plants within BT's property portfolio (2008). Both projects were in North Wales (Porthmadog and Llandegai), to take advantage of combined pellet delivery costs and logistics whilst helping to reduce BT’s carbon commitment as part of their carbon reduction programme. 82, C1, C4, 53 Career Episode MCIBSE Competence Objective Workers institute Building Client: The Black Country Living Museum Sector: Museums/Public Buildings Role: _Mechanical Design Engineer December 2005 - November 2007 {In 2005 the Black Country Living Museum decided to embark upon the wholesale brick by brick deconstruction of the Chain Makers Institute Building which was located in Cradley Heath High Street within the Black Country, and to ensure its faithful reconstruction onto the site of the Black Country Living Museum in Dudley, West Midlands. Initially | attended Client briefing sessions where the curator and Museum Director provided the historical and logistical background as to the specific requirements of the project and my role was to design ‘a mechanical services solution which consisted of heating, ventilation, domestic water services and above ground drainage installations in a way that complimented the age and style of the building, whilst being sympathetic to the energy needs and current requirements in connection with Building Regulations and energy guidelines. Al, A2, 81, 82, 83 Tt was an absolute requirement that any of the buildings services plant or equipment on show would be totally in accordance with the age and style of the building, therefore | prepared designs which were visually and aesthetically in line and in accordance with the type, style and age of the building, Through a process of discussion and design collaboration with the Project Architect and Structural Engineer | designed a heating system which consisted of underfloor heating to all areas where it could be installed unobtrusively and appropriately. ALCL However due to the limitations imposed upon the design parameters due to the level of insulation that could be provided to the thermal envelope whilst still maintaining an accurate reconstruction the output of the underfloor heating system was not high enough to meet the needs of the losses from the total thermal envelope. In order to meet the shortfall in the requirements for heating of the large open spaces | designed a low level pipe coil system and cast iron column type radiators within smaller office and circulation areas on a one pipe system which were all sized to cater for the shortfall in the buildings thermal requirements. A2 In order to gain maximum benefit from the low grade heat requirement of the underfloor heating | prepared two options which were to be tendered in connection with the low pressure hot water heating systems. The first option consisted of a ground source heat pump solution (bore hole) which was sized to serve both the underfloor heating and the pipe coils and radiator circuits albeit at a very low surface temperature with the heat emitters sized accordingly. ‘The second option consisted of a gas fired condensing boiler arrangement in lieu of the ground source heat pump where a new gas supply was to be taken from the existing site infrastructure to serve the boiler arrangement with the heating flow and return temperatures kept to a low heat output as required by the underfloor heating to provide maximum efficiency from the boiler arrangement albeit with a higher delta T. The ventilation solution was generally a natural solution with toilets mechanically ventilated by induct twin fans positioned away from public view. A2, 81, B2, 83, C1 82, C1 The domestic water service installations generally consisted of hidden distribution pipework with any pipework on show generally provided at one size larger than actually required with all fittings of the end feed variety with all pipework being painted out following installation to give the effect of larger malleable/lead pipe connections. Following the completion of designs and full tender packages the project was tendered and eventually let with the gas fired boiler option being the preferred method of heating by the Client and the systems were installed with the gas fired boiler option as opposed to the ground source heat pump solution. c2 The flue arrangement form the gas fired boiler was taken via a proprietary liner installation within an existing chimney with an approved terminal device which was shielded visually from public view via an oversized chimney pot outlet. During the installation period of the building my role was to attend site on a bi weekly basis to ensure that the quality and integrity of the building services installations was in line with the needs and requirements of the Black Country Living Museum with special focus being taken on the actual installation methods and insurance that no corners were cut by the installation teams in connection with the visual impact of the services systems. 4, D1, D2 Upon completion of the installations, | was responsible for witnessing the commissioning and testing of flow rates and temperatures for compliance with the requirements of my specifications and drawings. 03, E2 Career Episode MCIBSE ‘Competence Objective Brighton Waterfront Marina Project Client: Parkridge Developments Sector: Retail/Commercial Role: _ Mechanical Design Engineer February 2001 - October 2003 During 2001 Parkridge Developments embarked on the complete redevelopment of Brighton Marina area with the provision of a brand new 4 storey hotel with a retail outlet development, restaurants and leisure facilities attached to the ground floor of the hotel. (On behalf of Jonathan Hart Associates my role was as the lead mechanical services design consultant, working with a lead electrical design consultant and public health engineer. | was responsible for the complete design of the mechanical services systems to the new hotel, the new retail units and overall site infrastructure including gas and water supplies. A2, B2, B3, ct Twas involved in the design team process between the developer, architect, structural engineer and marine planners. | was responsible for designing the heating, ventilation, domestic water services, variable refrigerant volume systems (VRV) and retail unit infrastructure supply. Due to the location of the site some of the key design challenges incorporated making sure that any external plant was suitable for a coastal installation and due to the positioning of the plant area a flue dilution system was the chosen method of removing the products of combustion from the plant area which created an acoustic challenge. 01, 03, E1, £2 prepared a full technical specification and drawings for all of the mechanical services installations and these documents formed the basis of the mechanical services tender process. a Following the tender submissions | was asked to attend review meetings where the full services tender submissions were analysed and tender review reports prepared to assist the Client in the selection of the preferred installation contractors. 2 Following commencement of a site start my role was to attend site on ‘a monthly basis to ensure installation quality, technical compliance and overall workmanship standards were of the highest order. 3, C4, E2 ‘At the completion of the project my role was to witness all on site tests, comment on operation and maintenance manuals, check commissioning figures against the design requirements, and ensure the handover of the installations were done in an acceptable and professional manner. 01, €1, £2 ‘Once the project was handed over to the satisfaction of the complete design team | was tasked with agreeing the final accounts in connection with the mechanical services installations. D1 Career Episode MCIBSE Competence Objective limor Engineering Brigsworth New Restaurant Facility Client: Iimore Engineering Ltd Main Contractor: Anglo Holt Construction Sector: Commercial Role: Senior Mechanical Engineer _ ‘March 1996 — February 1998 Whilst working as a Projects Manager for a mechanical services design and build contracting company we were asked by Anglo Holt Construction to provide a tender submission for the design, supply and delivery of a mechanical services installation to serve anew restaurant for Ilmor Engineering Northamptonshire, My role was initially to provide outline designs based upon a Client briefing document and provide a costed tender for the installation of | A2, B2 the required mechanical services works. This process required me in carry out full heat loss and heat gain calculations, preliminary heating, chilled water and hot water service | 83 pipe sizings, preliminary air volume calculations and ductwork sizing along with plant load and estimation exercises. This enabled me to provide a price for the supply and installation of the works required. We were subsequently informed that our tender had been successfull and that we were contracted to install the mechanical services installations to the new restaurant facility. My role was to then take the outline design concept drawings through to a construction stage which included the full detailing of | Ai, A2, B1 the plant arrangements to serve the restaurant and amenity areas as well as full sizing of all heating, chilled water, ventilation and domestic water services installations. ‘A client stipulation was that the installations were be as energy efficient as possible and with the aim of a chiller manufacturer we provided the air cooled chiller with an extra closed circuit to be used as a pre-heat for the domestic hot water service requirements. 83, C1 Throughout this process I was in close discussions with the Client and the contracting team to ensure that the overall design and installation of the mechanical systems was in line with the commercial budgets | C1 and in accordance with the expectations of the end users. The restaurant was a pyramidal shape with large areas of glazing to the north and east elevations. Throughout the construction period my role was to liaise with the site installation foreman and ensure that the designs were installed in €3, 01, 3 accordance with my requirements, and in accordance with the site parameters. ‘At the end of the project | was responsible for ensuring that all of the heating and chilled water circuits were correctly balanced and that all | E1 pumps were running efficiently and to the correct volumes. Career Episode MCIBSE Competence Objective CIBSE West Midiands Regional Committee January 2002 — April 2003, joined the CIBSE West Midlands Regional Committee in 2002 as a co- opted committee member to provide support to the Regions Social Secretary and assist in the organising and delivery of the Regions Annual Dinner and May Ball. ‘September 2003 - April 2008 From this period | took over the role of Social Secretary serving the West Midlands where | organised, on an annual basis, the May Ball and Annual Dinner of the CIBSE West Midlands Region, along with golf days and attendance at occupational road shows and seminars on behalf of the region. ca, ‘September 2008 - April 2009 During this period | acted as Social Secretary as well as the Regions Vice Chairman where | again organised and delivered the various social functions along with supporting the Regional Chair with attendance at social functions on behalf of the Region in the Chairman's absence when he could not attend. 4, D1, 02, D3, £1, £4 ‘September 2009 - April 2012 During this period | was proud to be the CIBSE West Midlands Regional Chair and as chairman | attended the Regional Liaison Committee at Batham on behalf of the region, fostered strong links with other CIBSE regions and attended various events, dinners, conferences and technical meetings also on behalf of the region. 4, D1, D2, 3, £1, £4 ‘September 2012 - April 2013 After three years | stepped down from the chair to act as CIBSE West Midlands Vice Chair supporting the incoming Chairman and assisting her with preparation of minutes, attendance at regional meetings and attending social functions and careers roadshows. C4, 01, 02, D3, £1, £4 ‘September 2013 - Current Lam currently acting as CIBSE West Midlands Publicity Officer and support all of my fellow members with regards to guidance, mentoring and assisting any of my fellow committee members to provide the benefit, where required, of the experience | have had over the last 12 years as a CIBSE Committee Member. During July 2014 | was given the great honour of being presented with the CIBSE Bronze Medal for services to the West Midlands Region. 4, D1, 02, D3, £1, £4
