A constitution is a set of laws or principles by which a state or an


organization is governed.

Two constitutions under which Guyana was governed are the:

- Waddington Constitution

- 1966 Independence Constitution

2. The People’s New Constitution became official on October 05, 1980.

Two rights which are granted under this constitution are:

- Religious freedom for all

- Equal rights for children born out of wedlock

3. Central Government is comprised of:

- The President

- The Prime Minister

- Ministers who are appointed by the president from members of the


national assembly.
4. The Ministers of Government responsible for the following are:

- Presenting the nation’s budget – Minister of Finance

- The nation’s rice industry – Minister of Agriculture

5. The arms of central government are:

- Legislative Arm – Responsible for making laws and rules

- Executive Arm – Concerned with carrying out the laws

- Judicial Arm (Judiciary) – Responsible for ensuring that laws carried


out correctly and that anyone who breaks the law is suitably
punished.

6. Law is a system of rules made by a country to protect the people of


that country.

Three offenses against the law are:

- Bigamy

- Slander

- Burglary
7. Corrective institutions have been set up to instil corrective behaviour
in offenders of the law.

8. Revenue is the money that the government gets to provide services.

- Mechanical Equipment for Mining, Logging, Infrastructure and


Agriculture
10. The Organs of Democratic Power are:

The Executive President

The President is the Head of government, Head of State and the


Commander-in-Chief of the Armed Force. He is elected by the people at
national elections. His term in office is five years. The President is not a
member of the National Assembly. He can however attend meetings
and address The National Assembly but cannot vote.

The Cabinet

The cabinet comprises of the President, The Prime Minister and other
Ministers appointed by the President. Cabinet meetings are presided
over by the President – the Head of Cabinet. Cabinet is the
Government’s highest decision-making forum. It decides on the
implementation of Government projects and aids and advises the
President in the general direction and control of the Government.
Meetings of the Cabinet are held on a weekly basis at the Office of the
President.

Parliament

Parliament in Guyana, comprises of the President and the National


Assembly. It is the law making body of the country. The most important
person in Parliament is the Speaker. The life of parliament is five years.
The symbol of authority in Parliament is the mace.
11. The functions of the following are:

- The President –Responsible for (1) the signing of bills passed by the
National Assembly and (2) appointment elected members of the
National Assembly.

- The Cabinet – Responsible for (1) decisions on the implementation of


Government projects and (2) aiding the President in the general
direction and control of the Government.

- Parliament – Responsible for (1) making laws for the peace, order
and good governance of the people and (2) alter and amend the
constitution.
