These include the folowing 1. BC Wildfire Service Kamloops Fire Centre Fire Weather Forecast No. 18893 issued at 1100hrs July 6, 2017. The forecast indicated mainly clear skies and 0% chance of lightning for the area. WESTERN KAMLOOPS, PENTICTON, MERRITT AND LILLOOET ZONES TODAY: Mainly sunny MAX TEMP: 36° to 40° MIN RH: 10-20% WINDS: Variable 10-20 km/h and $ 20-30 knvh in Fraser Canyon TONIGHT: Mainly clear MIN TEMP: 18° to 20° MAX RH: 35% to 50% WINDS: Becoming light and variable TOMORROW: Mainly sunny afternoon cloudy periods MAX TEMP: 32° to 36° MIN RH: 10-20% WINDS: SW 20.30 G 50 km/n (CHANCE OF LIGHTNING / DRY LIGHTNING Today: 0/0 Tonight: 0/0 Tomorow:0/0, 2. Aprintout from the BG Wildfire Service Dispatch System cisplaying all lightning recorded for the periad of June 15, 2017 through to July 07, 2017 (one day after K20837 ignited) was created. The only lightning activity that was recorded was a single lightning strikxo 4/-31.1km to the South of K20637. This strike was recorded on June 26, 2017 at 2133hrs, 8 days prior to the ignition of 20637. (See TAB 7). 3. As part of the standard wildfire origin & cause field work a lightning tree assessment is carried out. This assessment entails ‘analysing all rees of a reasonable height and distance trom the Area ot ignition by visually inspecting for lightning strike damage. ‘The closet standing trees in relation to the K20837 Area of ignition were located greater than 700m; therefore a lightning tree assessment was nat required to be cartied out for this incident, Small standing trees along the Thompson River fo the East and brush located in Cornwall Greek to the West of K20637 are lower in elevation than the Area of ignition. See the following Photo ‘SKG_2119, The fre did not burn these two areas, therefore excludes lightning from these areas. 4, On duly 7, 2017 GRIMALDI took a photograph from the south side of the Thompson River looking North easterly with K20837 in the background, ‘This photograph shows the skies are almost clear with no significant cloud cover being evident. Clear skies \were incicated in Fire Weather Forecast No. 18893, and are apparent in the following photograph, Photo SKG_2119 Aerial Photograph shows no standing tres in close proximity to the K20687 general Area of ignition. Although the area is frequented by people there was no evidence a campiire was being used at the time willie K20637 ignited exo.uoen | Taverns? oy " ° ° Based on these observation and lack of any campie use at the Area of ignition, campfire is excluded as the cause of vile K20697, CATEGORY 2,3, oF RESOURCE MANAGENENT OPEN FRE \Wialire 20637 is situated above the Thompson Riverina remote location. Investigators did not observe and signs of Category 2, 3, or Resource Management Open Fires being used at or near the Area of ignition. A review of the BC Wiad Service Open Fire Tracking System did na indicate thore was any active open ire registration number fr that general area. At the time K20537 ignited there was an Open Fire Prohibition in place Investigators and Natural Resource Oficers JOHNSTON and TUADER examined the general area ofthe orignal 4.0+ hia K20897. Although he Prohibition prohibited both Category 2 open ie and Category 3 open fre, the ‘order 6id not apply to Federal Indian Reserve lands. Investigators did not observe any signs or evidence that a Category 2,3 or Resource Management type’ open fie had been used inthe ares Category 2,3 and Resource Management open fre was excluded as the cause of wilire K20697, {ARSON SUSPICIOUS [ncude ROMP a other Agony Fle No) The ROMP File number fortis wild 's 2017 - 3080, There were 15 tems collected as evidence by NRO Officer JOHNSTON and TJADER (TAB 29, 30 and 31), None ofthe exhibits collected by NRO Officers suggest these items ‘wore used to ignite a fire to cause damage to property, or that tha fre was ignited for eiminal purposes. At the time of | ‘iting this report, GRIMALDI had no additonal information that would suggest this fire was the result of an intentional | exc.unen | act. (See NRO JOHNSTON Continuation Report TAB 29 and Photographs TAB 32), . Based on these observations, Arson / Suspicious fre was excluded asthe cause of wire K20637 31948 HPR 2019905 5 of 82 Page 8 of 372 FNR-2020-02787 “JUVENILE FIRE SETTER FIRE USE. EXCLUDED For the purpose of this report Juvenile’ means a young person between the ages of 12 and 18. Investigators did not ‘observe any signs or evidence that would suggest wildfire K20697 was ignited by a juvenile. NRO Officer JOHNSTON seized a red coloured wagon near the Area of ignition. The wagon seized by JOHNSTON is identified as Item #15 on her Exhibit Log (TAB 30) and Photograph IMG._1309 (TAB 32) ‘The wagon did not contribute to the ignition ofthe fire, but showed that in recent time people had been at or near the ‘Area of ignition. There was nothing else specific observed by GRIMALDI that would suggest juvenile(s) were involved (oF not involved in the ignition of this fre. Without specific evidence or other known information, juvenile fire setterfire use was excluded as the cause of wildfire 20837. EQUIPMENT ‘USE (Explain) EXCLUDED For the purpose of this report equipment means “Heavy Equipment” crawler tractors, skidders, excavators, graders, oF ‘other equipment used for road construction or mining or timber harvesting operations. GRIMALDI did not observe any track or tie impressions, sol disturbance or any other sign of heavy equipment use at the Area of ignition of K20637 Based on these observations, equipment use is excluded as the cause of K20637. RAILROADS (Explain) Mechanical EXCLUDED ‘The Area of ignition is located +/- 188 m from the entrance of a Ganadian National Railway tunnel on the west side of the Thompson River (between Mile 51 and Mile 52 on GN Ashcroft Sub). There is a further +/- 46 m vertical drop down to the top of the Canadian National Railway tunnel top from the height of land above it. The maximum fight distance that a diesel locomotive can eject carbon particles from its stack according to the Riverside Lab in California is +/- 13.7 m, with an average distance of around 8.5 m, There are no additional openings other than two tunnel entrances; the entire tunnel is underground, passing beneath the K20637 Area ot ignition. FS1348 HPR 2013105, 7of 82 Page 10 of 372 FNR-2020-02787 ‘Canaan National Railway ‘eastom tunnel enance CGanactan Pactte Railway track Photo SKG 2130 Canadian National Raiway Tunnel Entrances in Relation to K20637 Area of ignition A thermally active exhaust particle ejected from a passing locomotive would have to fist be ejected with enough energy to clear the top of the height of land (greater than 46 m height) above the tunnel entrance, and second, be of a significant particle size to stay thermally active to travel a further fight distance of +/-188 m to the Area of ignition. ‘Those combined distances exceed 237 m, which far exceeds the Riverside Lab information, Based on on-scene measurements combined with Riverside Lab information (TAB 16) and “Fire Start Potential of Railroad Equipment’ United States Forest Service (TAB 17), the distance from the Canadian National Railway tunnel to the Area of ignition is too far for the cause to be railway operations, (On July 15, 2017, at 2124 hrs the BC Wildfire Service received an EMAIL Message fron®.22 (See TAB 18). This email received from was dated 9 days after the ignition of the wildfire stated in her email that “This note is to inform you about what | know of how the Ashcroft Reserve fire started’ slates that at 1020 to 1030 hnrs (22:20 ~ 22:30 hrs) on July 6 2017, *...! hear a CN train passing. It was screeching so badly I could hear the sparks it made. / thought to mysolf that a fire could be started from sparks like that. When we were returning to Ashcroft from Cache Creok we saw a huge fre by Black Canyon just above the railroad tracks. | have no doubt it was started by that train Wildfire K20637 was first reported at 2157 (See TAB 1 - IPR #130251) about 27 minutes before heard a tain. A Fire Behaviour Analysis prepared by BC Wilatire Service staft member Dana HICKS, determined the estimated time 6 ignition to be between 20:30 and 21:20 hrs on July 6, 2017 (See TAB 35). The estimated time of ignition was close 10 80+ minutes before had heard a train. Although a train can oreate sparks, K20637 ignited some 237 m {rom the Canadian National Railway west tunnel entrance. Metal sparks (mechanically generated spark) created from train wheels andior ‘metal on metal track’ have a maximum horizontal fight distance of about 11 - 12 m (See TABS 16 and 17) A spark created by a passing train would not be able to travel the vertical distance of +/- 46 m from the rail bed and a horizontal (overland) distance of +/-188 m to the area of ignition. ‘There was no fire or burned areas between the rail bed and the height of land above the tunnel entrance (See Photos ‘SKG_1685, 1686, 1687, 1688, 1689 and 1690 TAB 40 and aerial photograph SKG_2186 TAB 41). The fire did not ignite near the Canadian National Ralway track. =2> _ does not state in her email that she actually saw the train or ‘see the train create any sparks: she stated she only heard a train. The area from the top of the west tunnel entrance to the height of land some +/- 46 m above is almost entirely gravel, containing litie or no combustible fuel. (See Photo ‘SKG_2190 below). A train schedule provided to GRIMALDI lists both westoound and eastbound trains for July 6, 2017 (See TAB 11), FS1348 HPR 2013105, 8 of 32 Page 11 of 372 FNR-2020-02787 S| Yelow cutined defines tne area in proximity to the 3 ral tracks eortaning of ile tna combust hele ‘available for ignition al - Photo SKG_2190 TAB 41 - Aerial Photograph of Canadian National Raway west tunnel entrance GRIMALDI developed a wind profile based on observations al the Environment Canada Ashcroft Weather Station which recorded wind directions at 2100 hrs and 2200 hrs on July 6, 2017. The wind directions at these specific times would have cartied an exhaust particle in a Northerly direction, and not towards the Area of ignition. ‘fire behaviour analysis was prepared by BC Wildfire Service statt member Dana HICKS (See TAB 35) determined the wind direction at the time the fire ignited would have blown any exhaust carbon in a more northem direction and not towards where the fire ignited. The fire behaviour analysis ruled out the cause from being the result elther exhaust carbon of metal sparks from a passing train, Based on this information, Railroads and Railway Operations are excluded as the cause of wildfire K20637. VEHICLE, EXCLUDED For the purpose of this report ‘Vehicle’ means a passenger vehicle, motorcycle, all-terrain vehicle (ATV) or “quad” type. vehicles cause wildfires from hot exhaust particles, hot engine and exhaust components coming in contact with combustible forest fuels or vehicle fres themselves. Located near the area of ignition was a motorcycle track. This track appeared new and was photographed by GRIMALDI (See Photo SKG_1681 TAB 40). In this photograph the fire can be seen on the background but not in relation to the track itsell. There were a number of similar motorcycle tracks on and adjacent to a trail leading down to the large rock outcrop from the flatter area above. From fire direction indicators documented by Investigators, the fire bbumed towards the motorcycle track not from it. The only observation that a motorized vehicle was near the area of lgnition was this motorcycle track. NRO Officers, JOHNSTON and TJADER, also photographed this same single track (See Photographic Log TAB 29, page2). There were no other vehicle tracks observed or evidence that a vehicle ‘was the cause of the wildfire. ‘Sean OWENS stated in his on-site field notes while at K20837, at 1090 - 1100 hrs on July 7, 2017, saw a motorcycle heading south towards the bottom on the west side of the fire. And then at 11:00 July 7, 2017, spoke to an individual on ‘a “quad” (OEWNS called him a ‘Quader). Both of these vehicles arrived after the fire had started and spread to approximately the 4.4 ha size, The person on the quad (ATV) mentions that he was at the area of ignition the day betore (See TAB 25) Based on the on-scene observations and fire direction indicators, vehicles were excluded as the cause of wildfire 20837. FS1348 HPR 2013105, 9of 32 Page 12 of 372 FNR-2020-02787 ELE "TRANSMISSION UTILITY LINE / POLE There are no electrical transmission or distribution lines at or near the area of ignition for K20637. The closest active electrical transmission lines are located +/-1.5 km towards the Northeast of K20637 along CORNWALL ROAD. Located upslope from the area of ignition are three abandoned utity poles. Investigators visually examined each ultlity ppole and documented them with photographs to indicate they are abandoned and no longer in service, theretore were not the cause of wildfire K20837. FS1348 HPR 2013105, 18 of 32 Page 16 of 372 FNR-2020-02787 DISCARDED MATCH OR SMOKING SUBSTANCE For the purpose of this report, Discarded Match or Smoking Substance means “matches, cigars, pipe tobacco, cigarotte, and or legal substances’ For a cigarette to be a competent ignition source in igniting forest fuels, a number of environmental conditions must exist atthe time the cigarette comes in contact with these fuels. All of the environmental conditions must exist at the same time for ignition from a cigarette to be possible. The specific conditions are a Temperature of 226,0°C, Relative Humidity (RH) < 22%, and a Fuel Moisture (FM) of <14% or a Fine Fuel Moisture Code (FFMC) of 287. Using observations recorded by the Environment Canada weather station located in Ashcroft BG, the specific conditions required for a cigarette to ignite forest fuels was present for 12 hour period beginning at 1100hrs July 6 and continuing until 2300hs July 6". The environmental Conditions for a cigarette to cause forest fuels were present. The hourly temperature and RH recorded at the Ashcroft weather station indicated the conditions were drier at 2100 and 2200 hours than those recorded at 1300 hrs when the fuel moisture (FM) was only 3.8%. The probability ofa cigarette ignition between 2100 and 2200 hrs was greater than that of 1300 hs that day. FS1348 HPR 2013105, 140132 Page 17 of 372 FNR-2020-02787 ‘Although no physical remains of a cigarette or other smoking material or matches were observed by GRIMALDI at or near the area of ignition the environmental conditions were present for an ignition. There was recent evidence of human activity located near the area of ignition. A number of items were collected by Natural Resource Officers, JOHNSON and TJADER, as potential evidence regarding this incident. Only a redacted list of evidence items, information and photographs taken by the Natural Resource Oficers was forwarded to GRIMALDI. (See TABS 29, 30, and 31) BC Wildfire Service employee, Sean OWENS, was the Incident Commander (IC) of the fre. OWENS was interviewed by Natural Resource Otficer, Darci JOHNSON, on July 8. 2017, regarding the initial fire suppression activities undertaken of K20637. OWENS stated that at approximately 0630 hrs July 7°. 2017, "a guy came by on a quad and stopped to talk to the Initial Attack Crew. The guy says he hopes it wasn't his cigarette that it the fre, mentions he put cigarette out ‘properly’ on the rocks, thought he was careful, ives nearby, surprised there's a fire; people never go down there™ Tho area of ignition was determined to be located at the base of a large rack outcrop. A three part grid search consisting of a visual search, magnetic search and final siting of all debris within the grid search area down to mineral INCLUDED | soil was carried out by Investigators. No cigarette, cigarette remains or smoking materials were found or observed. (See Photo SKG_1832- completed grid search) OWENS also stated that at approximately 1030 - 1100 lnrs on July 7®., 2017, a person on a dirt bike described as a male with full face helmet “ripped by” Initial Attack (IA) Crew (not stopping) about 15 ~ 20 m away and headed down road heading south to bottom of fie [OWNES was not able to provide description of motorbike] (See TAB 28 — Continuation Report FKA-35921). Based on the statement and field notes provided by OWENS, discarded match or smoking substance is included as a cause of wildfire K20637. Along the shore of the river, East of the area of ignition there was a rock with a green painted (X) on it, possibly a shooting target. The firearms cartridges were photographed by GRIMALDI and NRO Officers JOHNSTON and TJADER. The cartidges did not appear to be recent. There were a tolal of 10 cartridges collected by NAO Officers, which consisted of both ong rile and handgun types. Grinding, cutting and welding - Investigators did not observe any signs or evidence that would indicate ‘grinding, cutting metal or welding had taken place at or near the area of ignition, therefore excluded as the ‘cause of wildfire K20637 Spontaneous heating — Investigators did not observe any signs or evidence of spontaneous heating (saw dust Dile(s), pile(s) of old tires, olly rags at or near the area of ignition. Therefore itis excluded as the cause of wilefire K20697. ‘Coal seam fires ~ there are no active or inactive coal mines at or near wiletire K20837 area of ignition. Coal ‘seam fires are excluded as the cause of ths wildfire. Gas & Oil Operations ~ There are no gas andlor oil operations being carried out at or near the area of ignition, therefore this cause has been excluded. Electric fences ~ Investigators did not observe any signs or evidence of an electric fence at or near the area of ignition of wildtre K20637, therefore electric fences are excluded as the cause ofthis fre. Reflective glass and magnifying objects — Older glass fragments were located at and near the area of ignition. ‘The glass was thick and coloured. Fire direction incicators showed thal the fre ‘Backed’ towards the glass and did not originate from the sun's reflection or magnification or any other method. The fire was fist reported at 2187 hrs on July 6, 2017, ata time when the area of ignition was in a shadow due to the mountains and ridges. ‘The area of ignition is situated at the base of a large rock outcrop, lower in elevation than the surrounding ‘areas which would have prevented the sun from reaching this area at that time of day. ‘Sunshine at the base of the large rock outerop is limited to only a few hours each day although the hours of daylight was 16+ hours that day. The area of ignition would not have had a full 16 hours of direct sunshine, Even without direct sunshine, the shadow caused by the large rock outcrop would not have stopped the drying (of fuels in that location.(See Fire Behaviour Analysis TAB 35). Although the probabily of ignition for fuels at the area of ignition was determined to be 94 - 96%, for glass to ignite a fire through magnification or reflection itwould need direct sunshine, ‘The following photograph taken at 1258 hrs on July 23, 2017 by GRIMALDI shows shadows covering the area ‘of ignition atthe base of the large rock outcrop when the area of ignition was determine to be located. Investigators carried out a three ppart Grid Search of the area of ignition consisting of a 1. A visual search; 2. Magnetic search and 3. Siting all debris within the grid search area down to mineral soll. Based on the above information, investigative processes, and documentation of fre spread information of the scene, reflective glass and or magnifying ‘objects are excluded as the cause of wildire K20637. + Flying lantems — Investigators did not observe any evidence of fying lanterns being used at or near the area of ignition to K20837, therefore flying lanterns are excluded as the cause of this wildfire, + Wind turbines ~ There are no wind turbines located at or near the K20837 area of ignition. Wind turbine(s) have been excluded as the cause of wildfire K20837. + Home outdoor wood burning appliances (Furnace andlor stove) ~ Investigators did not observe or locate any ‘evidence that wildfire K20637 was ignited as the result of an outdoor wood burning furnace or stove, The area is a remote site above the Thompson River with the closest residences being greater than 4/-1.5 km away. ‘Wood burning appliances are therefore excluded as the cause of K20637. + Blasting ~ there were no witness information, observations or evidence that wildfire K20637 was @ result of blasting. The fire ignited between the hours of 2100 and 2200 hhrs on July 6, 2017. The frst Initial Phone Report was recorded at 2157 hrs. It was after sunset and dark when the frst photograph of K20637 was taken of the fire bys.22 (See TAB 38), not a time when biasting operations would normally be carried ‘out. Blasting was excluded as tne cause of wilire K20637. + Flares ~ Investigators did not abserve any signs or evidence of flares, flare components or flare slag which ‘would indicate that signal or safety type flares had been used. Flares have been excluded as a cause of 20837. Below the area of ignition and under the ground is the Canadian National Railway tunnel. The fre once ignited, spread in a narthery direction and then ‘changed directions to a north-westery direction. The fire spread was influenced by both slope and wind direction. GRIMALDI created wind analysis of hourly wind directions recorded from 1900 ~ 2800 hrs at the Environment Canada weather stalin located in Asheroft BC (See TAB 36). The frst, IPR of wildfire K20637 was recorded at 21:57 hrs, July 6 2017 (See TAB 1). The fre size and wind direction at the time of the IPR was suppor the area of ignition location as being at the base of the rock outcrop. Further in support of the area ot ignition location is a detailed documentation offre direction indicators documented by Investigators, GRIMALDI, MORRISON and ALDRED confirming this location. Investigators took various slope measurements during the field documentation process. From the area of ignition up to Utiity Pole 2A the slope averaged +85%. From Utility Pole 2A to the top of the ridge the slope averaged around +22%. Alter ignition the fire was aided by both wind and terrain slope, it then spread onto a fiat area which was approximately Q - 5% slope, but considered flat. (See Photo SkG_2143 and Photo SKG_1669). IGNITING OBJECT Gfknown) ‘The igniting object was not determined. Based on the elimination ofall ther wlafire causes, smoking or smoking materials is the only asonable cause of wildire K20837. The conditions fora cigarette ignition were present for a 12 hour period beginning at 1100 hrs on July 6, 2017, and continued through until 2300hrs that day. (See Ashcroft weather station hourly data TAB 5 and Fire Behaviour ‘Analysis TAB 35). FORM OF HEAT OF IGNITION Wind-blown ember(s) from a cigarette or a cigarette or smoking materials or matches not properly extinguished, or smoking materials ‘coming in direct contact with forest fuels. The heat transfer is by conduction or radiation. The materials first ignited were grass. The Danger Gass (OC) onthe day of ignition was Extreme (Danger Ciass 5 ~ See TAB 4). ‘The conditions for a cigarette ignition where present over a 12 hour period which cover the time when the fire ignited (1100 to 2300 hrs July 6, 2017). Wildfire K20637 was frst reported at 2157 hrs (See TAB 1 ~ IPR#130251). The report time of wildfire K20637 was ‘during the same time period when the threshold for environmental conditions would allow a cigarette or smoking materials ignition. ‘The lowest temperature required to ignite forest fuels is 232°C. On-site environmental conditions combined with the coral temperature of burning smoking materials @ souree of ignition. MATERIAL FIRST IGNITED Materials first ignited were light grass fuels and interspersed sage brush, These fuels were photographed by GRIMALDI in Photo ‘SKG_ 1669 which also shows the KESTRAL Weather Recorded used to collect on-site weather observations on July 9, 2017. This photo was taken on a flat area above the area of ignition. The photo shows the light non-continuous distribution of grass, some sage brush and the absence of any heavy forest fuels. Photo SKG_1673 shows unburned light grass fuels and sage brush in the general area of ignition. In Photo SKG_1673 it also shows the grass and sage brush is non-continuous, being broken up by exposed soil and rack. There is an absence of any heavy forest fuels (F forest debris al this site. All or some fire direction indicators maybe present on a wildfire depending on fuel and tire behavior conditions at the time the fire, During the field portion of this wildire origin & cause investigation, GRIMALDI, MORRISON, and ALDRED collected data on 129 fre direction indicators to document the fire's spread and to determine the area of ignition. To document each fire direction indicator GRIMALDI, MORRISON and ALDRED collected location data (Latitude/Longitude), directional fire spread (compass bearing in degrees) and a photograph of each direction indicator (with a fire direction vector marker). A total of seperate160 features were collected / documented during the course of the K20637 wildfire origin & cause investigation. There are three directional fre vectors identifying fire spread associated with three areas of a wile. These vectors are advancing fire spread (Head of Fire), lateral fre spread (Sides of Fire), and backing fre spread (Heal ofthe Fire). 51846 HPR 2013/05, 27 of 32 Page 30 of 372 FNR-2020-02787 Each of the fire indicator categories and its associated fre vector or directional relationship used by GRIMALDI was tallied on a Wildfire Origin & Cause Determination Field Data Collection Form (FS1406), (See TAB 15). The ignition area of a wildfire is determined to be located between the Advancing Fire Vectors and the Backing Fire Vectors. In the field, standard national coloured pin flags are used {or this identification purpose: Three Fire Direction Vectors: 1. Advancing Fire (Identified by RED pin flag, ED Arrow photo marker) 2. Lateral Fire (Identified by YELLOW pin flag, YELLOW Triangle photo marker) 3. Backing Fire (Identified by BLUE pin flag, BLUE ‘U' phato marker) In addition for Fire Direction Vectors, the report may include: i. tems or things observed (Identilied by LIME GREEN pin flag, LIME GREEN photo marker) |i, Evidence (Identtied by WHITE pin Flag, numbered evidence marker) Photographs taken by GRIMALDI in most cases have Location data (Latitude/Longitude) for mapping purposes: | Displayed as a circle with a coresponding photo number on the map. Field data entered onto FS1406 Wildfire Origin & Cause Determination Field Data Collection Forms was then entered into the British Columbia Wildfire Service GIS to produce a fire spread map and map layers of other investigative data for wildfire K20637. The GIS ‘map, models fire spread and displays photo locations and other key features documented by the Investigators (TAB 33). Historical Fire Activi Wildfires in this general area are not an uncommon occurrence. There have been several fires including a number of arson rotated fires during recent years. In 2013, there were 15 wildfire arson fires (K20256 & K20266) ignited over a two day period proximity of the area of ignition for K20837. Using the BC Wildlire Service ~ Dispatch System, GRIMALDI produced a printout (below) of the historical fires in relation to the location where K20637 ignited. The most recent large fires inthe vicinity of the area of ignition for K20637 ‘were K20266 (2013) and K20089 in 2008. In total there have been 9 larger fires in this area. Only those wildfires greater than 1.0 ha in size have a GPS track and associated map polygon. The map also shows the southernmost perimeter of wildfire K20637 overlaid on the historical fre polygons ilustrating the relationship of fires in this general area to the 2017 incident. Six historical fires are located within the same fre perimeter as K20697, Wildfire K20637 hhas beon the largest fire in recent history n his area. The final size of K20637 being +/-192,016.5 ha. ‘A number of the historical wildfires have ignited during the month of July. A Month/Day and Cause for 9 previous large fires the following chart shows a past of wildfires in this area. A person routinely visiting this location does not appear to be uncommon. Fire Behaviour Analysis: BC Wildfire Service staff member Dana HICKS prepared a detailed Fire Behaviour Analysis for the day of ignition of wildfire K20637 (See TAB 35). HICKS identified representative station weather data, fire growth and approximate time of ignition. Along with his analysis, HICKS also confirmed the wind direction; fuel and surrounding topography which eliminated the tre from being ignited by a passing train. The Fire Behaviour Analysis also determined the probabilly of ignition was 94 and 96%. A thermal trough at the surface will be drifting eastward giving variable winds. Tomorrow the ridge axis moves into Alberta and an upper low in the Gutf of Alaska will extend a trough into central BC. As the thermal trough moves east of the region, it will allow stronger and gustier winds from a Pacific high to ocour. An area of instability in eastern and northern sections may produce some isolated thunderstorms with little, it any, precipitation. OUTLOOK: As the low moves closer to the BC coast heights will begin to fall on Saturday. With mid-level cooling the airmass will become more unstable and some convective development is expected with isolated to scattered thunderstorms. Sunday will see the upper low arrive in northwestern BC with heights falling even further. Isolated to scattered thunderstorms will again be possible. By Monday an upper trough will extend across northern BC with the 570 through the fire centre region and isolated to scattered thunderstorms are again expected. Temperatures will cool into the mid to high twenties by Monday. A tighter pressure gradient fram the Pacific high at the surface will give light to moderate westerly winds each day. CONFIDENCE/DISCUSSION: Fair to good. Confidence is good today under the upper ridge with extreme temperatures and RH values. Fair to good confidence through the weekend with a more unstable and cooler airmass, although the nature and extent of convection is not certain Saturday through Monday. US and Euro models are not as adamant as Canadian models, but still follow a somewhat similar pattem. US and Euro models rebuild the ridge behind the trough in the extended period more than Canadian models and are preferred solutions.
