Concessionaire letter No. NND/KTIL/261/2019, dated 22" Nov. 2019 for MNB consent. 2. Concessionaire letter No. NND/KTIL/214/2019, dated 10” Oct. 2019 for RCC Crash Barrier consent. Sir, The Concessionaire submitted the designs and drawings for Minor Bridges structures vide letter cited at ref (1) above and RCC Crash Bertier vide letter cited at ref (2) above for IE review and consent. The designs and drawings are reviewed as per clause 12.2 (a) of the Concession Agreement is reviewed. The Minor Bridges given in Para 7.4.1 Piped Causeway Converted to MNBs is considered by the concessionaire according their priority. The Independent Engineer reviewed the above drawings and corrected wherever required for safety and durability of the structure. As per the clause 12.2.2 (e) the Independent Engineer or Authority Engineer in any manner shall not relieve the contractor of its obligations and liabilities under this Agreement and if errors, omissions, ambiguities, inconsistencies, inadequacies or other defects are foundin the drawings, they and the construction works shall be corrected at the contractor's cost. It is found that the designs anc drawings in general meet the requirements as corrected described in the Concession contract. Therefore, the designs and drawings are herewith consented for execution with corrections and subject to the compliances to the following, The ccnstruction of Minor Bridges shall ke governed by the following Design Codes and Standards The Minor Bridges shall be constructed in compliance with the provisions the following IRC codes 1. IRC: 5-201 ~ Section | ~ General Features of Design requirements. 2. IRC: 6-2014— Section Il — Loads and Stresses 3. IRC: 112-2011 —Code of Practice for Concrete Road Bridges IRC: 78 - 2014 —Section Vil — Feundations and Substructure 5. IRC: 89 — 2015 - Guidelines for Design and Construction of River Tr for Road Bridges. G. IRC:SP:73-2015 Manual of Standards and Specifications for two lanning of State Highways 7. MORTH Specifications for Road and Bridges Works, 2013 (Fifth Revision). 8 The bottom of Sub-grade should be raised to minimum of 1.0 m from the HFL level established locally. 9 The Embankments more than 3m, the protection megsures will consistof the following; a. Vegetative cover Kerb Channels Chute Stone Pitching/Cement Concrete Block Pitching. In case of cut section slope stability measures such as Pitching, breast walls etc will be provided. 1 f. Side slopes should not be steeper than 2H: 1 Unless soil Is retained by suitable soil retaining structures. 40. Road Safety Devices: The following Road Safety Devices shall be provided; a. Road Markings as per IRC 35. b. Traffic Signs 7 = c. Safety Barriers and traffiz Actuators d. W beam Crass Barriers vie e. Delineators and retro-re'‘lective tapes, 41. Road Drainage: The general guidelines for road drainage shall be provided as giver below; a. The drains shall be carried out in accordance with IRC:SP:42 and IRC: SP: 50 'b. Surface Drainage shall be provided'in accordance wit the provisions IRC:SP:42 Longitudinal slope of drains shall not be less than 0.50% for lined and 1.0% for un- lined drains. iJ d. The drainage of high Embankments shall be provided with the provision of kerb channel and CC lined chutes. e. The Chute drains anc drains at toe of the embankment wil be of plain cement concrete (M-15 grade), eS f, The necessary sub-sur‘ace drains shall be provided as required. i ing and Control Works aang 12. Materials: Bridges; a. The Materials having folowing standards shall be used for construction of Minor Cement: For construction of “structures 43 grade Ordinary Portland Cement confirming to 1S:8112 and 53 grade ordinary Portland cement confirming ro |S: 12269 shall be used. Admixtures: To improve workability of concrete, admixtures confirming to 1S:9103 shall be used. Aggregates: Aggregates shall consists of clean, hard, dense, non-porous ad durable crushed stone for coarse aggregates and natural particles for sand. The aggregates. shall confirm to 1S:383 and shall be tested to confirm to 1S:2386 Parts | to Vill. The size of coarse aggregates shall be selected as per mix design requirement. 13, Water: The water used for mixing and curing shall be clean and free from injurious amounts of ols, acids, alkalis, salts, sugar, organic materials or other substances that may be deleterious to concrete or steel. The pH value of water shall not be less than 6. 14. Concrete: The grade of concrete shall be as per design requirement and mentioned in execution drawings for each component of the structure. The cement and water content shall be as per mix design requirement. 15. Reinforcement: Deformed or TMT reinforcement bar confirming to 1S:1786 shal be used for components of the structure, The reinforcement gradé shall be Fe 500 D, 16. Drainage Spouts: Drainage spouts shall be provided in accordance with MORTH standard. The minimum spacing shall be kept preferably as 5 m ¢/c which may be adjusted to sult span length. 17. Protection works: Protective flocring, curtain wall and apron shall be provided both up- stream and down-stream, 18, Utilities: 100 mm dia pipes shall be provided in the crash barrier to facilitate the utilities running along the bridge. 19. Approach slab: The approach slab shall be provided in accordance with the guidelines issued by MORTH. 20. The Concessionaire is advised as per the clause 12.3.1 works shall be executed in accordance with the drawings. a) The Bearing capacity to be ascertained at founding levels as per IRC SP: 73-2015. b) The Design of Structures shall be governed as per the section 7 of IRC SP: 73-2015 including width of the culverts and bridges except the exclusivities specifed in the EPC contract Agreement. The construction of culverts and bridges shall be constructed as per the specifications and standards specified’ in Sections 2100 (Open Foundations), Section 2200 (Substructure), Section 2300 (Concrete Superstructure), Section 2400 (Su'face and Sub- Surface Geotechnical Investigation), Section 2500 (River Training Work and Protection Work), Section 2600 (Expansion Joints) and Section 2700 (Wearing Coat and ‘Appurtenances) of Ministry of Road Transport & Highways 5" Revision, published by Indian Road Congress, New Delhi. Sub-Soil Investigations: The concessionaire shall carry out independently sub-soil investigations and report the soil parameters required for detailed design of each foundation separately, in accordance with relevant provisions of IRC:78 and MORTH specifications. The design of reinforced concrete super structure shall be as per IRC 112-2011 code of practice for concrete road bridges. Wearing coat shall be in conformity with section 2700 of MORTH Specifications River Training and Protective works shall be provided for ensuring the safety of structures and their approaches on both sides. The design of various: types’ storm water training and protective works shall be In accordance with IRC: 89. The construction of storm water training works shall confirm to MORTH specifications. ‘An effective drainage system for the culvert deck structure shail be designed and shown in the drawing to ensure that water from the deck is taken down to ground level/drainage courses be adequate size of drainage spouts and pipes suitably be provided.
