Z Ref:- Director, Himurja office letter No Himurja/SHP/ Thaltu Khorh-II (241-07/2015- 11571 dated 17.09.2018. | Sir, . | On the subject cited above, I am directed to convey that the DPR of Thaltu Khorb-II (5.00 MW) was received in this office through Himurja vide letter referred above for according Techno | Economic Clearance (TEC). The above cited DPR has been examined in this office and following || comments / observations of this office are as under:~ 1, GENERAL: i) Utmost care be taken while planning the project components of the project in'crdér to effectively obey the existing norms of Wildlife Sanctuary Area / Eco Sensitive Zone. | ii) Water availability in existing or proposed kuhal if any, drinking water supply schemes, || watermills etc. may be ensured from the existing Thaltu Khor stream on which project is | proposed. | iii) Soft copy of modified DPR may be supplied to this office. | 2. SURVEYS AND INVESTIGATIONS: i) Local area load requirement & Power evacuation survey have not been included in Chapter-3. The same may be supplied for more clarity. '| ii) Land requirement for each component of the project clearly indicating the Govt. /Pvt. Land || separately in the table be supplied in the modified DPR | | 3. HYDROLOGY & POWER PO1 i) Latest Hydrological data from year, 2013 to till date be used for optimizing / firming the | | Power Potential studies of the project. | aii) In Annexure 4.2, the long term discharge series has been derived by catchment area reduction factor method by considering as 1.42 (based on measured discharges) whereas calculated actual propionate arca factor is 1.64, which needs clarification. iii) Power Potential studies calculated at Annexure 6.1 is incorrect. The same may be conected & supplied. iv) Power potential studies be carried out by considering 75% dependable year discharges after i considering/deducting 15% of sacrificial discharges as per HP Govt. Notification No. MPP-F(2}-16/2008 dated 29.01.09 for its optimization. 4. CIVIL ENGINEERING CABPT. {) Hydraulic designs for sizing of different project components indicating the various clevations of the structures be supplied, which has not appended/provided in the DPR. ii) Net head caleulation be appended in the DPR. iil) The forebay has been designed for peaking time of 2 minutes é peaking storage of 554.44 cumecs, The live water storage depth between FSL & MDDL has been provided as 1.5 m which is on very lower size of peaking storage of 554.44 cumecs. The same may be looked into and design of forebay & MDDL, Centre line of penstock level be amended accordingly. iv) Corrected / revised salient features of project may be supplied now. 5, ENVIRONMENT AND ECOLOGY:- i) Examination and ecology has not been appended in the DPR such as submergence, effect on climate, Catchment Area Treattent, seismicity, water logging and salinity, rehabilitation and other preventive measures and benefits to be discussed and incorporated in the chapter. 6. COST ESTIMATE & FINANCIAL ANALYSIS:- i) Calculation of levelised tariff not be provided in the DPR. Same may be supplied and corrected, Financial analysis be revised as per HPERC regulations dated 24.03.2019 and in view of aforesaid changes & all the projections be given up to 40 years. Financial analysis may also be prepared without considering the subsidy. Levellised tariff may also be worked out and appended in the DPR. iit) As the time gap is now more than two year, the detailed revised cost estimate at latest Price Level, analysis of rates for major items of project components, revised financial analysis chapter may also be submitted for examining the matter accordingly. 5, CONSTRUCTION DRAWINGS: i) The authentic reference Benchmark preferably Survey of India (Sol) Bench Mark/ Survey of India (Sol) approved Bench Mark be ensured and intimated from where the survey work has been conducted and components level have been fixed. ii) General layout plan of scheme be drawn on the appropriate Survey of India (Gol) Sheet clearly on visible / readable scale of 1: 10000 or less if available. The upstream & downstream projects, if any, allotted / existing should also be clearly depicted along with required riparian distance as per Joint Secretary (NES), GoHP notification dated 21.08.2014.All other drawings of the main project components be marked on contour plan on appropriate scale with minimum two meter contour interval. The different sections with elevation of various components may be submitted on appropriate readable / visible scale i.e. scale of 1:500 /1:200. iv) The longitudinal section of the scheme may also be submitted including the upstream and downstream scheme, if any. v) _- All drawings should be properly signed & should be legible / readable. 6. ELECTRICAL WORKS: i) Cost sheets are required to calculate on GST pattern as applicable at present. ii) The connectivity with SLD (Single Line Diagram) bay 5 MW project be ensured in the system. 7. TRANSMISSION WORKS :- ‘As per Annexure ‘A’ attached. ‘The reply to the observations made above be supplied at the carliest as addendum of the DPR.
