2. An area of about 258 Sq. Kms along the coastal stretch of Thiruvadanai Taluk has
been identified by the District Administration for the PCPIR in Ramanathapuram District. It is
on the western side of East Coast Road (which runs along sea coast adjoining Palk Bay).

2.1 INTRODUCTION
2.1.1 The Consultants/ Firms are invited to submit a Technical Proposal and a Financial
Proposal, as specified in the Data Sheet for the services required for the Assignment
named in the Data Sheet. The Proposals will be the basis for contract negotiations and
for signing of a contract with the selected Consultants / Firm.
2.1.2 TIDCO will select a Consultant / firm among those whose proposals are accepted, in
accordance with the evaluation methodology indicated in Clause 2.5.3.
2.1.3 The Consultants must familiarize themselves with local conditions and take them into
account in preparing their Proposals. To obtain first-hand information on the
Assignment and on the local conditions, consultants may visit TIDCO before
submitting a Proposal. The Consultants may contact the officials named in the Data
Sheet to obtain additional information on the Assignment.
2.1.4 Please note that (i) the costs of preparing the proposal and of negotiating the contract,
including visits to TIDCO, are not reimbursable as a direct cost of the Assignment;
and (ii) TIDCO is not bound to accept any of the Proposals submitted.
2.1.5 TIDCO reserves the right to accept or reject any bid, and to annul the bidding process
and reject all bids, at any time prior to the award of Contract, without thereby
incurring any liability to the affected bidder or bidders or any obligation to inform the
affected bidder or bidders of the grounds for TIDCO’s action.
2.1.6 TIDCO also reserves the right to terminate the contract on the grounds of negligence of
obligations as per the accepted bid conditions and/or any other reasons not attributable
to TIDCO and/or on account of any Force Majeure events that may be decided solely at
the discretion of TIDCO. In such cases the compensation shall be restricted up to the
amount paid by TIDCO and no claim whatsoever for any compensation shall be
entertained by TIDCO.
2.2 CLARIFICATION AND AMENDMENT TO RFP DOCUMENTS
2.2.1 Consultants may request clarifications on the RFP document. Any request for
clarifications must be sent in writing by paper mail, cable, telex, facsimile, or
electronic mail to TIDCO’s address indicated in the Data Sheet. TIDCO will give its
response (including an explanation of the query, but without identifying the source of
the query) at a pre-bid meeting to be convened on the date mentioned in the data sheet
under the title “Information to the Consultants” and will send it by mail, facsimile or
electronic mail to those who procured RFP document after the pre bid meeting.
TIDCO reserves the right to change the date of such pre-bid meeting.
2.2.2 At any time before the submission of Proposals, TIDCO may, for any reason, whether
at its own initiative or in response to a clarification requested by an invited firm,
modify the RFP documents by amendment. Any amendment shall be issued in writing
through addenda. Addenda shall be sent by mail, cable, telex, facsimile, or electronic
mail to all tenderers who have been issued this RFP and will be binding on them.
TIDCO will also upload the addenda in its website. TIDCO may at its discretion
extend the deadline for the submission of Proposals.
2.3.2 Consultants are advised to visit the area where the location for the proposed PCPIR in
the Ramanathapuram District has been identified before submission of a proposal. The
costs and liabilities if any and arising out of such visits by the consultants are not
reimbursable by TIDCO. The location map is enclosed with this document as
ATTACHMENT -1 for references.
Technical Proposal
2.3.3 In preparing the Technical Proposal, consultants are expected to examine the
documents comprising this RFP in detail. Material deficiencies in providing the
information requested may result in rejection of a Proposal.
2.3.4 If a firm considers that it does not have all the expertise for the Assignment, it may
obtain a full range of expertise by associating with individual consultant(s) and/or
other firms or entities in a joint venture relationship or sub-consultancy, as appropriate
2.3.5 The Technical proposal should provide the following information using the attached
Standard Form (Section 3A):
(i) A brief description of the firm’s organization and an outline of recent experience
on assignments (Section 3B) of a similar nature. For each assignment, the outline
should indicate, inter alia, the profiles and names of the staff provided, duration
of the assignment, contract amount, and firm’s involvement.
(ii) A description of methodology and work plan for performing the assignment
(Section 3C).
(iii) The list of the proposed staff team by specialty, the tasks that would be assigned
to each staff team member, and their timing (Section 3D).
(iv) CVs recently signed by the proposed professional staff and the authorized
representative submitting the proposal (Section 3E).
(v) Activity (work) schedule (Section 3F).
2.3.6 The Technical Proposal shall not include any financial information.
Financial Proposal
2.3.7 In preparing the Financial Proposal, consultants are expected to take into account the
requirements and conditions of the RFP documents. The Financial Proposal should
follow Standard Forms (Section 4).
2.3.8 Consultants must express the price of their services in Indian Rupees.
2.3.9 The Data Sheet indicates how long the proposals must remain valid after the
submission date. During this period, the consultant is expected to keep available the
professional staff proposed for the assignment. TIDCO will make its best effort to
complete negotiations within this period. If TIDCO wishes to extend the validity
period of the proposals, the consultants who do not agree have the right not to extend
the validity of their proposals.
2.4.2 For each Proposal, the Consultants should prepare the number of copies indicated in
the Data Sheet. Each Technical Proposal and Financial Proposal should be marked
“Original” or “Copy” as appropriate. If there are any discrepancies between the
original and the copies of the Proposal, the original governs.
2.4.3 A Bid Security for an amount of Rs. 50,000/- (Rupees Fifty thousands only) in the
form of a Crossed Demand draft payable at Chennai drawn in favour of “Tamil Nadu
Industrial Development Corpn Ltd.” from any Scheduled bank shall be submitted
along with the Original Proposals. Those proposals not accompanied by Bid Security
will be treated as Non responsive and will be liable to be rejected. Bid Security of the
successful bidder will be retained until the assignment is completed as per the Contract
signed. The Bid Security of the unsuccessful bidders will be returned within two
weeks of completion of the selection process. TIDCO is entitled to cause forfeiture of
the Bid Security if the Bidder revokes / withdraws the Bid during the period of its
validity and / or fails to comply with the conditions of the Letter of Award.
2.4.4 The original and all copies of the Technical Proposal shall be placed in a sealed
envelope clearly marked “Technical Proposal,” and the original and all copies of
Financial Proposal in a sealed envelope clearly marked “Financial Proposal” and
warning: “Do Not Open with the Technical Proposal.” Both envelopes along with the
Bid security Demand Draft (Clause 2.4.3) shall be placed into an outer envelope and
sealed. This outer envelope shall bear submission address and other information
indicated in Data Sheet.
2.4.5 The completed Technical and Financial Proposal together with the Bid security
Demand Draft (Clause 2.4.3) must be delivered at the submission address on or before
the time and date stated in the Data Sheet. Any Proposal received after the closing
time for submission of proposals shall be returned unopened.
2.4.6 After the deadline for submission of proposals the Technical Proposal shall be opened
immediately. The Financial Proposal shall remain sealed until all submitted proposals
are opened publicly.
2.5.2 Evaluators of Technical Proposals shall have no access to the Financial Proposals until
the technical evaluation is concluded.
2.5.5 The Financial Proposals of only those consultants who have scored the minimum of 50
points in the technical proposals shall be opened. The financial proposal, which has
the lowest price will be treated as the preferred Bidder and invited for negotiation.
2.6 NEGOTIATIONS
2.6.1 Negotiations will be held at the address indicated in the Data Sheet. The aim is to reach
agreement on all points and sign a contract. Negotiations will include a discussion of
the Technical Proposal, the proposed methodology (work plan), staffing and any
suggestions made by the firm to improve the Terms of Reference. TIDCO and firm
will then work out final Terms of Reference, staffing, and bar charts indicating
activities, staff, periods in the field and in the home office, staff-months, logistics, and
reporting. The agreed work plan and final Terms of Reference will then be
incorporated in the “Description of Services” and form part of the contract. Special
attention will be paid to getting the most the firm can offer within the available budget
and to clearly defining the inputs required from TIDCO to ensure satisfactory
implementation of the Assignment.
2.6.2 Having selected the firm on the basis of, among other things, an evaluation of proposed
key professional staff, TIDCO expects to negotiate a contract on the basis of the
availability of experts named in the Proposal. Before contract negotiations, TIDCO
will require assurances that the experts will be actually available. TIDCO will not
consider substitutions during contract negotiations unless both parties agree that undue
delay in the selection process makes such substitution unavoidable or that such
changes are critical to meet the objectives of the assignment. If this is not the case and
if it is established that key staff were offered in the proposal without confirming their
availability, the firm may be disqualified.
2.6.3 The negotiations will conclude with a review of the draft form of the contract. To
complete negotiations TIDCO and the firm will initial the agreed contract. If
negotiations fail, TIDCO will invite the firm whose proposal was the second lowest
bid to negotiate a contract.
2.7 AWARD OF CONTRACT
2.7.1 A Letter of Award (LOA) will be issued followed by the negotiations. After issuance
of LOA, TIDCO will promptly notify other consultants on the shortlist that they were
unsuccessful and return the Financial Proposals of those consultants who did not pass
the technical evaluation (clause 2.5.4)
2.7.2 The firm is expected to commence the Assignment immediately after acceptance of
the LOA.
2.8 CONFIDENTIALITY
2.8.1 Information relating to evaluation of proposals and recommendations concerning
awards shall not be disclosed to the consultants who submitted the proposals or to
other persons not officially concerned with the process, until the winning firm has
been notified that it has been awarded the contract.

2.2.1 Clarifications requested will be given during the Pre Bid meeting and / or will be
communicated to the all those who have procured the RFP, by mail, facsimile or

5.1.3. The PCPIR may include one or more Special Economic Zones, Industrial Parks,
Free Trade & Warehousing Zones, Export Oriented Units, or Growth Centres, duly
notified under relevant Central or State Legislation or policy. All the benefits available
under relevant legislation or policy will continue to remain available to the said Zones or
Parks, forming part of the PCPIR.
5.1.4. The PCPIR could cover existing settlements/industries & estates/ services and
would therefore benefit from and be complementary to the region. It may not be required
to acquire the entire area comprising the PCPIR, but the State Govt. may notify the same
under the relevant Act for proper planning and zoning to ensure coordinated development.
5.1.5. Each PCPIR would have a refinery/ petrochemical feedstock company as an anchor
tenant. The internal infrastructure of the PCPIR will be built and managed by a Developer,
or a group of Co-developers. The external linkages will be provided by Government of
India and the concerned state government. The users of external as well as internal
infrastructure will pay for its use, except to the extent that the government supports the
service through budgetary resources.
5.1.7. An area of about 25,783 hectares along the coastal stretch of Thiruvadanai Taluk
was identified by the District Administration for the PCPIR in Ramanathapuram District. It
is on the western side of East Coast Road (which runs along sea coast adjoining Palk Bay).
The area stretches for about 45 km North - South and the width is between 2.50 to 7.50
kms. It is a contiguous plain terrain
Concept Note
5.1.8 A concept note on establishing PCPIR in Ramanathapuram dist. was assembled
by TIDCO in Sept 2009 and it was submitted to Govt of Tamil Nadu. This concept note
has been forwarded to Dept of Chemicals and Petrochemicals , Govt of India in Dec 2009
by the State Govt.
5.1.9. The Detailed proposal to be prepared should be as per the Format prescribed in the
Annexure-2 of the PCPIR Policy of Govt. of India. The methodology to be adopted and
the work to the completed by the consultants under several titles of the said Format are
given at ANNEX - 1. In addition details of infrastructure requirements for the proposed
PCPIR, the recommended location / alignments marked in relevant maps and cost
estimates will be given in detail as per list given at ANNEX - 2.
5.1.10. The various aspects of the proposal as said above will be compiled and the draft of
the required document/ proposal will be presented to TIDCO by the consultants. The
suggestions if any made by TIDCO during the presentation will be incorporated and the
final proposal will be submitted to TIDCO. After submission of the final proposal and
presentation of the proposal to Govt of Tamil Nadu by TIDCO, the consultants will
reassemble the proposal if required based on any modifications / changes that are directed
by Govt of Tamil Nadu, before forwarding it to Govt. of India.
5.1.11. This document along with the recommendations from the State Govt. will
thereafter be submitted to Department of Chemicals & Petrochemicals, Govt of India, as
the proposal / application for establishing a PCPIR in the Ramanathapuram District of
Tamilnadu. The consultants will assist TIDCO to present the detailed proposal to Dept. Of
Chemicals and petrochemicals and other concerned Depts. and Committees in Govt of
India to whom this proposal will be referred for relevant scrutiny / approval. The
consultant will provide the required data to all these Depts. / committees said above as and
when required.
The information provided and the proposal prepared by the consultant should be
kept confidential. The use of information for any purpose other than the purpose
that may be prescribed by TIDCO from time to time, is not permitted except in
connection with the performance and services agreed to by the consultants.
The release of the report or part thereof to any person / entity at any stage prior to
the completion of the services set out in this proposal will be at the directions from
TIDCO.
5.2 Indicative time frame
The consultants are expected to complete the assignment as below:

The methodology to be adopted and the work to the completed by the Consultant under the formats as prescribed in the
PCPIR Policy of Govt. of India
The Location along with demarcation of - The identified PCPIR area as indicated in the Concept note prepared by TIDCO
the identified area with map and clearly will be surveyed by the consultant’s team for demarcation of the PCPIR site with
identifiable landmarks identifiable landmarks and block/taluks falling within the area.
Details of Anchor Unit & Developers - The details of the identified prospective Anchor unit, its feedstock availability,
the investment proposed for such prospective Anchor unit and its short term /
long term plans will be presented in the proposal.
- All the infrastructure projects will be tabulated giving details of the nature of the
projects, and funds requirement and source of funding (from GoI. State Govt and
through PPP mode and by Private sector)
Proposed Management Structure of - The Consultant will present the Management Structure of the Management
PCPIR Board and Supervisory Body in line with what has been proposed in the proposal
for PCPIR in the Cuddalore / Nagapattinam Districts)
Commitment of State Govt to provide basic - The Consultant will present the details on upgrading / construction of internal
infrastructure roads and other infrastructure in the PCPIR that are to be done by State Govt. as
per PCPIR Policy
External linkages for which support is - Details of the external linkages and other infrastructure projects proposed to be
required from the Central Government, executed by Govt. of India as per PCPIR Policy and means of funding for such
and their tentative costs projects by Govt. of India directly and / or under any other funding schemes of
Govt. of India incl. Viability Gap funding Scheme etc.
