This pertains to the GAD Plan and Budget Monitoring System (GAD PBMS) developed in 2018 by the ISTMS in coordination with the Bureau of Local Government and Development (BLGD). GAD PBMS is a web application system that will facilitate the encoding, submission, reviewing and endorsing process of GAD Plan and Budget and Accomplishment Report of LGUs. To date, the system is completed and ready to use. This can be access through https://gad.dilg. gov.ph. In view of this, may we request your good office to designate GAD PBMS LGU encoder to serve as the focal person in encoding the GAD Plan and Budget and GAD Accomplishment Report of your municipality in the system. The system will be used for the preparation, encoding and submission of the 2021 GAD Plan and Budget and 2019 GAD Accomplishment Report of your municipality. Further, the schedule and processes in GAD Planning and Budgeting and Preparation and submission of LGU GAD Accomplishment Report will still follow the PCW-DILG-DBM- NEDA Joint Memorandum Circular (JMC) 2016-01, amendment of PCW-DILG-DBM-NEDA (GMC) 2013-01: Guidelines on the Localization of the Magna Carta of Women (MCW), as follows: ‘SCHEDULE ACTIVITIES January The Local Chief Executive (LCE) shall issue directive to all LGU departments/officer for the preparation of their annual GPB and annual GAD AR January —~ | AILLGU departments/offices including barangays shail formulate their GADAR February _| of the preceding year and the LGU department/offices shall prepare its GPB proposal for the succeeding year for submission to the LGU GAD Focal Point | System (GFPS).
