To whom it may concern:

This certificate is issued in view of the request letter sent by Mr. Arman
D. Dalisay dated September 24, 2019, to confirm the vehicular incident
that happened on September 20, 2019 near McDonalds
Bankerohan, Davao City.

After a careful review of this incident, the CCTV footage shows that a
lone pedestrian was hit by a vehicle when he was crossing the street.
The said vehicle, a Nissan Patrol, was traversing from Bankerohan
going down to Quirino Road towards the direction of Bankerohan
bridge. In downtown area of Davao City where the speed is regulated,
the maximum allowed speed in Bankerohan is only 30 kilometers per
hour (kph). When the vehicle reached McDonalds Bankerohan, it
swerved rounding a curve with excessive speed, about 40kph.

Following the incident, our good office has observed that the driver of
the Nissan Patrol failed to observe traffic rules and regulations at the
time of the incident. The speed in rounding a curve was not reduced
and was even excessive.

This certification is being issued upon his request for whatever legal
purpose it may serve him.
