Log In
1. Go to the SAMS-Track login page at https://sams.osp.oregon.gov.
If you enter an incorrect password fi ve times, you will be locked out of your

digit (0-9), one lowercase letter (a-z), one uppercase letter (A-Z), one non-
alphanumeric character, (such as * or !), and at least 8 characters total.

Navigating SAMS-Track
These are the different parts of SAMS-Track and how you can get around.
When you open SAMS-Track, the first thing you'll see is the Home Page. This
includes the State Dashboard, which shows the key kit information in your state.
You can use the graphs and charts in the State Dashboard and other dashboards to
analyze information in meaningful ways.
To return to the Home Page from another page, click the Home button on
the side menu.

Click the home button at any time to return to the home page. It looks like
the SAMS-Track logo and is located in the top-left corner of the screen.
The side menu contains buttons that take you to the Home page, Dashboard
page, the SAFE Kits page, the Notifications page, and the Help Center. It is located
on the left side of the screen.
To toggle the side menu, click the hamburger button. It looks like three gray
lines and is located in the top-left corner of the screen.
The sub-menu appears below certain buttons on the side menu. Click any
button on the sub-menu to go to a specific page within a section of SAMS-Track.

The banner menu contains buttons that open the Language Settings window,
the Notifications window, the User Profile window, and the Messaging window.
These buttons are located in the top-right corner of the screen.
SAMS-Track on a Smartphone
SAMS-Track may look different on a smartphone, but all the information can
be found in the same places.

To Log In: Use the same steps as you would on any other device.
To Open the Side Menu: Press the button with three gray lines on it. Then, you
can select any page in SAMS-Track as usual.
To Open the Banner Menu: Press the user profile button. Then, you can select
any window as usual.

sorted and the column heading will turn blue.

How to Maximize
1. Hover your cursor over a graph or chart.
2. Click the Maximize button in the top-right corner of the graph or chart.
The graph or chart will become larger.
3. To minimize, click the Maximize button again.
The SAFE Kits bar graph shows the total number of tested kits per year.
Hover your cursor over any bar to see how many kits were tested in a year.

The Anonymous Kits donut chart shows the number of anonymous and
reporting sexual assault kits. Hover your cursor over any slice to see how many
kits are anonymous or reporting. Anonymous kits are labeled as True, while
reporting kits are labeled as False.
The Kits by Agencies donut chart shows which police agencies are processing
sexual assault kits. Hover your cursor over any slice to see how many kits are
being processed by each agency.
The Kits by Hospital donut chart shows which hospitals are initiating sexual

assault kits. Hover your cursor over any slice to see how many kits are being
initiated by each hospital.
The Kits by Crime Lab donut chart shows which crime labs are testing sexual
assault kits. Hover your cursor over any slice to see how many kits are being
tested by each crime lab.

On the Crime Information tab, the Kits Picked Up Interval box shows the
average, minimum, and maximum number of hours that passed between when law
enforcement was notified to pick up a kit and when the kit was actually picked up.
On the Crime Information tab, the Total Kits Per Year bar graph shows the
number of kits tested each year. This information includes only kits entered in
SAMS-Track. Hover your cursor over any slice to see the exact number of kits.
On the Crime Information tab, the Location Type treemap shows which
locations were most often the site of the crime. Hover your cursor over any slice
to see how many sexual assaults occurred in each location type.

On the Crime Demographics tab, the Offense donut chart shows the most
common criminal offenses charged in a sexual assault. Hover your cursor over any
slice to see how many cases were charged with each criminal offense.

most common reasons why a sexual assault kit was disposed. Hover your cursor

Tech Tips
Please enter kit numbers into SAMS-Track exactly as they appear on the kit.
You can find the kit number of a SAFE kit on a white label on the front side of the
envelope, at the very top.
For example, the sample kit pictured above would be entered as 16-7097 in
SAMS-Track.
Some older SAFE kits may not have a kit number. In this case, you can create
a unique temporary kit number. Just use the current date in MMDDYYYY format and

Although we tried to include every hospital in the state, itʼ s possible yours isnʼ t
listed as an option in the Medical Facility field. If your hospital is missing, select the
“Unknown” option. Then, please email us at SAMSFeedback@portlandoregon.gov
and weʼ ll add your hospital to the list.

Yes, SAMS-Track works on any device that has an internet browser. Just open
the internet on your desktop computer, smartphone, or tablet and go to
https://sams.osp.oregon.gov.
Most likely, we havenʼ t activated your account yet. Weʼ re adding many users
to SAMS-Track at the moment, so this may take up to one week. If youʼ ve been
waiting longer than that, email us at SAMSFeedback@portlandoregon.gov.
SAMS-Track?
Entering a one-time passcode whenever you log in verifes that youʼ re the one
trying to log into SAMS-Track. This is just another way to keep SAMS-Track
secure.
I tried logging in, but my account got locked. How do I get in?
If you enter an incorrect password five times, your account will be locked for
15 minutes. After that time, you can try logging in again, or you can reset your
password.

If you leave the website inactive for a while, a pop-up will warn you that in two
minutes you will be logged out. To prevent this, press any key. Otherwise, youʼ ll
have to log in again. This helps keep SAMS-Track and its information secure.
After youʼ re signed in, you can enter a kit on the SAFE Kits page by pressing
the blue Actions button. For detailed instructions, see the SAMS-Track user manual,
quick start guide, or video tutorials.
Anonymous or non-reporting sexual assault kits are still recorded in the Victim
Portal, but they will only complete the initiated and transferred to law enforcement
steps. After that, the kit will remain at the property room unless the survivor
chooses to report the assault.
Survivors are given their sexual assault kit number and the Victim Portal's
website address on their hospital discharge paperwork. If they can't find their
discharge paperwork, survivors should contact their local police agency and ask for
the SAKI Coordinator. That official will help the survivor find their sexual assault kit
number.
In this case, SANEs should log the kit as usual and make a note within SAMS-
Track indicating that the assault happened somewhere else. Use the Medical Note
field on the Initiate a Kit screen to record this information. After the kit is initiated,
it's the duty of law enforcement to transfer the kit to the correct jurisdiction.

Any missed steps will be filled in when the next step is completed. This is
because a kit can only reach a new step if the previous one has been completed.

CoDIS- Combined DNA Index System; a federal database containing the DNA
profiles of suspects in crimes.
DANY- District Attorney of New York; a grant funded by the District Attorney
of New York for proposals to eliminate the national sexual assault kit backlog.
DPSST- Department of Public Safety Standards and Training number; the
unique identification number given to all law enforcement personnel.
JAG- Justice Assistance Grant; a grant that funds criminal justice efforts in
state and local government.
NCIC Code- National Crime Information Center; a system of codes for all
kinds of criminal offenses and identifiers.
Pending Testing- A kit that was submitted to a forensic lab for testing.
SAKI- National Sexual Assault Kit Initiative; a grant program that addresses
the national sexual assault kit backlog.
SANE- Sexual Assault Nurse Examiner; a registered nurse who is trained in
administering the sexual assault exam.
SAMS- Sexual Assault Management System; a web application developed by
the Portland Police Bureau. It is used by law enforcement agencies to manage
sexual assault cases.
SAMS Mobile- Sexual Assault Management System Mobile; a mobile
application developed by the Portland Police Bureau. It is used by police officers,
nurses, and property room employees to record the movements of kits with their
smartphones.
SAMS-Track- Sexual Assault Management System-Track; a web application
developed by the Portland Police Bureau. It is used by officials statewide to track
sexual assault kits.
SAMS-VP- Sexual Assault Management System-Victim Portal; a website
developed by the Portland Police Bureau. It updates victims of sexual assault on the
status of their sexual assault kits anonymously.
Tested- A kit that was tested by a forensic lab and returned to law
enforcement.
Unsubmitted- A kit that has not yet been submitted to a forensic lab for
testing.
