Introduction

Welcome to the Sexual Assault Management System, or SAMS-Track!


SAMS-Track is a web application that tracks sexual assault kits as they move
through the criminal justice system. Law enforcement officials, medical
professionals, forensic lab scientists, and criminal prosecutors throughout the state
use this program to record the movements of sexual assault kits as they process
them.
The SAMS team of the Portland Police Bureau developed SAMS-Track to fulfill
the requirements of Senate Bill 1571 and House Bill 4049, which were passed in
2016 and 2018 by the State of Oregon. These bills require officials to record the
status of sexual assault kits from collection to disposal and every point in between.
With the help of SAMS-Track, the Oregon State Police can accomplish this goal.
SAMS-Track is easy to use, thanks to features like:
· easy SAFE kit management
· dashboards
· notifications
· messaging
· exporting
· desktop computer, laptop, tablet, and smartphone compatibility
· and two-factor authentication.
We'll show you how to make the most of SAMS-Track with this step-by-step
guide.

Logging In

Before you can use SAMS-Track, you'll have to log in to it.

Activate Your Account


1. Email us at SAMSFeedback@portlandoregon.gov with the following
information:
· Your first and last name
· Email address
· Phone number
· Cellular carrier
· Personnel, badge, or certification number (if applicable)
· Name of the organization you work for
· General region where you work

added, y o uʼll receiv e an act iv at io n em ail.
2. Check your email for a message from SAMS-Track.
3. Open the message from SAMS-Track.

4. Copy your temporary password.


5. Click the green Verify button, which will re-direct you to SAMS-Track.

6. Enter your user name or email address.

Your user name should be fi lled in automatically, but you can always copy it

from the activation email and paste it in.

7. Paste your temporary password.


8. Press Please Sign In.

9. Enter a new password twice to replace your temporary password. The


new password must include: one digit (0-9), one lowercase letter (a-z), one
uppercase letter (A-Z), one non-alphanumeric character, (such as * or !), and at
least 8 characters total.
10. Press Submit. Your account will be activated and you will be logged in.

Log In
1. Go to the SAMS-Track login page at https://sams.osp.oregon.gov.

2. Enter your user name or email address.


3. Enter your password.

If you enter an incorrect password fi ve times, you will be locked out of your

account for fi ve minutes.

4. Check the Remember Me box to save your user name or email address.
5. Press Please Sign In.

1. Click the User Profile button, which is found in the top-right corner of the
screen.

2. Press Logout.

If SAMS-Track is left idle, a pop-up will warn you that you will be logged out

in two minutes. Press any key to stay logged in.

Forgot Your Password?


1. Go to the SAMS-Track login page at https://sams.osp.oregon.gov.

2. Click the Forgot Password? button.

3. Enter your email address.


4. Press Submit. A pop-up will confirm that a message with a link to reset
your password was emailed to you.
5. Check your email for a message from SAMS-Track. If you don't get one
after a few minutes, repeat steps 3-4.
6. Open the message from SAMS-Track.

7. Click the green Reset button, which will redirect you to SAMS-Track.

8. Enter your new password twice. The new password must include: one
digit (0-9), one lowercase letter (a-z), one uppercase letter (A-Z), one non-
alphanumeric character, (such as * or !), and at least 8 characters total.
9. Press Submit. Your password will be changed and you'll be logged in.

Need to Update Your Password?

1. Click the User Profile button, located in the banner menu in the top-right
corner of the screen.
2. Press Change Password.

3. Enter your current password.


4. Enter your new password twice. The new password must include: one

If you can't remember your password, click the link below the Current

Password fi eld. Then, follow these steps to reset your password.

Navigating SAMS-Track

These are the different parts of SAMS-Track and how you can get around.

The Home Page

When you open SAMS-Track, the first thing you'll see is the Home Page. This
includes the State Dashboard, which shows the key kit information in your state.
You can use the graphs and charts in the State Dashboard and other dashboards to
analyze information in meaningful ways.
To return to the Home Page from another page, click the Home button on
the side menu.

The Home Button

Click the home button at any time to return to the home page. It looks like
the SAMS-Track logo and is located in the top-left corner of the screen.

The Side Menu

The side menu contains buttons that take you to the Home page, Dashboard
page, the SAFE Kits page, the Notifications page, and the Help Center. It is located
on the left side of the screen.
To toggle the side menu, click the hamburger button. It looks like three gray
lines and is located in the top-left corner of the screen.

The Sub Menu

The sub-menu appears below certain buttons on the side menu. Click any
button on the sub-menu to go to a specific page within a section of SAMS-Track.

The Banner Menu

The banner menu contains buttons that open the Language Settings window,
the Notifications window, the User Profile window, and the Messaging window.
These buttons are located in the top-right corner of the screen.

SAMS-Track on a Smartphone
SAMS-Track may look different on a smartphone, but all the information can
be found in the same places.

To Log In: Use the same steps as you would on any other device.
To Open the Side Menu: Press the button with three gray lines on it. Then, you
can select any page in SAMS-Track as usual.
To Open the Banner Menu: Press the user profile button. Then, you can select
any window as usual.

It's not easy to use the Dashboards on a smartphone, so we recommend

viewing that page of SAMS-Track on a computer.

Managing SAFE Kits

At the heart of SAMS-Track is the SAFE Kits page, where you can record and
view the movements of sexual assault kits.

View a Kit

1. Click the SAFE Kits button on the side menu.


2. Press the blue Actions button beside the kit you want to view.
3. Select View.

4. See the kit's information, clicking on other tabs as needed.


5. To close the window, click the Close button.

Exporting

You can export data from SAMS-Track into an Excel or PDF file anywhere you
see an export button.

Export a Dashboard

1. Hover your cursor over any dashboard, graph, or chart.


2. Click the Export button in the top-right corner of the dashboard, graph, or
chart.
3. Select a file format.

4. Adjust settings as needed.


5. Press Export.

6. Choose where to put the document on your device and press Save.

Filtering, Searching, & Sorting

If you're looking for something specific in a long list, it may help to organize
the results by filtering, searching, or sorting.

How to Filter

1. Click Show Advanced Filters to see all the filtering options on the SAFE kits
page.

2. Enter information or make selections.


Note: to see which kits are waiting to be picked up by law enforcement,
check the Pending Law Enforcement Pickup box. To see which kits are waiting to be
sent to the lab, check the Waiting to be Sent to the Lab box. To see which kits were
sent to the lab, but not yet received by the lab, check the Waiting to be Received at
the Lab box.
3. Press the Enter key or click the blue magnifying glass button.

4. See the results in the list below.


5. To clear any filters, refresh the website.

How to Search

1. Enter your search criteria in a search box.


2. Press the Enter key or click the blue magnifying glass button.
3. See the results in the list below.
4. To clear the search, refresh the website.

How to Sort

1. Press the grayed out arrows on any column heading. The results will be
sorted and the column heading will turn blue.
2. See the results in the list below.
3. To change the direction of the sort, press the column one more time.
4. To clear the sort, refresh the website.

Using the Dashboards

Analyze sexual assault kits as a whole with the Dashboards.

How to Drill Down

1. Double-click a bar in a graph to break it down into smaller pieces. Other


graphs and charts in the dashboard will be filtered according to the drill-down.

2. Double-click a bar again to break it down further.


3. Press the Drill Up button and the Clear Master Filter button to remove all
drill-downs.

How to Multi-Select
1. Hover your cursor over a graph.

2. Click the Multi-Select button in the top-right corner of the graph.


3. Select more than one bar. Other graphs and charts in the dashboard will

be filtered according to your selections.


4. To remove this filter, press the Clear Master Filter button.

How to Maximize
1. Hover your cursor over a graph or chart.

2. Click the Maximize button in the top-right corner of the graph or chart.
The graph or chart will become larger.
3. To minimize, click the Maximize button again.

The State Dashboard


The State Dashboard gives general information about the status of kits
throughout the state. You can find it on the Home Page of SAMS-Track. It includes:

The SAFE Kits Bar Graph

The SAFE Kits bar graph shows the total number of tested kits per year.
Hover your cursor over any bar to see how many kits were tested in a year.

The Anonymous Kits Donut Chart

The Anonymous Kits donut chart shows the number of anonymous and
reporting sexual assault kits. Hover your cursor over any slice to see how many
kits are anonymous or reporting. Anonymous kits are labeled as True, while
reporting kits are labeled as False.

The Kits by Agency Donut Chart

The Kits by Agencies donut chart shows which police agencies are processing
sexual assault kits. Hover your cursor over any slice to see how many kits are
being processed by each agency.

The Kits by Hospital Donut Chart

The Kits by Hospital donut chart shows which hospitals are initiating sexual

assault kits. Hover your cursor over any slice to see how many kits are being
initiated by each hospital.

The Kits by Crime Lab Donut Chart

The Kits by Crime Lab donut chart shows which crime labs are testing sexual
assault kits. Hover your cursor over any slice to see how many kits are being
tested by each crime lab.

The Law Enforcement Dashboard


The Law Enforcement Dashboard gives an overview of kit information and
details of the crime that's most relevant to law enforcement officials. You can find it
on the sub-menu that appears when you click the Dashboards button on the side
menu. It includes:

The Kits Picked Up Interval Box

On the Crime Information tab, the Kits Picked Up Interval box shows the
average, minimum, and maximum number of hours that passed between when law
enforcement was notified to pick up a kit and when the kit was actually picked up.

The Total Kits Per Year Bar Graph

On the Crime Information tab, the Total Kits Per Year bar graph shows the
number of kits tested each year. This information includes only kits entered in
SAMS-Track. Hover your cursor over any slice to see the exact number of kits.

The Location Type Treemap

On the Crime Information tab, the Location Type treemap shows which
locations were most often the site of the crime. Hover your cursor over any slice
to see how many sexual assaults occurred in each location type.

The Non-Submission Reason Donut Chart

On the Crime Information tab, the Non-Submission Reason donut chart


shows the most common reasons why a sexual assault kit was not submitted to a
crime lab for testing. Hover your cursor over any slice to see how many kits were
not submitted for each reason.

The Offense Donut Chart

On the Crime Demographics tab, the Offense donut chart shows the most
common criminal offenses charged in a sexual assault. Hover your cursor over any
slice to see how many cases were charged with each criminal offense.

The Disposal Reason Donut Chart

On the Crime Demographics tab, the Disposal Reason donut chart shows the
most common reasons why a sexual assault kit was disposed. Hover your cursor
over any slice to see how many kits were disposed for each reason.

The Kit Inventory Chart

On the Kit Inventory tab, the Kit Inventory chart shows information from all
the sexual assault kits entered in SAMS-Track.

Managing Notifi cations

Notifications let you know when significant changes happen in SAMS-Track.

Read Notifi cations

If a numbered blue circle appears above the bell on the Notifi cation button,

you have an unread notifi cation.

1. Click the bell button on the banner menu in the top-right corner of the
screen. The Notifications window will open.

2. Preview your notifications.


3. To go to the full Notifications page, click See All Notifications.

4. Select a date range and type of notification to filter the results.


5. To mark a notification as read, press the blue circle button.
6. To delete a notification, press the red X button.

Change Notifi cation Settings

1. Click the green Notification Settings button in the top-right corner of the
screen.

2. Toggle the Receive Notifications button to subscribe or unsubscribe to all


notifications.
3. Check any box to subscribe or unsubscribe to individual types of
notifications.
4. Press Save.

Messaging

Talk to other officials who process sexual assault kits using the Messaging
feature.

Add a Contact

1. Open the Messaging window by clicking the Text Bubble button in the
banner menu in the top-right corner of the screen.

To keep the Messaging window open, press the pin button in the top-right

corner of the window.

2. Enter a name into the Filter/Add User search box.


3. Press the green Add Contact button.

To select an individual from a list of all users, leave the search box empty and

press Add Contact.

4. Select a person from the following table. They will be added to your
Contact List.

If someone sends you a message fi rst, they will be added to your Contact

List automatically.

Send a Message

1. Open the Messaging window by clicking the Text Bubble button in the
banner menu in the top-right corner of the screen.

2. Select a user from your Contact List to open a conversation with them.

If a user is currently online, a green dot will appear next to their profi le

picture. If they're not online, the dot will be gray.

3. Type a message in the text box at the bottom of the window.


4. To attach a file, click the document, image, or web link button and select a
file.
5. Press Reply to send the message.

Block a User

1. Open the Messaging window by clicking the Text Bubble button in the
banner menu in the top-right corner of the screen.

2. Select a user from your Contact List to open a conversation with them.

3. Press the button with three dots on it.


4. Click Block User. A blue box will confirm that the user has been blocked.

Changing Your Profi le Settings

Adjust your account settings in the User Profile window.

1. Click the User Profile button, located in the banner menu in the top-right
corner of the screen.
2. Press Change Profile Picture.

3. Click Browse.
4. Select a photo from your device.

5. Crop the photo as needed.


6. Press Save.

2. Press My Settings.

3. Edit your profile information as needed.


4. Click the Two-Factor Login tab and select settings as necessary.

1. Open the User Profile window, located in the banner menu in the top-right
corner of the screen.
2. Press My Settings.

3. Click the Two-Factor Login tab.


4. To connect SAMS-Track to your Google Authenticator app, press the
green Enable button.

To install the Google Authenticator app, click the link below the QR code.

5. Scan the QR code with your Google Authenticator app.


6. Finish the set-up in your Google Authenticator app.
7. Press Save.

Changing Your Language Settings

Although English is the default language of SAMS-Track, you can select


another language to display.

Choose a Language on the Log In Page

1. Click a flag button in the top-right corner of the Log In page. SAMS-Track
will be displayed in the selected language.

1. Click the flag button on the banner menu.


2. Select a language. The program will display the selected language.

2. Click the Plus (+) button beside any item.

Tech Tips

1. Enter kit numbers exactly as theyʼre written on the SAFE kit.

Please enter kit numbers into SAMS-Track exactly as they appear on the kit.
You can find the kit number of a SAFE kit on a white label on the front side of the
envelope, at the very top.
For example, the sample kit pictured above would be entered as 16-7097 in
SAMS-Track.

2. Create a kit number if a kit doesnʼt have one.

Some older SAFE kits may not have a kit number. In this case, you can create
a unique temporary kit number. Just use the current date in MMDDYYYY format and

the initials of your first and last name.


For example, if a SANE named John Smith created a kit on January 31st,
2020, he would use the kit number 01312020JS. If you need to create another kit
number on the same day, add a dash and number. In this case, the kit number
would be 01312020JS-2. Please write this temporary kit number on the kit itself
and enter it into SAMS-Track as well.

3. If you canʼt fnd your hossital in SAAS-Track, use “Unknown”.

Although we tried to include every hospital in the state, itʼ s possible yours isnʼ t
listed as an option in the Medical Facility field. If your hospital is missing, select the
“Unknown” option. Then, please email us at SAMSFeedback@portlandoregon.gov
and weʼ ll add your hospital to the list.

4. Save the SAMS-Track website for easy access.

To save the website on an Apple device with Safari:


1. Open Safari.
2. Go to SAMS-Track at https://sams.osp.oregon.gov.
3. Tap the Share button, which looks like a square with an arrow on it.

4. Tap Add to Home Screen. The icon will appear on the home screen of your
browser. Tap it to go directly to SAMS-Track.

To save the website on an Android device with Chrome:

1. Open Chrome.
2. Go to SAMS-Track at https://sams.osp.oregon.gov.
3. Tap the Menu button, which looks like three dots.
4. Tap Add to Home Screen.
5. Press Add. The icon will appear on the home screen of your browser. Tap it
to go directly to SAMS-Track.

Frequently Asked Questions

Can I use SAMS-Track on a smartphone or tablet?

Yes, SAMS-Track works on any device that has an internet browser. Just open
the internet on your desktop computer, smartphone, or tablet and go to
https://sams.osp.oregon.gov.

I sent my information, so why havenʼt I gotten the activation

email from SAMS-Track?

Most likely, we havenʼ t activated your account yet. Weʼ re adding many users
to SAMS-Track at the moment, so this may take up to one week. If youʼ ve been
waiting longer than that, email us at SAMSFeedback@portlandoregon.gov.

Why do I have to enter a one-time passcode every time I log into

SAMS-Track?

Entering a one-time passcode whenever you log in verifes that youʼ re the one
trying to log into SAMS-Track. This is just another way to keep SAMS-Track
secure.

I tried logging in, but my account got locked. How do I get in?

If you enter an incorrect password five times, your account will be locked for
15 minutes. After that time, you can try logging in again, or you can reset your
password.

Why did SAMS-Track sign me out?

If you leave the website inactive for a while, a pop-up will warn you that in two
minutes you will be logged out. To prevent this, press any key. Otherwise, youʼ ll
have to log in again. This helps keep SAMS-Track and its information secure.

How do I enter a kit?

After youʼ re signed in, you can enter a kit on the SAFE Kits page by pressing
the blue Actions button. For detailed instructions, see the SAMS-Track user manual,
quick start guide, or video tutorials.

How are anonymous kits recorded in SAMS-Track?

Anonymous or non-reporting sexual assault kits are still recorded in SAMS-


Track, but kit information such as testing details cannot be recorded. They will
remain locked unless the survivor decides to report the assault.

How are anonymous kits recorded in the Victim Portal?

Anonymous or non-reporting sexual assault kits are still recorded in the Victim
Portal, but they will only complete the initiated and transferred to law enforcement
steps. After that, the kit will remain at the property room unless the survivor
chooses to report the assault.

How do survivors fi nd their sexual assault kit numbers?

Survivors are given their sexual assault kit number and the Victim Portal's
website address on their hospital discharge paperwork. If they can't find their
discharge paperwork, survivors should contact their local police agency and ask for
the SAKI Coordinator. That official will help the survivor find their sexual assault kit
number.

What happens if an agency receives a kit from out of state?

In this case, SANEs should log the kit as usual and make a note within SAMS-
Track indicating that the assault happened somewhere else. Use the Medical Note
field on the Initiate a Kit screen to record this information. After the kit is initiated,
it's the duty of law enforcement to transfer the kit to the correct jurisdiction.

What happens if an offi cial forgets to record a completed step in

the Victim Portal?

Any missed steps will be filled in when the next step is completed. This is
because a kit can only reach a new step if the previous one has been completed.

CoDIS- Combined DNA Index System; a federal database containing the DNA
profiles of suspects in crimes.
DANY- District Attorney of New York; a grant funded by the District Attorney
of New York for proposals to eliminate the national sexual assault kit backlog.
DPSST- Department of Public Safety Standards and Training number; the
unique identification number given to all law enforcement personnel.
JAG- Justice Assistance Grant; a grant that funds criminal justice efforts in
state and local government.
NCIC Code- National Crime Information Center; a system of codes for all
kinds of criminal offenses and identifiers.
Pending Testing- A kit that was submitted to a forensic lab for testing.
SAKI- National Sexual Assault Kit Initiative; a grant program that addresses
the national sexual assault kit backlog.
SANE- Sexual Assault Nurse Examiner; a registered nurse who is trained in
administering the sexual assault exam.
SAMS- Sexual Assault Management System; a web application developed by
the Portland Police Bureau. It is used by law enforcement agencies to manage
sexual assault cases.
SAMS Mobile- Sexual Assault Management System Mobile; a mobile
application developed by the Portland Police Bureau. It is used by police officers,
nurses, and property room employees to record the movements of kits with their
smartphones.
SAMS-Track- Sexual Assault Management System-Track; a web application
developed by the Portland Police Bureau. It is used by officials statewide to track
sexual assault kits.
SAMS-VP- Sexual Assault Management System-Victim Portal; a website
developed by the Portland Police Bureau. It updates victims of sexual assault on the
status of their sexual assault kits anonymously.
Tested- A kit that was tested by a forensic lab and returned to law
enforcement.
