EMERGENCY PREPAREDNESS AND RESPONSE PROCEDURE

1. Introduction:
On December 31st, 2019, the WHO Regional Office in China was informed of cases of pneumonia of unknown cause detected
in Wuhan City, Hubei Province of China. On January 7th, 2020, the Chinese authorities announced they had identified a new
virus that causes these cases.

1.1 What are Coronaviruses? (*)

Coronaviruses (CoV) are a large family of viruses that cause illness ranging from the common cold to more severe diseases
such as Middle East Respiratory Syndrome (MERS-CoV) and Severe Acute Respiratory Syndrome (SARS-CoV).

The SARS-CoV was transmitted from civet cats to humans in 2002 in China and MERS-CoV from dromedary camels to
humans in 2012 in Saudi Arabia. Also, the novel coronavirus (COVID-19) had some link to the seafood and animal market in
Wuhan, China.

1.2 What is (COVID-19)?

It is the new coronavirus and most cases appeared in the Chinese city, Wuhan at the end of December 2019 in the form of acute
pneumonia. (*)

COVID-19 is the official name of the disease caused by the virus SARS CoV-2, formally known as Novel Coronavirus
family.
 SARS = Serious acute Respiratory Syndrome
 CoV = Coronavirus
 COVID 19 = Coronavirus Disease 2019

1.3 How the virus identified (As per AMAALA new COVID-19 Policy).
The virus was identified through genetic sequences.
Establish health checks for all employees prior to or upon entering the project site
Contractor employees to comply with any entrance health checks for entering the project site (As per AMAALA new COVID-19
Policy)

1.4 Can the virus spread from person to person? (*)

Yes, the virus can spread from the infected person to another person through close contact without protection.

1.5 What are the symptoms of COVID-19?

 The most common symptoms of COVID-19 are fever, tiredness, and dry cough.
EMERGENCY PREPAREDNESS AND RESPONSE PROCEDURE
 Some patients may have aches and pains, nasal congestion, runny nose, sore throat or diarrhea. These symptoms are
usually mild and begin gradually.
 Some people become infected but don’t develop any symptoms and don't feelunwell.
 Most people (about 80%) recover from the disease without needing special treatment.
 Around 1 out of every 6 people who gets COVID-19 becomes seriously ill and develops difficulty breathing.
 Older people, and those with underlying medical problems like high blood pressure, heart problems or
diabetes, are more likely to develop serious illness.
 People with fever, cough and difficulty breathing should seek medical attention.
2.1 How does COVID-19 spread?
 People can catch COVID-19 from others who have the virus.
 The disease can spread from person to person through small droplets from the nose or mouth which are spread when a
person with COVID-19 coughs or exhales. These droplets land on objects and surfaces around the person.
 Other people then catch COVID-19 by touching these objects or surfaces, then touching their eyes, nose or mouth.
 People can also catch COVID-19 if they breathe in droplets from a person with COVID-19 who coughs out or exhales
droplets. This is why it is important to stay more than 1 meter (3 feet) away from a person who is sick.
EMERGENCY PREPAREDNESS AND RESPONSE PROCEDURE

2.2 Can the virus that causes COVID-19 be transmitted through the air?

Studies to date suggest that the virus that causes COVID-19 is mainly transmitted through contact with respiratory droplets
rather than through the air. (**)
2.3 Can CoVID-19 be caught from a person who has no symptoms? (**)

 The main way the disease spreads is through respiratory droplets expelled by someone who is coughing.
 The risk of catching COVID-19 from someone with no symptoms at all is very low.
 However, many people with COVID-19 experience only mild symptoms. This is particularly true at the early stages
of the disease.
 It is therefore possible to catch COVID-19 from someone who has, for example, just a mildcough and does not feel
ill.

3 Protection Measures:
3.1 Appointment of Responsibilities:
 Project Manager Responsibilities:
 Taking immediate action to eliminate or control any unsafe condition or behavior that exists or is brought to
the attention in areas of responsibility specially concern to coronavirus precautionary measures.
 Directly monitoring all the control measures and safety precautions related to coronavirus, ensure to provide all
cleaning material, PPEs, health related coronavirus protection material etc. on time to all the manpower.
 Coordinate with client, higher management and Government organizations if needed.

 Supervisor’s Responsibilities:
 Not giving an instruction to any member of your team to perform an unsafe act i.e. gathering, working without
PPEs,
 Ensuring compliance with all Job Safety Procedures (JSP’s) and Safety Standards relevant to your team i.e.
coronavirus related precautionary measures.
 Taking immediate action to eliminate or control any unsafe condition or behaviour that exists or is brought to
your attention in your area (s) ofresponsibility.
 Ensure to provide all relevant PPEs, cleaning material on work site, hand washing material etc.
 Setting an example by acting safely.

 Labor / Staff Camp In-charge

 Ensure to provide all camp facilities to all manpower.
 Provide all cleaning material/ hand washing material to all manpower.

 Ensure regular maintenance in all areas of camps.
 Ensure regular coordination with higher management / HR / if there is any emergency.
 Must have all relevant emergency contact numbers.
 Ensure to display all coronavirus related posters, sign boards and current information for all manpower.
EMERGENCY PREPAREDNESS AND RESPONSE PROCEDURE
 Strictly follow all Govt. ministry of Health instructions and inform to concern authorities immediately
if there is any emergency.

 Safety In-charge:
 Ensure to monitor all control measures related to coronavirus adopted by all concern persons on
regular bases.
 Deliver tool box talks / trainings on regular bases but ensue no gathering at all, maximum 5 persons at a time
with minimum 1 meter distance between them.
 Regular visit / inspect work sites, labor camps and office areas to ensure proper safety precautions.
 Ensure to coordinate regularly with HSE Manager / higher management to ensure safety precautions
related to coronavirus.
 Ensure that all relevant PPEs, material is available on sites, camps, offices. If needed send reports to HSE
Manager/ higher management if not provided.

3.2 General Precautions: (**)

 Stay aware of the latest information on the COVID-19 outbreak, available on the WHO website and Ministry of
Health Saudi Arabia website and through your national and local public health authority.
 Many countries around the world have seen cases of COVID-19 and several have seen outbreaks.
 Authorities in China and some other countries have succeeded in slowing or stopping their outbreaks.
 However, the situation is unpredictable so check regularly for the latest news.
 You can reduce your chances of being infected or spreading COVID-19 by taking some simple precautions:
 Regularly and thoroughly clean your hands with an alcohol-based hand rub or wash them with soap
and water. Why? Washing your hands with soap and water or using alcohol-based
hand rub kills viruses that may be on your hands.
 Maintain at least 1 meter (3 feet) distance between yourself and anyone who is coughing or sneezing.
Why? When someone coughs or sneezes they spray small liquid droplets from their nose or mouth which may
contain virus. If you are too close, you can breathe in the droplets, including the COVID-19 virus if the person
coughing has the disease.
 Avoid touching eyes, nose and mouth.
Why? Hands touch many surfaces and can pick up viruses. Once contaminated, hands can transfer the virus to
your eyes, nose or mouth. From there, the virus can enter your body and can make you sick.
 Make sure you, and the people around you, follow good respiratory hygiene. This means covering your mouth
and nose with your bent elbow or tissue when you cough or sneeze. Then dispose of the
used tissue immediately. Why? Droplets spread virus. By following good respiratory
hygiene you protect the people around you from viruses such as cold, flu and COVID-19.
 Stay home if you feel unwell. If you have a fever, cough and difficulty breathing, seek medical attention and call
in advance. Follow the directions of your local health authority. Why? National and local authorities will have
the most up to date information on the situation in your area. Calling in advance will allow your health care
provider to quickly direct you to the right health facility. This will also protect you and help prevent spread of
viruses and other infections.
 Keep up to date on the latest COVID-19 hotspots (cities or local areas where COVID-19 is spreading widely). If
possible, avoid traveling to places – especially if you are an older person or have diabetes,
heart or lung disease. Why? You have a higher chance of catching
COVID-19 in one of these areas.
 In any case, if you have fever, cough and difficulty breathing seek medical care early to reduce the risk of
developing a more severe infection and be sure to share your recent travel history with your health care provider.

3.3 Special PPEs for office boy as per AMAALA COVID-19 Policy.
 Janitorial and Pantry staff to wear gloves and masks during the performance of their duties
• Masks to be made available to Contractor employees who wish to wear them. If you suffer from a cold or allergies, it is recommended
you wear a mask around fellow colleagues
3.4 Wear a mask to protect myself: (
Only wear a mask if you are ill with COVID-19 symptoms (especially coughing) or looking after someone
who may have COVID-19. Disposable face mask can only be used once. If you are not ill or looking after
someone who is ill then you are wasting a mask.
 Remember, a mask should only be used by health workers, care takers, and individuals with respiratory
symptoms, such as fever and cough.
 Before touching the mask, clean hands with an alcohol-based hand rub or soap and water
 Take the mask and inspect it for tears or holes.
 Orient which side is the top side (where the metal strip is)
 Ensure the proper side of the mask faces outwards (the colored side).
 Place the mask to your face. Pinch the metal strip or stiff edge of the mask so it moulds to the shape of your
nose.
 Pull down the mask’s bottom so it covers your mouth and your chin.
 After use, take off the mask; remove the elastic loops from behind the ears while keeping the mask away from your
face and clothes, to avoid touching potentially contaminated surfaces of the mask.
 Discard the mask in a closed bin immediately after use.
 Perform hand hygiene after touching or discarding the mask – Use alcohol-based hand rub or, if visibly soiled, wash
your hands with soap and water.

Put on, use, take off and dispose of a mask: (**)

3.5 Precautions at Facilities (toilets, rest area, lunch room, mosque and drinking water
station etc.)
 When Using the Toilets:

 Do not squat with your feet on the toilet bowl.

 Flush with the toilet bowl lid down.
 Wash your hands thoroughly with soap and water after every use of toilet.
 Dry your hands thoroughly and do not splash water on the floor.
 Throw used tissues and paper towels into the bin, and frequently dispose / empty trash bin.
 Leave the sinks free of rubbish and dirt.
 Beat the virus with good personal hygiene.

 Other Facilities:
 In Mosques only “Adhan” is allowed and prayers will be offered in rooms as per Government of Saudi Arabia
instructions. This will be implemented until Govt. will decide.
 Gathering is not allowed in any area including lunch room, rest area, water station etc.
 Social distance minimum 1 meter must be kept during sitting, eating in any area. It will be prefer to take lunch /
refreshment in personal living room (if practicable during day / working time)

in A3 size and in color printed.
 Hand washing facilities/ hand sanitizers must be available in all the areas including upper mention.
 Proper and daily housekeeping must be ensure and all waste, garbage etc. must be removed on daily bases and
dump in approved / designated waste skips.
3.6 Emergency and Suspected Case Management:
 During any corona virus related Emergency immediately inform to your supervisor, camp in- charge, safety
in-charge.
 call to Ministry of Health emergency contact number “937”
3.7 How to clean Public Places (Tables, Doorknobs, Light switches, Handles, Desks,
Toilets, Faucets, Sinks):
 In some public places, one can smell the stench from the toilets way before entering. In other public toilets, the floors
are wet, the toilet bowls are soiled even though the flush system is working well, and the sinks are dirty. The cleaners
are doing their best and even more during these times but need to keep in mind during cleaning the toilets:
o Cleaning refers to the removal of germs, dirt, and impurities from surfaces. Cleaning does not kill germs, but by
removing them, it lowers their numbers and the risk of spreading infection.
o Disinfecting refers to using chemicals to kill germs on surfaces. This process does not necessarily clean dirty
surfaces or remove germs, but by killing germs on a surface after cleaning, it can further lower the risk of
spreading infection.
 Office boys can practice routine cleaning of frequently touched surfaces (for example: tables, doorknobs, light
switches, handles, desks, toilets, faucets, sinks) with household cleaners and EPA- registered disinfectants that are
appropriate for the surface, following label instructions.
 Wear disposable gloves when cleaning and disinfecting surfaces. Gloves should be discarded after each cleaning. If
reusable gloves are used, those gloves should be dedicated for cleaning and disinfection of surfaces for COVID-19 and
should not be used for other purposes.
 Clean hands immediately after gloves are removed.
EMERGENCY PREPAREDNESS AND RESPONSE PROCEDURE
 If surfaces are dirty, they should be cleaned using a detergent or soap and water prior to disinfection.
 Display and complete toilet checklists minimum twice daily.
 Clean waste bins on daily bases and put the removed garbage on proper designated skips.

3.8 Protection measures for persons who are in or have recently visited (past 14 days)
areas / countries where COVID-19 is spreading: (**)
 Follow the guidance outlined above (Protection measures Serial #. 3)
 Self-isolate by staying at home if you begin to feel unwell, even with mild symptoms such as headache, low grade
fever (37.3 C or above) and slight runny nose, until you recover. If it is essential for you to have someone bring you
supplies or to go out, e.g. to buy food, then wear a mask to avoid infecting
other people. Why? Avoiding contact with others and visits to medical facilities will allow these
facilities to operate more effectively and help protect you and others from possible COVID-19 and other viruses.
 If you develop fever, cough and difficulty breathing, seek medical advice promptly as this may be due to a respiratory
infection or other serious condition. Call in advance and tell Local Government Authorities of any recent
travel or contact with travelers. Why? Calling in advance will allow your health care provider to quickly
direct you to the right health facility. This will also help to prevent possible spread of COVID-19 and other viruses.
EMERGENCY PREPAREDNESS AND RESPONSE PROCEDURE

3.9 Vaccine, drug or treatment for COVID-19: (**)

 Not yet. To date, there is no vaccine and no specific antiviral medicine to prevent or treat COVID- 2019. However,
those affected should receive care to relieve symptoms. People with serious illness should be hospitalized. Most
patients recover thanks to supportive care.

3.9.1 Medical Facilities at site/ Camp/ offices:

 Thermal screening will be provided at sites / camps and offices and record will be kept for any inspection and future
needs.
 Proper PPEs, hand washing facilities, hand sanitizers and medical approved cleaning material will be provided at all
locations/ camps and in offices.
 For coronavirus medical facilities cannot be provided at sites or camps etc. except safety measures, therefore during
any emergency immediately contact to Ministry of health contact Number 937.

 Gloves and gowns should be removed carefully to avoid contamination of the wearer and the surrounding area. Be sure
to clean hands after removing gloves. Gloves should be discarded after each cleaning. If reusable gloves are used,
those gloves should be dedicated for cleaning and disinfection of surfaces for COVID-19 and should not be used for
other purposes. Consult the manufacturer’s instructions for cleaning and disinfection products used. Clean hands
immediately after gloves are removed.
 No evidence suggests that building waste needs any additional disinfection. Frequent hand washing, gloves and use of
alcohol-based hand sanitizer by staff handling waste can support good personal hygiene practices.
 Good personal hygiene practices remain the best method for preventing the spread of the COVID-19 virus. Camp staff
should encourage to do the following to preventinfection:
o Stay at home if sick. Avoid close contact with people who are sick.
