The first coins known to be minted in what is now Ger- many were struck by the ancient Romans. The idea caught on quickly and the Roman coins were widely cop- ied by the Germans. After the Romans left, the Franks established mints at Cologne, Mainz, Strassburg, Trier and other cities and continued coining gold, silver, and copper to Roman standards. The Roman denarius, for ‘example, evolved into the widespread denar which even- tually became the pfenning denomination, Charlemagne, who founded the Holy Roman Empire, had mints at Dorstat, Mainz, Strassburg, Trier, and Ver- dun. He reserved the mint right for himself. Dozens of imperial mints were established during the next two hun- dred years in western Germany, France, and the low countries. As the number of imperial mints grew, many were located within the jurisdiction of ecclesiastical rul- ers. Naturally, the prelates wanted a share of the mint profits and since the Holy Roman Empire was an alliance of church and state, their claims were eventually granted. By the end of the Sth century the Bishops of Corvey, Muenster, Pruem, Strassburg, and Worms were operat- ing their own mints. In exchange for the mint right, a share of the profits went to the emperor and his name had to be used on the coins, The covetous secular rulers of Bavaria, Franconia Saxony, and Swabia obtained or usurped the mint right and were minting coins in their own names during the 10th century. This trend was also joined by the prelates and eventually the emperors name was left off the coins entirely. The Empire's power had declined by the end of the 13th century, and the feudal lords were sovereign in their ‘own right. Virtually every vassal that thought it profitable was coining with or without the legal mint right. The num- ber of imperial mints had diminished with oniy the mints in the imperial “Free” cities and those in the emperor's hereditary provinces remaining, The only remaining imperial mints were on Hapsburg lands at the end of the 15th century. Gold was scarce and the expanding economy needed larger silver coins to supplement the gold denominations. The gulden- ‘groschen, containing 31.94 grams of pure silver, was introduced in 1484 and it's nickname “thaler” would even- tually become the most well known and influential of Ger- ‘man denominations. In 1524, the imperial standard for the thaler was set at 27.4 grams of pure silver. Further decrees of 1551, 1559, and 1566 brought the thaler down to 25.95 grams of pure silver. During the Thirty Year War (1618-1648), Germany became the battle- ground of Europe. Wars brad inflation which in a pre- paper currency era means debased coins. The “Kipper ‘and Wiper” period of 1618-1623 was a classic example. In 1617 the thaler was valued at 48 groschen. By 1620 the thaler was at 60 groschen and in early 1621 the tha- ler doubled to 120 groschen. By the end of 1621 the rate was 192 groschen. The inflation peaked in the fall of 1622 with the thaler at 420 groschen. During this infla- tionary period, there was also a great increase in the number of legal mint right holders. Many ecclesiastical domains were then lost to the church and divided up among the minor nobility who were eager to share in the associated mint rights. Military leaders and statesmen, who had earned the emperor's gratitude, were rewarded with vast estates and mint rights. The imperial thaler standard was reestablished at 24 groschen and most of the kipper mints closed by the end of 1622. Inflationary trends continued and by 1667 the Convention of Zinna, between Saxony and Bradenburg, set their thaler at 22.25 grams of pure silver. This stan- dard spread throughout the Empire in spite of the official imperial standard, causing yet another round of inflation known as the “Little Kipper Period.” Many mints, closed since 1623, were back at work in 1670 producing debased coinage. These “hedge-row mints” were finally closed down by 1690 when the Leipzig Convention set a new thaler standard at 19.45 grams of pure silver. In 1750, Fredrick the Great's Prussia established the Grau- mann standard, which set the Prussian reichsthaler at 16.67 grams of pure silver or 14 reichsthalers per fine mark of silver. The majority of German States however were part of the Austro-Bavarian Convention of 1753, which set their thaler at 17.52 grams of pure silver or 10 thalers per fine mark of silver. This standard was con- firmed by the Leipzig Convention of 1763. A “Land” or “Scheidemuenze” Standard of 20 gulden per fine mark of silver was established at the same time for use within the borders of the individual states and lasted until 1837. During the Napoleonic Era, the number of German States was reduced from over 300 to less than 50. Prus- sia emerged economically dominant and by 1838 most of the other German States had accepted the 14 thalers per fine mark of silver standard. In 1838, the Prussian dominated Zollverein estab- lished a new metric 500 gram zolipfund which replaced the traditional fine mark as a unit of measure for silver. The monetary convention of 1857 established the verein- sthaler at 30 thalers per zollpfund (pound) of silver or 16.67 grams of pure silver. These vereinsthalers circu- lated until 1908 when they were replaced by the silver 3 mark coins of the same specifications.
