General Health & Safety Requirements


1. How will the District/school meet the requirement to review and consider
the number of students and staff allowed to return in person? These factors
should be considered when determining resumption of in-person instruction:
a. Ability to maintain appropriate social distance
b. PPE and cloth face mask availability
c. Availability of safe transportation
d. Local hospital capacity – consult your local department of health.
Administrators at each building have determined the number of desks that can be
arranged in learning spaces to allow for the required social distance of 6 feet between
all students and staff. The District is prepared to provide each student and staff
member with two reusable face coverings. Disposable face coverings will also be
available.
The District Transportation Director calculated the number of students that can ride
each bus while maintaining the required 6 feet social distance. Members of the same
household will be allowed to sit together.

2. How will the District/school meet the requirement of social distancing (of at
least 6 ft. or a physical barrier) between individuals while in school facilities
and on school grounds, including in the cafeteria, unless safety or the core

activity (e.g. moving equipment, using an elevator, traveling in common
areas) requires a shorter distance or individuals are of the same household?
A minimum of 6 feet social distancing will be maintained in all instructional settings,
cafeterias and buses (except for members of the same household). Face coverings will
be required at all times.

3. How will the District/school meet the requirement that, if social distancing
is not possible, individuals must wear acceptable face coverings; excluding
students who are unable to medically tolerate a face covering?
Face coverings will be required at all times. Mask breaks will only be allowed when
social distancing is possible.

4. How will the District/school meet the requirement that all persons be
prepared to don a face covering if another person unexpectedly cannot
socially distance; for this reason, individuals – including students – must
wear face coverings in common areas, such as entrances/exits, lobbies, and
when traveling around the school?
All persons will be required to be in possession of, and wearing, an appropriate face
covering at all times while in District buildings and on District provided
transportation, except for designated mask breaks.

5. How will the District/school meet the requirement that acceptable face
coverings for COVID-19 include but are not limited to cloth-based face
coverings and surgical masks that cover both the mouth and nose?
District communication and training will include information regarding acceptable
face coverings and how to properly wear them.

6. How will the District/school meet the requirement that the school will
provide acceptable face coverings to faculty and staff who directly interact
with students or members of the public while at work at no cost to
faculty/staff; and provide face coverings to any student who does not have
their own, at no cost to the student?
The District is prepared to provide each student and staff member with two reusable
face coverings, as well as to provide disposable face coverings as needed, at no cost to
students or staff.

7. How will the District/school meet the requirement that the school will train
all students, faculty, and staff on how to adequately put on, take, off clean
(as applicable), and discard PPE?

Faculty and staff will be provided with the necessary training regarding how to
adequately put on, remove, clean/discard PPE through the SafeSchools online training
system. Students will be trained in these protocols by classroom teachers and/or
building administrators.

8. How will the District/school meet the requirement of training all students,
faculty, and staff on proper hand and respiratory hygiene? How will the
District/school meet the requirement of training of all students, faculty, and
staff how to follow new COVID-19 protocols safely and correctly, including
but not limited to hand hygiene, proper face covering wearing, social
distancing, and respiratory hygiene?
Faculty and staff will be provided with the necessary training regarding hand and
respiratory hygiene, proper face covering and social distancing through the
SafeSchools online training system. Students will be trained in these protocols by
classroom teachers and/or building administrators.

9. How will the District/school encourage all students, faculty, staff and
visitors to adhere to CDC/DOH guidance regarding the use of PPE,
specifically face coverings, when distance of 6 ft. can’t be maintained,
through verbal communication and signage?
To encourage all students, faculty, staff, and visitors to adhere to CDC/DOH guidance
regarding the use of PPE, specifically face coverings and 6 feet social distancing,
signage will be conspicuously posted throughout the District and buildings.
Information will also be posted on the District website and emailed to families of
students.

Facilities Requirements
1. How will the District/school meet the requirement of adherence to hygiene,
cleaning, and disinfection requirements from the Centers for Disease
Control and Prevention (CDC) and Department of Health (DOH) and
maintain logs that include the date, time, and scope of cleaning and
disinfection? Identify cleaning and disinfection frequency for each facility type and
assign responsibility.
We will be cleaning and disinfecting all buildings as recommended by the CDC and
DOH with proper procedures and products. Binders with record keeping logs will be
maintained in each custodial office and will include a consistent form that will be filled
out by each employee for their area of work and the items that are completed daily.
Instructions will be provided to all custodial staff on how to properly fill out the forms.

2. How will the District/school meet the requirement of providing and
maintaining hand hygiene stations, including handwashing with soap,
running warm water, and disposable paper towels, as well as an alcohol-
based hand sanitizer containing 60% or more alcohol for areas where
handwashing is not feasible?
All available sinks throughout the District will be equipped with wall dispensing
foaming hand soap, proper temperature of hot water, paper towels via wall dispenser
and a lined waste receptacle. Hand sanitizer meeting the minimum 60% alcohol
requirement will be placed throughout the building with a focus on locations where
there is high traffic and sensitivity.

3. How will the District/school conduct regular cleaning and disinfection of


facilities and more frequent cleaning and disinfection for high-risk areas
used by many individuals and for frequently touched surfaces, including
desks and cafeteria tables? Refer to Department of Environmental Conservation
(DEC) products identified by the Environmental Protection Agency (EPA) as effective
against COVID-19.
Each occupied space will be cleaned on a nightly basis, including disinfectant
application to any frequently touched surfaces, desks, tables, chairs, door handles,
toilet rooms, etc. Additionally, the District will provide disinfectant spray and
microfiber towels in each classroom or instructional space to clean any surface at any
time.

4. How will the District/school meet the requirement of regular cleaning and
disinfection of restrooms and ensure that distancing rules are adhered to?
All restrooms will be cleaned on a nightly basis and will have disinfectant applied to all
touch surfaces. Only two students at a time will be allowed to use restrooms that have
multiple toilets and sinks. Sinks that are closer than 6 feet will be closed for usage to
maintain the distancing requirements.

5. How will the District/school provide for the cleaning and disinfection of
exposed areas in the event an individual is confirmed to have COVID-19,
with such cleaning and disinfection to include, at a minimum, all heavy
transit areas and high-touch surfaces, based on CDC guidelines?
The District will immediately clean the entire area with appropriate disinfectant
through electrostatic sprayers. The exposed area(s) area will not be occupied until
disinfecting procedures are complete.

6. How will the District/school meet the requirement of having
communications plan for students, parents/ legal guardians, staff, and
visitors?
Reopening plans will be posted to the District website. Updates to plans will be
provided via regular messages from the Superintendent and building principals.

Health Screening and Potential Illness Requirements


1. How will the District/school implement mandatory health screenings,
including temperature checks, of students, faculty, staff, and, where
applicable, contractors, vendors, and visitors?
The District will use Frontline or a comparable program for remote screening of staff
and students by parents at home. Any staff or student not completing a screening at
home will be screened at school as early as possible upon arrival.

2. How will the District/school meet the requirement of conducting of


temperature checks for all individuals every day – ideally, at home, prior to
departing to school –before entering any school facility?
Parents will be asked to perform temperature screening daily at home before their
child goes to school and attest electronically that it was completed. Any student who
did not have their temperature checked before school will be checked as early as
possible upon arrival.

3. How will the District/school meet the requirement that personnel


performing in-person screening activities are appropriately protected from
exposure?
The District will provide appropriate PPE along with instruction on proper donning
and doffing of PPE to prevent exposure.

4. How will the District/school meet the requirement of using a daily screening
questionnaire for faculty and staff reporting to school; and periodically use
a questionnaire for students, particularly younger students, who may
require the assistance of their parent/legal guardian to answer? The
questionnaire should determine whether the individual has:
a. Knowingly been in close or proximate contact in the past 14 days with anyone
who has tested positive through a diagnostic test for COVID-19 or who has or had
symptoms of COVID-19
b. Tested positive through a diagnostic test for COVID-19 in the past 14 days;
c. Has experienced any symptoms of COVID-19, including a temperature of greater
than 100.0°F, in the past 14 days; and/or

d. Has traveled internationally or from a state with widespread community
transmission of COVID-19 per the New York State Travel Advisory in the past 14
days.
Questionnaires will be completed by staff members and students/parents via an
app. Any staff member or student who is unable to complete the questions at
home will be screened at school in the health office.

5. How will the District/school meet the requirement that any individual who
screens positive for COVID-19 exposure or symptoms, or who presents with
a temperature greater than 100.0°F, must not be allowed to enter the school
if screened outside, and must be immediately sent home with instructions to
contact their health care provider for assessment and testing?
a. Students sent home because of a positive screen must be immediately separated
from other students and supervised until picked up.
b. Immediately notify the state and local health department about the case if
diagnostic test results are positive for COVID-19.
Isolation rooms will be set up in every school building for students/staff who may
be developing symptoms of COVID and/or provide positive answers to the daily
screening questions.

6. How will the District/school meet the requirement to develop protocols for
caring for a student, faculty, or staff member who develops COVID-19
symptoms during the school day? This should include:
a. Identifying a dedicated area to separate students, faculty, or staff with symptoms
of COVID-19 from others until they can go home or to a health care facility,
depending on severity of illness;
b. Plans to ensure that symptomatic students waiting to be picked up remain under
the visual supervision of a staff member who is physically distanced;
c. PPE requirements for school health office staff caring for sick individuals, which
must include both standard and transmission-based precautions; and
d. Required guidelines for cleaning and disinfection.

Students or staff who develop symptoms of COVID during the school day will be sent to
the isolation room designated in each building and will be assessed by the school nurse.
Appropriate PPE will be worn by health personnel. Students will be supervised in the
isolation room. Custodial staff will be notified for appropriate cleaning and
disinfection, ideally 24 hours after. If 24 hours is not possible, the District will allow as
much time to elapse as possible.

7. How will the District/school meet the requirement to develop protocols for
asthma-related acute respiratory treatment care using up to date standard
of care?

Parents will be asked to determine an alternate method of delivering asthma
medication with their health care provider i.e. inhaler, if possible.
If nebulizer treatments are necessary, they will be performed in an area of the school
where there are no students/staff present with appropriate PPE for the nurse
delivering treatment.

8. How will the District/school meet the requirement to, in case of a positive
test, develop plans with local health departments to trace all contacts of the
individual, in accordance with the New York State Contact Tracing
Program? Confidentiality must be maintained as required by federal/state
law/regulations.
Students will be placed in cohorts both in school and on buses for contact tracing
purposes. Movement throughout the school will be limited as much as possible.
Students and staff will be instructed to use physical distancing and face coverings to
minimize exposure.

9. How will the District/school meet the requirement that reporting plans are
in place for individuals who are alerted that they have come into close or
proximate contact with a person with COVID-19?
The District will provide written communication at the direction of the local health
department to notify anyone with close or proximate contact. Close or proximate
contact is defined as contact with someone for greater than 10 minutes at a distance of
less than 6 feet.

10. How will the District/school meet the requirement to establish policies, in
consultation with the local health department(s), about the requirements
for determining when individuals, particularly students, who screened
positive for COVID-19 symptoms can return to the in-person learning
environment? This returning to learning protocol must include at minimum
documentation from a health care provider evaluation, negative COVID-19 testing, and
symptom resolution, or if COVID-19 positive, release from isolation.
Any individual who is positive for COVID symptoms will be directed to their health care
provider or local Urgent Care if they do not have a provider. Written documentation is
required for anyone returning to school with a diagnosis other than COVID. If no
written documentation is obtained, the individual must remain out of school for 10
days and 3 days without a fever and 3 days of symptom resolution. The local health
department will determine appropriate release from isolation for those testing positive.

11. How will the District/school meet the requirement to have a written
protocol developed in collaboration with the District or school’s director of
school health services to instruct staff to observe for signs of illness in
students and staff and requires symptomatic persons to be sent to the school
nurse or other designated personnel?
Written guidance from the school physician regarding the symptoms of illness will be
shared with staff before the start of school with directions to send anyone exhibiting
symptoms to the health office.

12. How will the District/school meet the requirement that ill students and staff
be assessed by the school nurse (registered professional nurse, RN) or
medical director and that if a school nurse or medical director is not
available, ill students and staff will be sent home for follow up with a
healthcare provider?
Staff will be asked to call the health office if they are ill or they observe that a student is
ill. The staff or student will be assessed by the school nurse, who will determine
discharge to home for follow-up with their health care provider. If no nurse is
available, the staff member will be sent home immediately. Students will be sent to the
isolation room and the parents will be contacted pick the child up and take them to
their health care provider.

13. How will the District/school meet the requirement to have a written
protocol to instruct parents/guardians to observe for signs of illness in their
child that require staying home from school?
Documentation will be posted on the District website regarding symptoms and
instructions as to when students are required to stay home.

14. How will the District/school plan meet the requirement to have a written
protocol regarding students taking mask breaks?
Students will be instructed that they must maintain physical distancing at any time
they are taking a mask break. This information will be included on the district website.

15. How will the District/school plan meet the requirement for obtaining and
maintaining adequate supplies of cloth face coverings for school staff,
students who forget their masks, and PPE for use by school health
professionals?
The Main offices, health offices, and buses will have extra supplies of face masks.
Health professionals will work with BOCES and the Director of Facilities to ensure the
District has enough PPE per guidelines from SED.

16. How will the District/school plan meet the requirement to have a written
protocol for actions to be taken if there is a confirmed case of COVID-19 in
the school?
The District will follow guidance from local health department regarding contact
tracing, isolation and quarantine. These protocols will be included on the district
website. Individuals that need to be notified will be notified accordingly.

17. How will the District/school meet the requirement to conduct required
school safety drills with modifications ensuring social distancing between
persons?
Penfield CSD will conduct drills in the 2020-21 school year using protocols and
procedures to minimize the risk of spreading infection. Under the planned hybrid
model, the District will make certain that all students are receiving instruction in
emergency procedures, and participating in drills, while they are in attendance in-
person. Regardless of the modification used when conducting a drill, students will be
instructed that if it was an actual emergency requiring evacuation or lockdown, the
most imminent concern is to get to safety; maintaining social distancing in an actual
emergency that requires evacuation or lockdown may not be possible and should not be
the first priority.

18. How will the District/school plan meet the requirement to designate a
COVID-19 safety coordinator (administrator) whose responsibilities include
continuous compliance with all aspects of the school’s reopening plan, as
well as any phased-in reopening activities necessary to allow for operational
issues to be resolved before activities return to normal or “new normal”
levels?

Food Service Requirements
1. How will the District/school meet the requirement that social distancing is maintained
while eating in the school cafeteria; or if not possible, that meals are served in alternate
areas or during staggered meal periods?
Students will be seated 6 feet apart while eating in cafeterias. All other students will
eat meals in their classrooms, where desks are 6 feet apart. Meal periods have been
reduced and half of the student population will be attending. We will be suspending
use of common areas.

2. How will the District/school meet the requirement that sharing of food and
beverages is prohibited (e.g. buffet style meals, snacks), unless individuals
are members of the same household?
All meals served will be placed in sealed containers or bagged. Snacks and other a la
carte sales will be suspended for the time being. All vending machines, snack lines,
salad bars, and custom sandwich lines will also be suspended.

3. How will the District/school plan meet the requirement to provide all
students with access to school meals each school day? Plans should include:
a. students in attendance at school; and
b. students learning remotely
c. addressing all applicable health and safety guidelines
d. to protect students with food allergies if providing meals in spaces outside the
cafeteria
e. protocols and procedures for how students will perform hand hygiene before and
after eating,
f. How appropriate hand hygiene will be promoted, and how sharing of food and
beverages will be discouraged
g. protocols and procedures that require cleaning and disinfection prior to the next
group of students
h. arriving for meals, if served in the same common area
i. ensuring compliance with Child Nutrition Program requirements
j. protocols that describe communication with families through multiple means in
the languages spoken by families.

• Meals will be served on campus in sealed containers and bags.


• Students will either come to the cafeteria at their designated times for
distanced pick-ups or meals will be delivered to a classroom.
• Meals will made available in a grab-and-go fashion at designated
distribution sites.
• The food service team will collaborate with the District’s facilities
department regarding safety and health guidelines.
• The District will facilitate social distancing and student movement plans to
collaborate with meal service.

• The District will follow its current food safety plan and procedures and
follow CDC guidelines for cleaning and disinfecting.
• The food service team will collaborate with the District/building
administration to communicate applicable food allergies from a licensed
health care provider.
• The District/building will accommodate socially distanced dining spaces for
students with food allergies.
• The District/building administration will provide access to hand sanitizer or
hand washing before mealtime. Sanitizing stations will be available before,
during, and after mealtimes.
• Food service staff will provide reminders about the importance of not
sharing utensils, food, or drinks.
• Students will be required to maintain social distancing as specified in the
guidance.
• The food service team will develop systems to offer meals in compliance with
Child Nutrition Program requirements. Available and applicable waivers
will be utilized to deliver resources to students.
• The food service team will ensure food service communication in languages
spoken by families by utilizing USDA documents with available translations
as well as coordinating with the District resources for English as a Second
Language.

Transportation Requirements
1. How will the District/school meet the requirement that students must wear
a face covering to ride the school bus and wear it while entering, exiting, and
seated?
If students are not wearing a face mask when the board the bus, one will be given to
them by the bus driver or attendant. Students will be instructed that they must wear a
mask the entire time they are on the bus.

2. How will the District/school meet the following requirements?


a. students to wear masks and social distancing on the bus;
b. all buses (conforming and non-conforming to Federal Motor Carrier Safety
Standards, as well as type A, C or D) which are used every day by Districts and
contract carriers must be cleaned/disinfected once a day. High contact spots
must be wiped down after the am and pm run de-pending upon the disinfection
schedule. (For example, some buses might be cleaned between the am and pm
runs while other buses may be cleaned/disinfected after the pm run);
c. school buses shall not be equipped with hand sanitizer due to its combustible
composition and
d. potential liability to the carrier or District. School bus drivers, monitors and
attendants must not carry personal bottles of hand sanitizer with them on school
buses;

e. wheelchair school buses must configure wheelchair placement to ensure social
distancing of 6 ft.
Students will be required to wear masks and will be loaded from the back to the
front of bus and unloaded from front to back of bus. All students will have their
own seat when possible, unless they have a sibling on the same bus and then the
siblings will share a seat.
Buses will be disinfected every school day after morning runs and handrails will be
wiped down after each run.
Penfield CSD will make every attempt to place only 2 students in wheelchairs on a
bus at one time and limit the number of other students to no more than 6.

3. How will the District/school meet the following requirements?


a. School bus drivers, monitors, attendants and mechanics shall perform a self-
health assessment for symptoms of COVID-19 before arriving to work. If
personnel are experiencing any of the symptoms of COVID-19 they should notify
their employer and seek medical attention;
b. School bus drivers, monitors, attendants and mechanics must wear a face
covering along with an optional face shield;
c. Transportation staff (drivers, monitors, attendants, mechanics and cleaners) will
be trained and provided periodic refreshers on the proper use of personal
protective equipment and the signs and symptoms of COVID-19;
d. Transportation departments/carriers will need to provide Personal Protective
Equipment such as masks and gloves for drivers, monitors and attendants in
buses as well as hand sanitizer for all staff in their transportation locations such
as dispatch offices, employee lunch/break rooms and/or bus garages.
e. Drivers, monitors and attendants who must have direct physical contact with a
child must wear gloves.
The District will use Frontline or a comparable program for remote screening of staff
and students by parents at home. Any student not completing a screening at home will
be screened at school as soon as possible upon arrival.
Transportation staff will complete a health screening form before arriving at work. If
they arrive without a temperature check, a transportation supervisor will take their
temperature before their AM shift begins.
School bus drivers will wear masks when students are loading or unloading the bus.
Attendants will wear them at all times on the bus.
Transportation staff will be trained before the start of school.
Hand sanitizers will be placed in several locations at the bus garage.
Bus drivers and monitors will wear gloves when having physical contact with students.

4. How will the District/school meet the following requirements?
a. If the school District is in session remotely or otherwise, pupil transportation
must be provided to nonpublic, parochial, private, charter schools or students
whose Individualized Education Plans have placed them out of District whose
schools are meeting in in-person sessions when/if the District is not;
b. All students are entitled to transportation by the District to the extent required by
law. Transportation departments do not have the ability or the right to deny
transportation for children who are in foster care, homeless or attend private or
charter schools. Parents who may have missed the due date to request out of
District transportation due to a reasonable excuse may file a 310 appeal with the
Commissioner of Education.
Transportation will be offered all school days for public, private, parochial, charter
schools and students with IEP’s whenever school is in session (except for Penfield CSD
holidays, or when Penfield is not in session).

Instructional Requirements - SEL

How will the District/school ensure it meets the following requirements?


a. Ensure that a District-wide and building-level comprehensive
developmental school counseling program plan, developed under the
direction of certified school counselor(s), is reviewed and updated to
meet current needs.
The current Comprehensive School Guidance Plan will be reviewed as scheduled
through in-person or virtual meetings.
b. Establish an advisory council, shared decision-making, school climate
team, or other collaborative working group comprised of families,
students, members of the board of education, school building and/or
District/charter leaders, community-based service providers,
teachers, certified school counselors, and other pupil personnel
service providers including school social workers and/or school
psychologists to inform the comprehensive developmental school
counseling pro-gram plan.
Members of the 2019-2020 Advisory Council will be contacted to confirm membership
for 2020-2021. Members will participate in quarterly meetings to review progress
towards goals and review other variables impacting the plan.
c. Address how the school/District will provide resources and referrals
to address mental health, behavioral, and emotional support services
and programs.
The District will continue to update the comprehensive list (posted on District website)
of mental health, behavioral and emotional supports within Monroe County and
surrounding areas. All mental health providers (counselors, social workers,

psychologists) will continue to support all students with social-emotional needs as it
relates to their well-being and access to education.
d. Address professional development opportunities for faculty and staff
on how to talk with and support students during and after the ongoing
COVID-19 public health emergency, as well as provide supports for
developing coping and resilience skills for students, faculty, and staff.
Staff will be provided opportunities to participate in virtual and in-person professional
development that will assist them in supporting students, faculty, and staff during the
ongoing COVID-19 emergency. The District has numerous building and District level
teams to address individual and wholistic concerns as they relate to coping and
resiliency skills.

Technology Requirements
How will the District/school meet the following requirements?
a. Have knowledge of the level of access to devices and high-speed broadband all
students and teachers have in their places of residence;
b. To the extent practicable, address the need to provide devices and internet access
to students and teachers who currently do not have sufficient access; and
c. Provide multiple ways for students to participate in learning and demonstrate
mastery of Learning Standards in remote or blended models, especially if all
students do not yet have sufficient access to devices and/or high-speed internet.
The District issued a survey to gather data from families regarding the individual
device and internet access needs of each student. Similar information will be gathered
for staff. All teachers are provided with a laptop by the District. Students needing a
laptop and internet access will be provided such by the District to the greatest extent
possible, given the availability of these devices. All staff will be working from campus
to allow for equitable internet access.

Instructional Requirements
1. How will the District/school meet the requirement to ensure that
instruction be developed so that whether delivered in-person, remotely, or
through a hybrid model due to a local or state school closure, there are clear
opportunities for instruction that are accessible to all students? Such
opportunities must be aligned with State standards and include routine scheduled times
for students to interact and seek feedback and support from their teachers.
All instruction will be delivered based on units developed in alignment to the
appropriate learning standards, regardless of delivery model. Teachers will interact
directly with students multiple times per week to provide instruction, feedback and
support in-person and remotely while employing the hybrid instructional model and
remotely when employing a remote model.

2. How will the District/school meet the requirement to ensure that
instruction aligned to the academic program will include regular and
substantive interaction with an appropriately certified teacher regardless of
the delivery method (e.g., in person, remote or hybrid)?
The District is unable to meet the required social distance guidelines to provide full-
time, in-person instruction for all students.
Under the hybrid model, students will receive in-person instruction two days per week,
remote instruction three days per week, and virtual “check-in” opportunities on days
scheduled for remote learning.
Under the remote learning model, students will interact with teachers remotely,
following a modified version of the hybrid instructional model.

3. How will the District/school meet the requirement to create a clear


communication plan for how students and their families/caregivers can
contact the school and teachers with questions about their instruction
and/or technology? This information needs to be accessible to all, available in
multiple languages based on District or charter school need, widely disseminated, and
include clear and multiple ways for students and families to contact schools and teachers
(e.g., email, online platform, and/or by phone).
The District will post the email address and phone number for the technology helpdesk
on its website. Students and families can also contact teachers and administrators
directly via phone and/or email to seek assistance as needed. This information will be
accessible to all, available in multiple languages based on need, and widely
disseminated.

4. How will the District/school meet the requirements to provide flexibility of


instructional delivery to students unwilling or unable to attend school in-
person?
Students and families have the option to engage in the hybrid instructional model or a
fully remote instructional model.

5. For grades 7-12 only: How will the District/school meet the requirement to
ensure that the instructional experiences, when considered as a whole, are
comparable in rigor, scope and magnitude to a traditionally delivered (180
minutes/week) unit of study?
Teachers will develop and facilitate instructional experiences so there is continuity of
learning whether students are learning in-person or virtually.  These instructional
experiences are defined as time engaged in standards-based learning under the
guidance and direction of a teacher and might include, but are not

limited to, completing online modules or tasks; viewing instructional videos;
responding to posts or instructor questions; engaging with other class participants in
an online discussion; conducting research; doing projects; or meeting with an
instructor face to face, in-person or via an online platform or by phone. 

6. How will the District/school meet the requirement to prioritize in-person


instruction for high-needs students, such as students with disabilities,
English Language Learners and those from low-income families?
SWDs who are predominantly in self-contained settings will be receiving in-person
instruction daily. The District will ensure that ELLS receive all services required. The
District will continue to provide response to intervention services to students according
to established criteria.

7. How will the District/school meet the requirement to ensure continuity of


instruction for special areas?
Instruction in special areas will continue in both in-person and remote formats.

8. How will the District/school meet the requirement to ensure continuity of


instruction/opportunities for CTE and work-based learning?

CTE coursework will continue to be taught by certified CTE teachers employed by


PCSD. The district will continue to have our work-based learning coordinator
collaborate with local businesses and community partners to design and supervise
work-based learning experiences appropriate for our students. These experiences may
occur at businesses in-person (onsite), remotely, or a hybrid of some onsite with some
remote. Clear safety protocols that meet NYS Department of Health guidelines will be
established and communicated to students and instructors participating onsite.
Priority for experiences will be provided to students needing work-based learning
hours to meet graduation requirements.

9. How will the District/school meet the requirement to ensure the provision
of Academic Intervention Services/Response to Intervention services?
The District will continue to provide response to intervention services to students
according to District established criteria.

10. How will the District/school clearly articulate assessment and grading
practices?
Summative and formative assessments will be administered to students and evaluated
by teachers. Students will receive grades and/or feedback regarding their completion
of these assessments. Grades will be determined based on student performance on

assessments, as well as projects and other assignments. It is encouraged that
homework be used as practice and an opportunity for feedback, having minimal
impact on students’ overall grades. Standards-based instructional practices are highly
encouraged.

11. How will the District/school meet the requirement to develop a mechanism
to collect and report daily teacher/student engagement or attendance
regardless of the instructional setting?
Teachers will record in-person attendance and attendance in direct remote learning
sessions in Infinite Campus. Teachers will also use the completion of independent
remote learning activities to record attendance in Infinite Campus.

Instructional Requirements – Special Education


1. How will the District/school meet the requirements that whether services
are provided in-person, remote, and/or through a hybrid model, they must
address the provision of FAPE consistent with the need to protect the health
and safety of students with disabilities and those providing special
education and services?
Students will receive special education services that reflect their most recent finalized
Individualized Education Program (IEP) as determined by the Committee on Special
Education (CSE). Any Variance to IEP compliance will be in response to emergency
Department of Health orders.

2. How will the District/school meet the requirements for meaningful parent
engagement in the parent’s preferred language or mode of communication
regarding the provision of services to his/her child to meet the
requirements of the IDEA?
The District will continue to use the student management (Infinite Campus) and IEP
(Frontline) system to record individual language preference for families. The District
will continue to use translation and interpreter services to provide communication in
their preferred language.

3. How will the District/school meet the requirements for collaboration


between the committees on preschool special education (CPSE) and
committees on special education (CSE) and program providers representing
the variety of settings where students are served to ensure there is an under-
standing of the provision of services consistent with the recommendations
on individualized education programs (IEPs), plans for monitoring and
communicating student progress, and commitment to sharing resources?

The District will continue to work collaboratively to support a consistent continuum of
services for preschool and school-age students. Parents and providers may request a
Committee on Special Education (CSE) meeting at any time to review current
programs, related services, supports and accommodations.

4. How will the District/school meet the requirements to ensure access to the
necessary accommodations, modifications, supplementary aids and
services, and technology (including assistive technology) to meet the unique
disability related needs of students?
Access to necessary accommodations, modifications, supplementary aids and services,
and technology to meet unique disability needs will continue to be provided as
determined and stated on Individual Education Programs (IEP)s. Any Variance to IEP
compliance will be in response to emergency Department of Health orders.

Instructional Requirements – English Language Learners


1. How will the District/school meet the requirements to document the
programs and services provided to students with disabilities as well as
communications with parents, in their preferred language or mode of
communication?
Student schedules will serve as documentation of the programs and services provided
to ELLs and ELLs with disabilities.
The preferred language and mode of communication of the parent(s) or person(s) in
parental relations of ELLs will be maintained in the student’s permanent record and
updated annually. All orientations, meetings, and communications shall be conducted
with a qualified interpreter/translator in the language or mode of communication the
parent or person in parental relation best understands.

2. How will the District/school meet the requirements to complete the ELL
identification process within 30 school days of the start of the school year
for all students who enrolled during COVID-19 school closures in 2019-20,
as well as all students who enroll during summer of 2020 and during the
first 20 school days of the 2020-21 school year? After this 20-day flexibility
period, identification of ELLs must resume for all students within required 10 school
days of initial enrollment as required by Commissioner’s Regulations Part 154.
The screening of students who enrolled during the 2019-2020 school closure, as well as
students enrolling during the summer of 2020 will be conducted through the three-
phase process required by Commissioner’s Regulation 154-1 & 2, by a “highly qualified”
teacher or staff member who is certified as a teacher of English to Speakers of Other
Languages and in the language and mode of communication preferred by the parent(s)

or person(s) in parental relation to the student, using a translator as required. This will
include:

• Administration of the Home Language Questionnaire


• Individual Interview with the student and review of the student’s abilities
and/or work samples of reading and writing English and in the home
languages, as well as math
• Administration of the NYSITELL
• For students who enrolled during the 2019-2020 school closure, the
screening process will occur 30 school days prior to the start of the school
year. For students enrolling during summer 2020, the process will occur
during the first 20 school days of the 2020-2021 school year.

3. How will the District/school meet requirements to provide required


instructional Units of Study to all ELLs based on their most recently
measured English language proficiency level during in-person or hybrid
instruction?
All required units of study, as determined by the student’s proficiency level, will be
provided to ELLs in a hybrid model which will include live instruction with a certified
ESOL teacher and digitally supported instruction with a certified ESOL teacher. ELLs
will continue to receive both integrated and stand-alone instruction as determined by
their proficiency level.

4. How will the District/school meet the requirements to maintain regular


communication with the parents/guardians of ELLs to ensure that they are
engaged in their children’s education during the reopening process and that
all communications for parents/guardians of ELLs are in their preferred
language and mode of communication?
The preferred language and mode of communication of the parent(s) or person(s) in
parental relations of ELLs will be maintained in the student’s permanent record and
updated annually. All orientations, meetings, and communications, including the
District’s reopening process, shall be conducted with a qualified interpreter/translator
in the language or mode of communication the parent or person in parental relation
best understands.
District staff will individually meet with the parent(s) or person(s) in parental relation
of ELLs at least once a year, in addition to parent-teacher conferences, quarterly
progress meetings or other such scheduled meetings provided for parents or persons in
parental relation of all students, to discuss the goals of the program, their child’s
language development progress, their child’s English language proficiency assessment
results, and language development needs in all content areas. This additional meeting
shall include all school staff necessary to sufficiently inform the parent(s) or person(s)
in parental relation about the child’s language development in all content areas in
English and in the child’s home language in the case of students enrolled in a Bilingual
Education program. Such meeting shall be conducted with a qualified

interpreter/translator in the language or mode of communication the parent or person
in parental relation best understands.
The parent or other person in parental relation of a student designated as an ELL, who
is a new entrant, shall be provided a high quality orientation session on the state
standards, assessments, and school expectations for ELLs, as well as the program goals
and requirements for Bilingual Education and English as a New Language (ENL)
programs, as prescribed by the commissioner. Such orientation shall occur prior to a
student’s enrollment in a program provided that a student shall not be withheld from
timely program placement if a parent or person in parental relation does not attend an
orientation session. Such orientation shall be provided in a language or mode of
communication that the parent or person in parental relation best understands.

Other Requirements
1. How will the District/school meet the requirement to provide
accommodations to all students and staff who are at high risk or live with a
person at high risk?
Students who are at high risk or live with a person who is at high risk may be provided
with additional PPE or will have the option to engage in a fully remote instructional
model. Staff who are at high risk or live with a person who is at high risk may be
provided with appropriate additional PPE.

2. How will the District/school meet the requirement to include a process in


reopening plans for if/when COVID-19 cases are discovered, including
closing areas/classes where individuals were infected, or the entire school
in consultation with the local health department?
The District will consult directly with the county and State health departments
regarding reopening plans for if/when COVID-19 cases are discovered, including
closing areas/classes where individuals were infected, or the entire school.

3. How will the District/school meet the requirement of having


communications plan for students, parents/ legal guardians, staff, and
visitors?
All communication will be posted to the District website. Updates to plans will be
provided via regular messages from the Superintendent and building principals. These
will also be posted to the District website.

4. How will the District/school ensure the requirements to, pursuant to


Education Law 3012-d, fully implement its currently approved APPR?
The District will fully implement the locally negotiated APPR plans as required.
