During this unprecedented time of uncertainty and change, we are reminded of what is most important —
the health and well-being of all of you, your loved ones and your relationships. At EZTracker, our hearts and
minds go out to every individual affected by COVID-19 and we are grateful for all the efforts - across the
board - undertaken to stem the spread.

We’ve heard from many of you and are encouraged by the fairly optimistic perspective. Our message has
been to keep the long game in mind when investing your 401k, but we understand that everyone has
different needs and situations. We do not make decisions based on anyone’s risk tolerance or age. That’s
up to you to determine. EZTracker tries to arm you with the tools necessary to control your own portfolio in
a diverse and well-balanced way.

That being said, many have stayed the course, a portion have re-assessed their risk tolerance and shifted
down their market exposure, and some have gone to cash (or similar). While market timing is extremely
difficult, we lay out a menu of different options below for our subscribers so you can make the best
decisions: As part of the rebalancing of certain EZTracker Model Portfolios, we (A) upgrade the Int’l
position into US Large Cap Growth (as we see the US in time should come out of this stronger than the
international community overall), and we (B) make defensive shifts to our fixed income allocation in certain

We understand that the wide effects of the pandemic - not only loss of jobs and reduction in work for
many of our subscriber partners, but a significant reduction in the value of many retirement portfolios -
create worry and anxiety about the future, and hope that this newsletter can be both informative and
educational. While we don’t have all the answers, we will attempt to address some questions that we have
come across.

The Pandemic
For more than two months now, the world has moved to the drumbeat of increasingly bad news about the
coronavirus pandemic. As of yesterday (Saturday) evening, it had affected over 123,000 people
domestically and 663,000 worldwide. In order to stem its spread, many US states have enacted social
distancing, eliminating person-to-person interactions to a material extent. In many respects this has
drastically reduced much US commerce including all but eliminating retail transactions (apparel,
accessories, luxury goods), travel, transportation, restaurants, and professional sports. It has also forced
families with children into panic-mode home-schooling, which may leave the largest scars for parents if
this global lock-down persists for a long time!

Because the rate of virus growth remains high and social distancing measures are expected to continue for
the foreseeable future, we believe that volatility will continue and that things may get worse before they
improve. But thanks to last week’s $2 trillion rescue package and Fed injection of unlimited liquidity (see
Q&A for info), the Dow rallied more than 20% off its lows (though it still remains down 24% on the year).
The Fed and government seem to be attacking the financial affects of this pandemic by “throwing the
kitchen sink” at it, but the facts are clear - this is a health crisis that needs to be controlled or else it could
become a long-term financial crisis. By proving that the government is willing to do “whatever it takes”, we
see short-term market support which should give some confidence to equity investors, who continue to
look for any indications that the coronavirus spread is slowing in the U.S. and around the globe.

Questions & Answers
What were some of the government steps including last week’s Rescue Package?
According to Barron’s, with the US Fed & Congress’ robust action to shore up financial markets and give
American businesses a lifeline, they have likely kept the US economy from sinking into a prolonged
recession. The Fed acted with unprecedented speed once it realized the scope of the problem: beyond
cutting short-term interest rates to near zero and launching an unlimited bond-buying program, it gave a
backstop to money-market funds, pumped cash into short-term funding markets and made dollars available
to foreign central banks. Last week’s $2+ Trillion Rescue Package included payments to individuals and
families; $500 billion for corporate aid; and an extension of unemployment benefits that could cost $260
billion.

What did the rescue package mean to Companies?


One of the largest sticking point in the rescue package negotiations was whether the emphasis should be
on saving companies or jobs (ie focusing on ownership or labor). A compromise was reached that allowed
for the $500 billion in corporate aid as mentioned above. Airlines got a lift from the $58 billion earmarked
to help them through the unprecedented shutdown in travel.

What did the rescue package mean to investors?


Investors welcomed the rescue, with the DJII rising 12.8% this week, its biggest one-week gain since 1938.
While the fiscal rescue package, in combination with the Fed’s monetary stimulus, was enough to rally the
market, it remains to be seen whether it is enough to plug the hole in the economy should the disruption
lasts longer than the market estimates. Although this is a positive step, the virus remains growing
domestically and internationally, so we can expect market volatility to continue.

Coronavirus is still a big problem. Should I sell now, even after the market has dropped 20%?
EZTracker’s model portfolios take the long term view based on the risk tolerance level that is appropriate for
your current situation. Your risk tolerance level should always be the determining factor as to what model
portfolios are appropriate. If you see markets drop and you cannot sleep at night, maybe your risk tolerance
level is not appropriate for your personal and family situation. As always, it is impossible to accurately
predict the markets highs and lows so EZTracker’s model portfolios do not try to do so.

Our years of experience in all types of markets (both positive and negative) have taught us that successful
investing remains a marathon, not a sprint. Therefore, it remains critical to stay invested, remain patient, and
stick to a plan. We ask that all our subscribers establish a personal risk target (Aggressive, Moderate, or
Conservative) based on your financial position, risk tolerance, and investment time horizon. Rest assured

What We’re Watching
Economic Data: Last week it was reported that 3.3 million people fi led for unemployment insurance in the
week ending March 21, dwarfi ng all previous highs. Even with this unprecedented surge, the S&P extended
its rally, as investors speculated the $2 trillion rescue package would lessen the pandemic’s toll on the
economy. Many economists say that the unemployment numbers will get materially worse in the coming
weeks, as businesses across the country continue to shut down.
Federal Reserve Chairman Jerome Powell stated this week: “This is a unique situation. People need to
understand, this is not a typical downturn… At a certain point, we will get the spread of the virus under
control. At that time, confidence will return, businesses will open up again, people will come back to work…
So you may well see a significant rise in unemployment, a significant decline in economic activity. But there
can also be a good rebound on the other side of that.”
Index and Sector Analysis: As expected during such a month, all 11 Sectors were down and are now down
for the year. Utilities is the best-performing sector (-12.9% YTD), followed by Technology. The Tech sector is
made up of fi rms that actually benefi t from social distancing such as Netfl ix, Amazon, Facebook, Google,
Microsoft, and Apple. While many have cut their short term forecast recently, when the economy does
eventually improve, Big Tech could benefi t from changes in consumer habits. It is for these reasons we
continue to overweight Technology and Communication Services in our EZTrackerETF newsletter. Similarly,
high demand for essential goods may lead Consumer Staples to continue to outperform the broader market
in the near term. The worst performing sectors are Energy (-51.7% YTD) and Financial Services (-31.1%).
Energy was hit by the oil price war between Saudi Arabia and Russia that fractured OPEC+, and Financial
Services was hit hard by the sudden swift reduction in rates.

Fixed Income: Demand for safer assets continue to keep yields low, with the 10-year treasury yield closing
at 0.72%, which is a decline of 1.20% from the start of the year. With the Fed announcing unlimited bond
purchases to prevent the U.S. economy from spiraling into a depression, it is effectively doing “whatever it
takes” to shore up credit markets and liquidity. Volatility has remained high, however, with 10-year yields
moving by over 10 bps (or 0.10%) per day in 11 out of 21 days.

Making Portfolio Changes
Exchanging one fund for another

The following are directions for making changes on the Empower website for followers of the
Aggressive, Moderate or Conservative Portfolios.

1. Log into the Empower website, blueretirement.com


2. Click on “My Accounts” at the top of the page.
3. Under “Investments” in the left column, click on “View/Manage my Investments”.
4. Click on “Change My Investments” in the blue box.
5. Select “Change how my current balance is invested”. Click “Continue”.
6. In the left column are your current funds.
7. In the left “Percentage” column, indicate what percentage of the fund you want to transfer out of.
8. In the right “Percentage” column, indicate what percentage of the fund you want to transfer in to.
9. Click “Review Transfers”.
10. Click “Submit”.
11. This adjusts your current holdings. The next step is to adjust your future contributions. Click on “My Accounts” at the
top of the page.
12. Under “Investments” in the left column, click on “View/Manage my Investments”.
13. Click on “Change My Investments” in the blue box.
14. Select “Change how my future contributions will be invested’. Click “Continue”.
15. Under “Do it myself”, click on “Choose individual funds” in the orange box.
16. Click on “+add/view all funds” in the orange box.
17. Select the funds where you want future contributions to go. These should match the funds on page 6 of the
newsletter for the portfolio you are following.
18. Click “Add” in the blue box.
19. On the next page enter the numbers from the chart on page 6 of the newsletter in the column headed “Allocation”.
20. Click “Submit”.

REBALANCE your portfolio to match the chart on page 6
