Dear Bobbie Singh-Allen,

In a recent article published by the Elk Grove Citizen titled, ‘Mayor’s Associates Accused of
Harassment,’ you were quoted as describing the Hmong clan system as a “controlling and intimidating
system used to attack and silence women.”

Without a comprehensive understanding of the Hmong culture, you have emboldened racial attacks
against the Hmong community during a time when racial tensions have skyrocketed and Asian
Americans, in particular, are already experiencing a spike in hate crimes related to the global pandemic.

You violated all Educational Codes 200-262.4 and cf. 9271 - Code of Ethics when you made your
statement about the Hmong community and continued to engage in social media content where you
encouraged and supported discriminatory and racially charged statements about the Hmong culture. This
is unacceptable behavior of an elected official who serves in a position overseeing thousands of students,
many of whom are Hmong.

Due to the harmful impact your words and actions have had on the Hmong community here in Elk Grove
and throughout the larger Sacramento region, it is clear that you have a blatant inability to create a safe
and positive learning environment for the diverse students of the Elk Grove Unified School District. We
no longer feel that our children are safe from discrimination while you remain a member of the school
board.

We hereby demand that you, Bobbie Singh-Allen:

1) Issue a formal apology to the Hmong community and undergo cultural sensitivity training, or
2) Resign your position as an Elk Grove Unified School District Board of Education Trustee.
