In absence of such appointment, the Owner will be considered as Engineer. 3.1.1.8 "Engineer’s Representative" means any person appointed by the Engineer to perform the ingineer’s duties. 3.1.1.9 "Inspection Authority"/"Inspector" means any person or authority appointed by the Owner for carrying out material and equipment inspection and testing. 3.11.10 "Specification" means the General and Special Conditions of the Tender, the general and special conditions of the contract the Technical Specifications and drawings issued with the Tender Documents as well as the Technical Data Sheets and Spare Parts lists and any other lists filled in by the Tenderer and approved by the Owner and all other general detailed specifications supplied to the contractor during the progress of the work. 3.1.11 "Letter of Award" means the letter issued by the Owner indicating his intention to award the contract to the Contractor and containing the notice to proceed with the work. 3.1.1.12 "Offer" means the proposal of the Tenderer submitted on the prescribed form setting forth the price(s) for the work to be performed according to the Tender Documents. 3.1.13 "Contract" means the formal binding agreement conducted between the Owner and the Contractor for supply and /or of all works specified in the Contract Do¢uments. the final references for rights e Owner and Contractor.
