July 2020

Arrivals in the Aegean islands show a 90% decrease in the last quarter of 2020 (May-June-July), compared to the corresponding
period of 2019. Despite the difficulties in transportation due to Covid-19, transports in the last quarter of 2020, increased by
370% compared to the corresponding period of 2019. Specifically, 9,929 people were transferred in the last three months of
2020, when last year in the corresponding period 2,114 were transported. From January to July 2020, 21,686 people were
transported to the mainland. The RIC residents decreased in the period between 1/1/20 and 31/7/20 by 32.2% and the total
residents in the islands decreased in the same period by 29.6%. Pending asylum decisions (first and second degree) decreased
by 3.6% in July compared to June 2020. Today, 98,279 decisions are pending compared to 138,125 in December, a decrease of
29%.

June. In the last quarter of 2020 (May - July), the decrease in flows compared to the corresponding period of 2019 was
90%.

ΙΙ. Transfer to mainland

Transfers to the mainland in July 2020 amounted to 4,430. From the beginning of the year the total reached 21,686.
It is pointed out that the transfers for the whole of 2019 had reached 21,504. That is, only in the first seven months
of 2020, the number of transports made from the islands to the mainland, exceeded the total of all transfers made
last year within 12 months. Also, in July 2020 compared to June 2019 transfers increased by 31%.

The decrease of all residents on the islands continued further for July 2020 (-25.3% compared to May). Specifically,
the total reduction from 1/1/2020 to 30/07/2020 was of the order of -29.6%.

IV. Returns - Departures

In July 2020, the departures from Greece to third countries outside the EU, as well as to member states of the European
Union are the following:

• 334 forced deportations and returns of third country nationals, based on agreements of the European Union and
bilateral agreements of our country.
• Returns under the EU - Turkey Joint Declaration have not been made since March due to Covid-19. It should be noted
that despite the lifting of the measures for the pandemic, from 01/06 the requests of missions-returns of the Greek
authorities have not been answered.
• 129 voluntary departures through IOM.
• 106 voluntary departures of immigrants from our country to their countries of origin.
• Under the Dublin Regulation, 239 transfers have taken place to Member States of the European Union.
• Regarding the relocation of minors with a serious medical condition or other vulnerability, 173 people have been
transferred, accompanied by their families, to Germany.
• On 7 and 8 July, 49 Unaccompanied Minors were relocated to Portugal and Finland.

A total of 1,030 people left the country in July.

V. Distribution of Resident Asylum Seekers by Region

The goal of the Government is the equal and fair distribution (1%) of asylum seekers in all the Regions of the country,
with the exception of the first reception points. There was a general decrease in most regions. It is pointed out that
the decrease throughout the country in relation to 31/12/2019 (total 92,838) was 7,265 people in total (decrease of
8%). The distribution on 31/7/2020 follows.

VI. Asylum Decisions and Pending Decisions of 1st & 2nd Degree

Pending asylum decisions (first and second degree) decreased by 3.6% in July compared to June 2020. Today, 98,279
decisions are pending compared to 101,901 in June. The difference in the total pending decisions in July 2020,
compared to December 2019 is of the order of -29%. It is noted that for the quarter May-June - July 2020, first degree
asylum decisions increased by 106% compared to the corresponding period of 2019.

VII. Helios Integration Program

Helios is a Greek integration program for beneficiaries of international protection, funded by the European Union. The
purpose of the program is to promote the independent living of the beneficiaries which is implemented:
• with housing support
• through integration courses (learning the Greek language, enhancing social skills)
• promotion in the labor market
• raising awareness of the local community and promoting social cohesion

The Ministry of Immigration and Asylum monitors the implementation of the Program, which is implemented by the
International Organization for Migration.

From 16-07-2019 until 31-07-2020, 13,251 people have registered in the program, while 3,623 recognized refugees
receive financial assistance for renting a house. In July, in the housing part of the Helios program, the new leases
increased to 1,015, from 921 in June 2020. The increase in leases for the second consecutive month, highlights the
interest and care of the State for the recognized refugees leaving the Structures. and for the ESTIA program. At the

same time, 1,337 beneficiaries of international protection have been enrolled in the integration courses and 1,409
people are attending counseling seminars on work orientation issues.
