LIFTING, RIGGING AND SLINGING CLASSIFICATION OF LIFTING OPERATION The classification of the lifting operation is an essential part of the initial planning activities. Lifting operation is classified as routine or non- routine/complicated. 6.1.1 Routine Lifts Routine lifting operation are types of lift that are undertaken on a regular basis and will generally include all normal cargo handling operation such as loading containers or loading pipe tubular. They will be uncomplicated lifts using basic rigging practices where the loads are stable, have no difficult access problems and special permits are not required for handling hazardous substances, working at height, etc. 6.1.2. Non Routine / Complicated Lifts All lifts which cannot be defined as routine are classed as Non- Routine / complicated, such classes of lifts include: ® Loads equal to or grater than 10 Tones (heavier containers supplied with dedicated rigging are exempt and may be considered routine lifts) Loads with awkward shapes. Loads with the enter gravity above lifting points. Load with offset center gravity. The competent person will be aware that the generic plan / risk assessment exist People involved in the lifting operation will understand their roles and responsibilities and will discuss, as required, the relevant issues at the toolbox talk prior to performing the task. All controls describe in the generic plan must be observed, Non-Routine / Complicated Lift Planning Non-Routine / Complicated lift are specifically planned by the competent person for that particular lift. The method will be detailed ina Specific written lifting plan which will be subjected to a specific risk assessment. Again, the people involved in the lifting operation. must be fully briefed on the task during a toolbox talk prior to the lifting operation UNDERTAKING THE LIFTING OPERATION There are a number of general rules that shall be observed prior to carrying out any lifting operation All lifting operations shall be proceeding by a toolbox talk that discusses details of the task and safety measures. All maintenance/ inspections must be documented. * Signs and barricades should be erected to protect uninvolved personnel within the work area of the lifting equipment. * Manufacturers’ rated capacity for each crane, forklift, mast section or similar hoist, must be permanently and legibly marked. «The use of ropes, chains, slings, and associated fittings shall be in accordance with the manufacturers’ recommended guidelines, © Atag lines to sufficient length to ensure the load controlled and can not struck against, shall be used where a danger is created by the movement of a load. Risk assessment of specific task may dictate modification or addition to these rules: © Certified transportation frames are considered est. practice for smaller dimension tubular. © Only tubular of the same diameter should be bundled together. * Tubular should always be slung with two (2) slings, each of the same length and with a suitable Working Load Limit (WL). © Sling should be placed at equal distance (approximately 25%) from the end of the load. They should be double wrapped and chocked around the tubular © Excessively long tubular bundles may have tag lines attached. This should be subject to a risk assessment. « Care should be taken on removing slings due to stowage movement. © Tubular ‘stacks’ should be segregated y pipe posts if available. © The bottom stow of tubular should be individually ‘choked’ or secured by other mechanical means to stop movement. © Whilst loading, consideration should be given to the installation discharging sequence Whenever practicable tubular should be bundled in ‘odd’ numbers 7.2 BASKET TRANSFER OF PEOPLE / PERSONEL BASKET A All Personnel Transfer Basket transfer should be following the principles: © The crane must be suitable for man riding applications © The basket must be remaining in full view of the crane operator all the times, 700-7-075 Rav. 2 SSP -Lifing, Rigging ane Calor Coalng G BT. The people shall be instructed as to the correct method of holding on to the basket ad their position on the basket While transferred people should know about weather condition (wind speed below 20 knots). HANDLING OF PALLETS Siores and project equipment are often delivered on wooden pallets. The following principles shall be applied before transferring the loaded: Before lifting, inspect the pallet from damage. If there is doubt as to its integrity, the load should be transferred to a suitable pallet or alternative lifting container. The faulty pallet should be scrapped. Don't use soft slings through the pallet, The lift would tend to compress the pallet which may lead to its destruction. Additionally rough wooden edges will chaff and damage the fiber sling. Instead use a proprietary pallel lif ing device. Special consideration should be given to the route through which the load is transferred particularly if chemicals are involved and there is a possibility of spillage Materials on the pallet should be secure so that there is no possibility of them slipping off during the lift by using a surroundings net or cage. Avoid the use of banding as it also can put undue stress on the pallet. Do not over load the pallet or stack things such that they could easily topple. As a general rule keep the height of the loaded material less than the base width of the pallet. 700-P-036 Rev. 2 SSPM-Liting, Rigging And Caler Coding STANDARD SAFETY PROCEDURE MANUAL LIFTING, RIGGING AND COLOR CODING pr gpeKrra DOGUNENT NUMBER REV DATE SHEET 301)981N0 TOP 2 31 Jon 2013 oof 18 LIFTING EQUIPMENT RULES 8.4 SLINGS AND SHACKLES Checks by a competent person prior to the attachment and use of slings and shackles include: ‘© Confirmation that color coding (where applicabled is current and the sling has a visible unique number and Safe Working Load (SWL) mark. «Examination for wear, corrosion, abrasion and mechanical damage, which may render the slings unsafe. «Confirmation that the sling set is correctly fitted (no twists in the legs). * Confirmation that te SWL capacity for the sling set at each side of the load is adequate for the entire weight to be lifted. © Confirmation that the pin size and type is correct for the type of the shackle. + Make sure the safety pin working properly and also securing device (wire housing, ete). The preferred style of shackle is the bow or anchor type fitted with a afety pin, that is bolt, nut and split pin, The bolt or pin shall be of the same material as the body of the shackle. The crane hook link (Master Link) should have a minimum of 170mm x 240mm to minimize the risk of trapped fingers when attaching the hook to the lifting arrangement. 8.2 WIRE SLINGS A recognized standard (such as BS 1290) which specifies the dimensions, construction safe working loads, testing and marking of wire slings for general lifting purposes must be used : | © All sling legs, which are connected directly to master links or to shackle, should have thimbles fitted to reduce the bend radius on the wire an increase their serviceable life. i © All containers must be fitted with a top lifting set leg or fifth leg and master tink, design to hang over the side of the unit to assist in its 700-015 Rev 2 SSPIA--Liting, Rigging aed Color Coding STANDARD SAFETY PROCEDURE MANUAL, LIFTING, RIGGING AND COLOR CODING DOCUMENT NUMBER REV DATE, SHEET 700--018 2 31 Jan 2013 1001 13 hook up. In effect, it eliminates the need for people having to climb on top of containers to attach or detach the crane hook © There is recommended minimum wire rope diameter of 13 m allowed for wire rope slings. CHAIN SLINGS ‘The use of lifting arrangement made up of chain slings may be used subject to the following precautions: © All arrangement is correctly certified in accordance with the relevant Regional Legislation. © Chain and components employed in the make up of the arrangements are constructed from alloy grade 80 (or better), and having metallurgical properties suitable for working in extremely cold condition (-20) © All connection is compatible and fit for the purpose intended. 8.4 FIBRE SLINGS Cortified fiber slings, with adequate site control, may be suitable for certain lifing operations at the dockside, onboard the ship or the barge. All users shall be aware of that fiber stops are particularly susceptible to damage and present a potentially higher risk. It is very important that they are thoroughly inspected prior to and after usage. Users of such slings must take the following precautions as a minimum: » Only use new certified strops for specific lifting operations. The loads, including dynamic factors, should be well within the strops certified working load limits. «Inspect the strop thoroughly prior to the lift for signs of damage such as cuts, tears, chaffing, burst stitching or foreign body particles in the fibers. Strops, which are damages, are unsafe, and must be destroyed to prevent further usage. | + Keep them free from surfaces where they can become contaminated with oil or grease or other chemicals which can degrade the fibers significantly «Ensure that they are kept clear of sharp edges which can cut into the fibers. 700P-078 Rev. 2 SSPI- Liting, Rigging and Coir Couing Tie. | STANDARD SAFETY PROCEDURE MANUAL ’ | LIFTING, RIGGING AND COLOR CODING DOCUMENTNUMBER | REV DATE, SHEET 700-P-015 2 31 Jan 2013 tof 3 It is recognize that soft strops are used for many general lifting applications. in cases where the strop can be used in an ad-hoc way, they shall be down rated to 50% of their stated SWL. This requirement shall be clearly identified in generic lifting plans. 8.5 HEAVY LOAD DEFINITION /\ wine toad ic equal to or greater than 10 tones, it must be considered as “HEAVY” and accompanied by a specific lifting plan. (Regular heavier containers supplied with dedicated rigging are exempt). 8.6 USE OF TAG LINES A /A\ The use and length of tag lines should be considered only if they allow people to be placed in safe positions which minimize the risk of harm. The risk assessment process must take account of all the involved people's positions, the potential dynamic forces and the possibility of snagging on appurtenances. When the tag lines are secured to a fixed point, ensure | thal it is strong enough to resist the potential dynamics forces. Never take wraps of tag lone around a hand or any other part of the body, to gain extra purchase. Recognize that the tag line could pull tight suddenly due to lift dynamics on a moving position, making it difficult to release. 9.0 COLOUR CODING (MARKING) FOR THE LIFTING APPLIANCES ['\ Only tifting equipment, which has a current “certificate of test and examination’, ar “Letter of Conformity” may be used on any of the PT. Spektra Solusindo. A color coding system should be used in conjunction with the fest and examination requirement to assist in identifying certified lifting equipment. Color coding for lifting equipment at any one time, shail be one of four (not black or purple). The ship or barge may determine their own color scheme for specific periods but the colour designation and validity period must be clearly displayed at all location where lifting operation are conducted. (It is suggested that Green, Blue and Yellow are rotated and Red is used for defective / quarantined equipment. Note that fiber slings should not be painted with a color as the paint contaminates the fibers potentially resulting in loss of strength. Slings may be fitted with a plastic tag which allows the color to be identified, The colors shall be rotated after each periodic examination. The equipment shall be clearly identified. Transit sling and hired lifting equipment should be given a Black Color coding to differentiate from the ship / barge / base lifting equipment.
