IN RE: ARTHUR CASTILLO REYES, 1993

FACTS:

Arturo Castillo Reyes graduated from UP College of Law and passed the bar
in 1939.
He thereafter served in the US Armed Forces and became eligible for citizenship
under the 1990 US Immigration Act.
He became naturalized citizen of the US in 1993. The petitioner however
continues handling cases in his private practice of law.

ISSUE:
Whether or not petitioner is not allowed to practice law.

RULING:
No. Only Filipino citizens may practice law in the Philippines. This
requirement is prescribed by the Constitution, Article 12 section 14 (2) “The
practice of all professions in the Philippines shall be limited to Filipino citizens,
save in cases prescribed by law” and the Rules of Court 138 Section 20 (a) To
maintain allegiance to the Republic of the Philippines and to support the
Constitution and obey the laws of the Philippines.
