Permittee and all participants authorized therein must comply with all of the conditions of this permit and with all reasonable directions of the United States Park Police 2. All sidewalks, walkways, and roadways must remain unobstructed to allow for the reasonable use of these arcas by pedestrians, vehicles and other park visitors. PERMITTEE IS RESPONSIBLE FOR READING AND ADHERING TO ATTACHED ADDITIONAL CONDITIONS. It is recommended that permittee follow COVID 19 CDC guidance while operating under this permitted activity. ADDITIONAL CONDITIONS PERMIT #20-2098 MARYLAND REPUBLICAN PARTY LAFAYETTE PARK, EAST SIDE AND SOUTHWEST QUADRANT AND FREEDOM. PLAZA AUGUST 25 AND AUGUST 27, 2020 Overall Time Line: At each location: August 25 12:00 pm — 11:59 pm August 27 1:00 pm — 11:59 pm Overall Site Coordinator: Corine Frank: Specific Conditions for Freedom Plaza: This permit authorizes the use of Freedom Plaza for a demonstration in support of President ‘Trump. Permittee states participants will chant, carry signs and banners and two — three bull homs will be used for sound amplification. Stated number of participants: 2500 Set =e ip: Eight (8) portable restroom. 20% must be ADA. ‘One (1) hand washing and hand sanitation station Signs/banners Two-Three (2-3) Bull hos Permittee must provide portable restrooms and hand washing/hand sanitation station Set up on the east sidewalk of Freedom Plaza A. Permittee must provide all necessary equipment to conduct activity. All equipment must be removed immediately after the conclusion of the activity. Items left in the park will be considered abandoned property and will not be the responsibility of the National Park Service All equipment must be hand carried/hand carted to the event site. Driving or parking within the park is strictly prohibited. Permittee must provide unarmed security/volunteer to on sie at all times. B. Special attention is drawn to item #7, last page of permit, concerning sound amplification, C. A copy of this permit must be carried by the permittee while operating under the authority granted, D. Filming/Media; All equipment must be portable and self contained with all stands using rubber tips or matting as a base. All cables must be covered so as not to present a tripping hazard, All equipment must be hand-carried/hand-carted to event site. E. Activity cannot interfere with public visitation, All areas must remain open to the general public at all times. No impediment nor disruption of visitor/pedestrian traffic flow allowed. F. Public parking is allowed on a space available bases on city streets surrounding the park. G. Special attention is drawn to item #4, last page of permit concerning fees collected and donations solicited on park land. H. First Ai Permittee will be responsible for providing first aid service on-site at each permitted location. It is recommended that you consider the guidelines of the District of Columbia Department of Emergency Medical Services, who recommends for events less than 2,500 participants, permittee may rely on 911 response. |. Resource Protection: Pursuant to 36 CFR 7.96(g)(5)(xii) the alternation, damage, or removal of park resources or facilities is prohibited. No item, including signs or banners, may be attached to park trees, plantings, benches, or other park property. All equipment must be hand carried/hand carted onto Freedom Plaza. Driving on the plaza is strictly prohibited. Electricity is not available. Permittee may provide a hand carted generator for power. The re- fueling of generators and the storage of fuel on parkland is strictly prohibited. All cables must be placed in cable troughs to prevent trip hazards. Generators must be placed in containment troughs and safety cones placed around the generator for safety. Fire extinguishers must be within 5 feet of each generator. J. Permittee agrees to removing all trash and debris resulting from this permitted activity immediately following the conclusion of this event each permitted day. Clear plastic bags must be used to collect generated trash. K. Area Accessibility: Participants cannot block entrance walks, ADA ramps nor entrance doors at any given time. Permittee does not have exclusive use of the area including sidewalks and roadways. No interference with the pedestrian traffic and no blocking entrances or driveways allowed. No impeding vehicular traffic permitted. All areas remain open to the general public at all times, For sidewalks and entrances of 7 fect wide or larger, a 5 feet minimum clearance must be ‘maintained at all times to allow for two wheelchairs to pass each other. And for sidewalks and entrances of 5-6 feet wide, a 4 feet minimum width must be maintained at all times for wheelchair accessibility. L. The permittee will be responsible for any injuries and/or damages to government property occurring as a result of this permitted activity M, Glass beverage containers and balloons are prohibited on parkland. N. Demonstration Marshal Each of your demonstration marshals (15) will be identified by safety vests and will help maintain order among your participants. Demonstration marshals should be aware of their responsibilities and locations(s) where they will be stationed and have received from demonstration organizers adequate training and instructions. Demonstration marshals should be aware of the time and location of the assembly and any march routes, the location of any first aid stations, water, and toilets, be knowledgeable of the NPS permit conditions, be able to communicate with law enforcement, as well as what to do if they think they observe any problems. While demonstration marshals do not act as police, they do help maintain order among participants, explain to nonparticipants that a particular area may be under permit, and be able to alert their supervisor and the United States Park Police in the event that they observe a problem on Federal parkland, ©. Camping is prohibited. Camping is defined as the use of the park land for living accommodation purposes such as sleeping activities, or making preparation to sleep (including the laying down or bedding for the purpose of sleeping), or storing personal belongings, or making any fire, or using any tents or shelter or other structure or vehicle for sleeping or doing any digging or earth breaking or carrying on cooking activities. The above-listed activities constitute camping when it reasonably appears, in light of all the circumstances that the participants, in conducting these activities, are in fact using the area as a living accommodation regardless of the intent of the participants or the nature of any other activities in which they may also be engaging, P. Any further coordination regarding the permitted activity on parkland should continue to be through Sgt. Mahasin or Sgt. Eddie Burnett, U. S. Park Police, 202-610-7092 and Robbin Owen, Division of Permits Management at 202-245-4715. Specific Conditions for Lafayette Park-Southeast Quadrant: A. Participants (2500) will use the southeast quadrant of Lafayette Park without a speaker's platform, for a demonstration to support President Trump through chanting, carrying signs and banners, Permittee also states no set up will take place however two-three (2-3) bull homs will be used for sound amplification, *Note: Due to the possibility of Presidential movements, and Head of State visits, permitted activity may be temporarily moved and/or suspended. Stated number of participants: 2500 B, When one hundred (100) or more persons are participating in a demonstration in the Park, a temporary speaker's platform as is reasonably required to serve the demonstration participants is allowed as long as such platform is being erected, dismantled or used, provided that only one speaker's platform is allowed per demonstrating group, and provided further that such speaker's platform is authorized by a permit issued pursuant to paragraph (g) of 36CER §7.96, (Not authorized to use a speaker's platform nor stand-alone sound system on stands) C. Within Lafayette Park, the erection, placement or use of structures of any kind is prohibited ‘The term "structure" includes props and displays, such as coffins, crates, crosses, theaters, cages, and statues; furniture and furnishings, such as desks, chairs, tables, bookcases, cabinets, platforms, podiums, and lectemns, shelters, such as tents, boxes and other enclosures: wagons and carts; and all other similar types of property which might tend to harm park resources including aesthetic interes Tripods, tables, chairs, stand-alone portable sound system and stand alone sound systems, generators, restrooms, and stands are not allowed, D. Special attention is drawn to the last sentence item #7, concerning sound amplification, Noise level must not intrude upon surrounding areas and upon others in the park not involved with the event. Sound amplification cannot be directed towards the White House at any given time E, The use of hand-carried signs are allowed regardless of size. F. Signs that are not being hand-carried and that are no larger than four (4) feet in length, four (4) feet in width and one-quarter (1/4) inch in thickness {exclusive of braces that are reasonably required to meet support and safety requirements and that are not used so as to form an enclosure of two (2) or more sides) may be used in Lafayette Park, provided that no individual may have more than two (2) such signs in the park at any one time, and provided further that such signs must be attended at all times (the term "attended" is defined as an individual being within three (3) feet of his or her sign(s)), and provided further that such signs may not be clevated in a manner so as to exceed a height of six (6) feet above the ground at their highest point, may not be arranged or combined in a manner so as to exceed the size limitations set forth in this paragraph, and may not be arranged in such a fashion as to form an enclosure of two (2) or more sides. G. Balloons are prohibited on park land, H. A copy of this permit must be made available upon request and permittce must adhere to any and all instructions issued by the United States Park Police and/or by an official representative of President's Park. 1. Park Police personnel onsite for coordination and/or additional instructions concerning this permit. L. Camping is prohibited. No fee may be collected, donation solicited, or commercial activity conducted. The area should be left in substantially the same condition as it was prior to the activities authorized herein, and all litter shall be placed in the trash containers provided. ‘This permit is applicable only for the use of the area designated above, and during the times designated above, or in any area as may hereafter be designated by the United States Park Police, The use of sound amplification equipment, other than hand-portable sound amplification equipment to be used for crowd control purposes only, is prohibited on the White House Sidewalk (South 1600 Pennsylvania Avenue, NW., sidewalk between East Executive Avenue and West Executive Avenue). All sound amplification equipment shall be limited so that it will not unreasonably distur’ nonpatticipating persons in, or in the vicinity of, the area, The National Park Service reserves the right to immediately revoke this permit at any {ime should it reasonably appear that the public gathering presents a clear and present danger to the public safety, good order or health, or if any conditions of this permit are violated.
