Page 3 of 18 Rev. 03 Date : Oct 27th 2011 Lee ty Shaan Oil Record Book Entries (Part 1 - Machinery Operations) In an effort to improve recording, Danaos Shipping, In addition ta the related seminars which are held at regular intervals, has composed this booklet to act as an additional reminder to personnel in proper recording of waste stream releases related to machinery operations. ‘This booklet, in addition to the requirements of Annex I of MARPOL 73/78 consolidated edition 2006, including the Jan. 1% 2011 new codes resulting from the definition of sludge tanks and MEPC.1/Circ.736/Rev.1 & 2. In some cases, DSMS requirements are also incorporated herein, Since the requirements are part of the DSMS, the records in the ORB are compatible with the records in the other lag books (deck-engine-specimen forms), ‘This booklet is intended to be used as a guide for office and shipboard personnel. The ORB must be properly and accurately completed after every operation and signed by the responsible Officer. Master is to sign each completed page. ‘Capital letters should be used; (NO PENCIL-NO SCRAP ORB-NO BLANCO is allowed) ‘Any wrong entry should immediately be struck through by a single line in such a way that the wrong entry is still legible. The wrong entry will be signed and the new correct entry should immediately follow. In case a serious mistake Is discovered at a later stage, evidence will be required to prove that such an entry was wrong. Office should be advised immediately so that necessary instructions be given. These could include the drawing of a NON CONFORMITY note by the person discovering the mistake and/or the notification of the Flag Administration. Incineration of oily rags and used filters should be recorded in the Garbage Log Book and Engine Log Book only. ; | Recording of quantities retained in bilge water holding tanks listed | Oil Record Book | under section 3.3 of the IOPPC supplement is voluntary and not | required by the Convention. [ The recording of general maintenance rems pertaining to the OWS remains voluntary and this is not required to be recorded in the ORB. Danaos maintains these records in PMS through Job Cards, The discharge of any affluent containing chemicals or other substances in concentrations which may be considered hazardous to the marine environment Is NOT allowed. Any substances or oily residues which cannot be discharged in compliance with regulations should be kept onboard for discharge at reception | facilities. | Discharges | any discharge of oily mixtures (bilge water) is prohibited except when the following conditions are satisfied (MARPOL Annex I Reg. 15): a. Ship Is proceeding en route b. Oily mixture is processed through an oil filtering equipment meeting the requirements of Reg. 14.7 of Annex I. Bilge Water c. The Oil content of the effluent without dilution does not disposal exceed 15ppm regulations d. The oily mixture does not originate from cargo pump-room bilges in oil tankers e. The oily mixture, in case of oll tankers, is not mixed with oil cargo residues. f. The following applies; * Direct piping to the Standard connection on deck without any by-pass. Any existing flanges must be blanked off and welded. + No interconnection between Sludge and Bilge piping. Any DSMS Piping existing flanges must be blanked off and welded, + No By pass- of any kind - fitted to avoid the O.W.S. Flexible hoses are not allowed except for special purposes for which Fleet Managers approval must be granted. These must be stowed in store room with attached notice that they serve certain purpose. The following applies; * Should be secured. Plastic seals (tell tales), should be attached with serial number entered in the Engine log book on the date of last usage. The C/E is responsible for giving the relative instructions for disposal. Pay special attention to possible renewal of consumable parts such as desiccators etc. within time limits. Complete company Marpol form. Keep records of maintenance and if not mentioned in PMS write down in engine logbook, sending also relevant message to the Office. Check if Oil Content Meter is detecting emulsions (manufacturers manual versus used chemicals MSDS ). If not then you should be careful and detect source which should be diverted into drain tanks and thereafter to sludge tanks. Clarifications 1- In case that sludge is collected in drums (cleaning of cargo hold from accumulated HFO) and disposed to shore facilities, Code I can be used indicating Port-Date-Time and quantity. 2+ In case this sludge is collected from the sludge tanks into drumsas cleaning residues, then the procedure when disposing from sludge tanks through shore connection should be followed. However since this type of disposal is NOT contained in O.R.B. recommendations and therefore administration advice is required. 3+ In case that used lube oils are transferred to sludge tanks from sump tanks or other tanks not contained in IOPP form A, then Code I should be used. 4- There is no specific requirement to mention the ROB of bilges every week. It is a DSMS requirement and as per MEPC.1/Cire 640 any voluntary declaration of quantities retained on board in oily bilge water holding tanks should be made under operational section I of the ORB. 5- The sludge and bilge water from drains should not be recorded in the ORB as long as they are not triggered by crew action (j.e. non manual operation) by opening/closing valves. The filling of receiving tanks however should be recorded accordingly. 6- It is industry practice, that, in case of a wrong entry in any official logbook (including 0.R.B.), the following is applicable; a- It should immediately be struck through by a single line in such a way that the wrong entry remains legible followed by the signature of the person making the amendment. b- It Is imperative that corrections to any wrong entries MUST follow the wrong entries. Note: In the case where a serious mistake is discovered after a considerable time, it should be officially recorded (ISM N/C) with objective evidence to prove that entry was wrongfully made and the mistake was overlooked at that time.
