MUNICIPALITIES

PROVINCES OF THE PHILIPPINES ARE DIVIDED INTO CITIES AND MUNICIPALITIES

A MUNICIPALITY IS USUALLY CALLED TOWN IN ITS ARCHAIC TERM, SINCE MUNICIPALITIES HAVE THE
FUNCTIONS OF A TOWN SINCE ITS INCEPTION. THEY ARE DISTINCT FROM CITIES, WHICH ARE A
DIFFERENT CATEGORY OF LOCAL GOVERNMENT UNIT.

MUNICIPAL GOVERNMENT IN THE PHILIPPINES IS DIVIDED INTO THREE. INDEPENDENT CITIES/


COMPONENT CITIES /AND MUNICIPALITIES (SOMETIMES REFERRED TO AS TOWNS).

FIRST IS THE INDEPENDENT CITIES

THERE ARE 38 INDEPENDENT CITIES IN THE PHILIPPINES, ALL OF WHICH ARE CLASSIFIED AS EITHER
"HIGHLY URBANIZED" OR "INDEPENDENT COMPONENT" CITIES.

THE HIGHLY URBANIZED CITIES (HUCS) HAVE A MINIMUM POPULATION OF 200,000 AND AN ANNUAL
INCOME OF AT LEAST FIFTY MILLION PESOS (₱50 M).

IN INDEPENDENT CITIES THEY ARE NOT GOVERNED BY A PROVINCE, THEIR CHARTERS PROHIBIT THEIR
VOTERS FROM VOTING FOR ELECTIVE PROVINCIAL OFFICIAL AND THEY ARE INDEPENDENT OF THE
PROVINCES WHERE THEY ARE LOCATED.

/THE SECOND IS COMPONENT CITIES

COMPONENT CITIES ARE THOSE CITIES THAT DO NOT MEET THE ABOVE REQUIREMENTS OF HIGHLY
URBANIZE CITIES . THE COMPONENT CITIES ARE CONSIDERED PART OF THE PROVINCE WHERE THEY ARE
LOCATED.

AND LASTLY THE MUNICIPALITIES

CITIES AND MUNICIPALITIES ARE GOVERNED BY MAYORS AND LEGISLATURES, WHICH ARE CALLED
THE SANGGUNIANG PANLUNGSOD IN CITIES AND THE SANGGUNIANG BAYAN IN MUNICIPALITIES.

LOCAL GOVERNMENTS HAVE TWO BRANCHES: EXECUTIVE AND LEGISLATIVE.

ALL COURTS IN THE PHILIPPINES ARE UNDER THE SUPREME COURT OF THE PHILIPPINES AND
THEREFORE

THERE ARE NO LOCAL-GOVERNMENT CONTROLLED OVER JUDICIAL BRANCHES. NOR DO LOCAL


GOVERNMENTS HAVE ANY PROSECUTORS OR PUBLIC DEFENDERS, AS THOSE ARE UNDER THE
JURISDICTION OF THE NATIONAL GOVERNMENT.

PLANS. THESE RESPONSIBILITIES SHALL BE UNDER APPROVAL OF THE SANGGUNIANG BAYAN.

AFTER THE FIRST READING IT WILL BE REFERED TO THE COMMITTEE. THE COMMITTEE THEN WILL
DISCUSS IT THOUGH HEARING AND MEETING
AFTER THE DISCUSSION THE COMMITTEE WILL HAVE TO SUBMIT THE REPORT OF FINDINGS AND
RECOMMENDATION – TO FILE IT OR TO CALENDAR IT IT FOR THE SECOND READING.

NEXT IS COMMITTEE ON RULES THIS IS WHERE THEY PRIORITIZED THE PROPOSAL TO BE INCLUDED IN
THE CLAENDAR OR BUSINESS OR BUSINESS CALENDAR. THIS IS ALSO THE PART WHERE A ORDINANCE OR
RESOLUTION FROM THE CONCERED COMMITTEE WILL BE PASSED.

AS A MATTER OF PRINCIPLE, HIGHER LEGISLATIVE ENTITIES HAVE THE POWER TO CREATE, DIVIDE,
MERGE, ABOLISH, OR SUBSTANTIALLY ALTER BOUNDARIES OF ANY LOWER-LEVEL LOCAL GOVERNMENT
THROUGH A LAW OR ORDINANCE, ALL SUBJECT TO APPROVAL BY A MAJORITY OF THE VOTES CAST IN A
PLEBISCITE TO BE CONDUCTED BY THE COMMISSION ON ELECTIONS (COMELEC) IN THE LOCAL
GOVERNMENT UNIT OR UNITS DIRECTLY AFFECTED. THE LOCAL GOVERNMENT CODE HAS ALSO SET

IN BUDGET PREPARATION OR EXECUTVIE BUDGET IS HAS 2 PARTS THE ESTIMATION OF INCOME AND
TOTAL APPROPRIATIONS COVERING CURRENT OPERATING EXPENDITURE AN CAPITAL. IT IS DONE
BETWEEN JULY 15 AND OCTOBER 15 OF THE CURRENT YEAR

NEXT IS THE BUDGET AUTHORIZATION IT IS LEGISLATIVE DISCUSSION OF PROPOSED BUDGET IT IS ALSO

NEXT IS THE BUDGET REVIEW IT IS WHERE THE REVIEW OF BUGET IS SUBMITTED. IT IS REQUERED
WITHIN 10 DDAYS

AFTER IT. IS THE BUDGET EXECUTION THIS PHASE INVOLVES THE RELEASE AND ACTUAL DISBURSEMENT
OF FUNDS FOR THE IDENTIFIED FUNCTIONS.

AND FOR THE FINAL PHASE OF THE BUDGET PROSCESS IS THE BUDGET ACCOUNTABILITY IT IS WHERE
THE RECORDING AND REPORTING ACTUAL INCOME AND EXPENDITURES IS DONE.
