Department dated August 25, 2020 4) Field Instruction RE-C-114 dated August 27, 2020 Gentlemen, MOST URGENT Please find enclosed above quoted self-explanatory letters from different authorities, whereby it has been apprised that wide spread rain / wind-thundershower with few heavy falls are expected over the upper catchments of rivers Kabul, Jhelum, Chenab and Ravi with prediction that Category-1 flood situation (with inflow at Mangla 3-5 lac cusec) may arise in River Jhelum. You are well aware of the fact that works on LMB, RMB and RGB in particular are yet to be completed and are likely to be adversely affected by medium to high flood at Trimmu Barrage. Considering the foregoing, you are hereby instructed to deploy sufficient machinery along with trained manpower on emergent basis at all vulnerable points to cope with any emergency situation to protect all ‘ongoing and completed works as per various provisions of the Contract. PMD-FFD Weekly Significant Weather Forecast from 26th Aug to 1st Sep-2020 (copy enlcosed) Mangla Reservoir has attained El. 1239 ft SPD on 25.08.2020 against Maximum. Conservation Level (MCL) of 1242 ft SPD. Pakistan Meteorological Department-Flood Forecasting Division (PMD-FFD), Lahore has issued above referred Forecast of 'Exceptionally-High Flood (Cat Flood with inflow at Mangla 3-5 lac Cusecs)’. SOP-2015 for Flood Mitigation at Mangia Dam approved by Govt. of Pakistan, allows releases of 1 to 3 lac Cusecs water downstream of Mangla Dam to manage said flood at above mentioned reservoir level. Outflows will differ in case Category of flood changes. The decision of outflows from Mangla will be made through Flood Mitigation Committee (FMC), Mangia after analyzing Flood-forecast, real time data from Flood Warning Stations in Mangla Reservoir Catchment area, and the Flood Mitigation SOP-2015. The outflows will be made after issuance of Spillways Operation Wamings. Outflows may be increased by Operating Main Spillway, Emergency Spillway and the Jari Tunnel including Mangle Power Station. Apropos to above, all concerned sections/departments may please be sensitized on Top Priority to make necessary arrangements to dea! with increased outflows from Mangla Reservoir in above mentioned scenario. Population who may be affected by rise of Reservoir Level within catchment area up-stream and low lying areas downstream of Mangla Dam may be advised to shift themselves to safer places. Subject WEEKLY SIGNIFICANT WEATHER OUTLOOK _FOR__RIVER CATCHMENT FROM 26.08.2020 TO 01.08.2020 1am directed to refer to the subject noted above and to state that Pakistan Meteorological Department has issued alert that wide spread rain / wind-thundershower (with few heavy falls) are expected over the upper catchments of rivers Kabul, Jhelum, Chenab and Ravi alongwith Kashmir, Islamabad, Punjab, Khyber Pakhtunkhawa and Gilgit Battistan. Meteorological Department has further predicted that due to possible convergence of southeasterly from Bay of Bangal and southwesterly from Arabian Sea over the upper catchment of river Jhelum, Chenab and Ravi, itis likely that category-! fiood situation may arise in river Jhelum at upstream Mangla during 26" - 28" August 2020. In view of the above, | am directed to convey that Competent Authority has directed that all concerned field formation must remain vigilant in view of the wide spread rainfall / likely flood situation.
