NORMATIVE INSTRUCTION No. 22, OF JUNE 2, 2009
THE MINISTER OF STATE, INTERIM, AGRICULTURE, LIVESTOCK AND SUPPLY,
in the use of the powers conferred on him by art. 87, sole paragraph, item II, of the
Constitution, in view of the provisions of Law No. 6,198, of December 26, 1974, in Decree
No. 6,296, of December 11, 2007, and that contained in Process No. 21000.005635 / 2008
-39, resolves:
.Art. 1st Regulate the packaging, labeling and advertising of products intended for animal
feed.

.Art. 3º Item 14.1, of Annex I, of MAPA Normative Instruction No. 29, of June 14, 2007 ,
becomes effective with the following wording:
"14.1. The imported products referred to in this Normative Instruction, for release at the
point of entry, must be packed in appropriate packaging, in good condition and properly
labeled.
Single paragraph. Products imported for exclusive use by the manufacturer may be released
at the point of entry without the label destined for commercialization, provided that they are
individually identified at source with information about the product in Portuguese, Spanish
or English (batch, date of manufacture, date or expiration date, name and address of the
manufacturer, identification or commercial name in use of the product abroad), which may
be provided by means of complementary labels in the original packaging. "(NR)
.Art. 4th This Normative Instruction takes effect on the date of its publication.

ANNEX I
TECHNICAL REGULATION ON THE PACKAGING, LABELING AND ADVERTISING
OF PRODUCTS INTENDED FOR ANIMAL FEED
CHAPTER I
PRELIMINARY PROVISIONS
Art. 1 This Regulation establishes specific rules on packaging, labeling and advertising of
products intended for animal feed.
Art. 2 For the purposes of this Normative Instruction it is considered:
I - Content or net weight: is the quantity of product declared on the packaging label,
excluding the same and any other object packaged with the product.
II - Integrating company: a company that industrializes or benefits products of animal origin
obtained in an integrated production system.
III - Country of origin: country where the product was manufactured;

IV - Consumption period: period in which the product can be consumed or used, after
opening the packaging, under certain conditions of conservation and storage, pre-
determined by the manufacturer, which ensure the original characteristics of the product.
V - Integrated rural producer: livestock producer who performs the production process stage
determined by an integrating company as established in an integrated production contract.
VI - Advertising: commercial communication to the consumer by any means, to promote
directly or indirectly the trade of the product.
VII - Integrated production system: system in which the integrated rural producer and
integrating company are associated to carry out a certain stage of the animal production
process, by means of an integrated production contract.
CHAPTER II
PACKAGING, LABELING AND ADVERTISING
Art. 3 The label of the packaged or bulk product, intended for animal feed, must contain the
following mandatory information:
I - product classification;
II - product name;
III - trademark, if any;
IV - basic qualitative composition, except vehicles and excipients;
V - eventual substitutes, if any;
VI - guarantee levels;
VII - net content or weight;
VIII - nutritional reference table, when provided for in a specific regulation;
IX - indication of use;
X - species (s) and category (ies) of animal (s) for which it is intended;
XI - how to use it;
XII - care, restrictions, precautions, contraindications, incompatibilities, grace period, when
applicable;
XIII - the expression "Product Exempt from Registration with the Ministry of Agriculture,
Livestock and Supply" or "Product Registered with the Ministry of Agriculture, Livestock
and Supply under number ...."; as the case may be;
XIV - business name, full address, CNPJ registration number and customer service phone
number of the manufacturer, fractionator or importer establishment;
XV - the expression "Brazilian Industry", when manufactured in Brazil or the identification
of the country of origin, in the case of imported product and the expression: "Imported
Product".
XVI - company name and address, including the country of origin, of the manufacturer, in
the case of imported products;
XVII - date of manufacture - clearly indicating the day, month and year in which the product
was manufactured;
XVIII - date or term of validity - clearly indicating the day, month and year; XIX -
consumption period, when applicable;
XX - batch identification: indicate the sequential numbering of the batch;
XXI - conservation conditions;
XXII - the official stamp of federal inspection and inspection, according to the model
contained in Annex II of this Normative Instruction; and
XXIII - the expression: "Prohibited Use in Feeding Ruminants", when there are ingredients
of animal origin in the composition of the product.
Single paragraph. The label of the bulk product intended for animal feed manufactured by
the integrating company, exclusively for supply to animals produced in an integrated
production system, is exempted from compliance with items IV, V, VIII, IX, X, XI, XV,
XVI, XVIII , XIX, XXI and XXII of this article.
Art. 4 The packaging, labeling and advertising of products intended for animal feed must
ensure correct, clear, precise, conspicuous and in Portuguese information about their
characteristics, qualities, quantity, composition, guarantee, expiration date and origin, and
about possible risks of damage to animal and human health. (Wording given by Normative

Art. 5 The labels and packaging of products intended for animal feed must contain, when
appropriate, terminologies, words, concepts, declarations, signs, denominations, sayings,
logos, symbols, stamps, emblems, illustrations or other graphic representations that indicate
the harmfulness or dangerousness of the products.
Art. 6 The use of terminologies, words, concepts, statements, signs, denominations, sayings,
logos, symbols, stamps, emblems, illustrations or other graphic representations related to the
terms organic, ecological, biodynamic, natural, regenerative, biological, agroecological, in
Portuguese or in another language, must meet the criteria set out in specific technical rules
and regulations.
Single paragraph. Products intended for animal feed that contain, are derived from or
produced from a Genetically Modified Organism - GMOs must comply with the labeling
principles set out in specific standards.
Art. 7 The product label manufactured under outsourcing must contain, in addition to the
mandatory information provided in art. 29, of the Annex, of Decree No. 6,296 of 2007 , the
expressions: "Manufactured by" ... (indicate the business name, registration number of the
manufacturer establishment at MAPA, full address and registration number at the
establishment's CNPJ). "Para": ... (business name, registration number of the contracting
establishment with MAPA, full address, registration number with the CNPJ of the
establishment and customer service phone), with letters of the same font, size and color.
Single paragraph. The official stamp of federal inspection and inspection must identify the
plant, that is, the contractor.
Art. 8 The imported product label manufactured under outsourcing abroad must contain, in
addition to the mandatory information provided in art. 29, of the Annex, of Decree No.
6,296 of 2007 , the expressions: "Manufactured by" ... (indicate the business name, address
and country of origin of the establishment). "Para": ... (indicate the business name, address
and country of origin of the establishment), "Imported by" ... (business name, registration
number of the contracting establishment in MAPA, full address, CNPJ registration number
of the establishment and customer service phone), with letters of the same font, size and
color.
Art. 9 The fractioned product label must contain, in addition to the mandatory information
provided in art. 29, of the Annex, of Decree No. 6,296 of 2007 , the expressions:
"Manufactured by ..." (business name, registration number of the manufacturer
establishment at MAPA, full address, registration number at the establishment's CNPJ),
"Fractionated by ... "(business name, registration number of the fractionating establishment
at MAPA, full address, registration number at the establishment's CNPJ and customer
service phone) with letters of the same font, size and color.
Single paragraph. The official stamp of federal inspection and inspection must identify the
fractionating establishment.
Art. 10. The product label registered for "Exclusive Distribution" must contain, in addition
to the mandatory information, the expressions: "Manufactured by ...": (business name,
registration number with the Ministry of Agriculture, full address and number of registration
in the CNPJ of the manufacturer) and "Distributed exclusively by ...": (business name, full
address and registration number in the CNPJ of the distributor and customer service phone),
with letters of the same font, size and color.
Single paragraph. For the use of terminologies and graphic representations on labels,
packaging and advertisements that refer to the composition of the product, the expression:
MERELY ILLUSTRATIVE IMAGE, when using the by-product or adding flavor by means
of flavoring or flavoring additives, should be used. (Added by Normative Instruction

Art. 11. The labels of products manufactured exclusively for export may be written in whole
or in part in the language of the country of destination, as required by that country, and the
labeling is the sole responsibility of the manufacturer.
Single paragraph. The product label destined exclusively for export must contain the
establishment's registration number with the MAPA, the name or registration number of the
product, the batch identification, mentioning in Portuguese or in English the expression
"Indústria Brasileira" or that the product was manufactured in Brazil. (Wording given by

Art. 12. The packaging and labels of products intended for animal feed for sale in the
national territory must contain statements in Portuguese.
Single paragraph. It is allowed to include texts in other languages, as long as they do not
violate the general principles of labeling, and do not conflict with the approved one in
Portuguese, these being the sole responsibility of the establishment. (Wording given by
Art. 13. The imported product must be identified individually at the source with information
about the product in Portuguese, Spanish or English (batch, date of manufacture, date or
expiration date, name and address of the manufacturer, identification or commercial name in
use of the product abroad), and the label in Portuguese with the mandatory information
provided in art. 29, of the Annex, of Decree No. 6,296, of 2007 , may be affixed by means

§ 1 The imported products can be labeled both at the origin and at the importing company
and must be carried out before the product is marketed. (Added by Normative Instruction
30/2009 / MAPA )
§ 2 The packaging of products imported for exclusive use by the manufacturer may contain
only the information referred to in the caput of this article and its labeling is not mandatory.

CHAPTER III
MANDATORY INFORMATION
Art. 14. The labels are specific to each product.
§ 1 The mandatory information must be printed in a color that contrasts with the
background, in legible font size and in an indelible form and cannot be located in the folds
of the packages, in the seams or in any other difficult to see place.
§ 2 The information on basic composition, guarantee levels, indication of use, species and
animal category for which it is intended, how to use it and, when applicable, care and
restrictions, must be grouped.
Art. 15. The information contained in the label must be faithful to that approved in the
product registration or in the technical product report exempt from registration and provided
for in specific legislation. (Wording given by Normative Instruction 42/2010 / MAPA )
Art. 16. In the case of a product label in collective packaging (primary and secondary), the
packaging that corresponds to the sales unit for the consumer must contain the mandatory
information.
Art. 17. If the packaging surface is not sufficient to read the mandatory information, the
label must present, at least, the following information: the business name, the product
classification, the product and product registration number manufacturer establishment, the
date of manufacture, the date or term of validity, the batch and restriction of use where
applicable.
Single paragraph. The other mandatory information, including that provided on the product
label, must appear in an attached leaflet, and must include on the label the following
expression: "Read attached leaflet before using the product".
Art. 18. The classification of the product must follow the provisions of specific legislation.
Art. 19. The ingredients and additives listed as substitutes must be presented on the labeling
in a field called Eventual Substitutes, which must be placed after the information field on
the basic composition. (Wording given by Normative Instruction 42/2010 / MAPA )
Single paragraph. The antimicrobial and anticoccidial additives used in the formulation of
the finished product must have their respective levels of guarantee, restrictions,
contraindications and grace period stated on the label, clearly and precisely.
Art. 20. The additives that are part of the composition of the diets, concentrates,
supplements and nucleus must be declared in the labeling at the end of the list of
ingredients.
Art. 21. The ingredients or raw materials used as vehicles or excipients in the composition
of products for animal feed, may be specified or not on the label.
Art. 22. Products approved for bulk marketing must meet the requirements of art. 33, of the
Annex, of Decree No. 6,296 of 2007 , and will have the content or net weight informed in
the invoice, with the following expression on the label: "Bulk Product".

Art. 24. The indication of use must be clear and precise, describing the purpose of the
product, including the animal species, the respective category and phase for which it is
intended.
Single paragraph. For nutritional ingredients and additives, the presentation of the
Indication for Use is not mandatory, however, it must contain the expression: "Nutritional
Ingredient or Additive for animal feed".
Art. 25. The label must contain instructions on the supply or use of the product, including
reconstitution or dilution (mixtures with other ingredients), avoiding ambiguous instructions
or allowing false interpretations in order to guarantee the correct use of the product.
Single paragraph. On the label of rations and supplements, the quantity, the estimated or
recommended range of consumption of the product must be indicated.
Art. 26. The product label must indicate the necessary information about the care,
restrictions, precautions, contraindications, incompatibilities and grace period to ensure the
correct and safe use of the product.
Art. 27. The label of products intended for animal feed, must identify their origin and origin,
informing:
I - the business name, the full address, the CNPJ and the customer service telephone
number;
II - the expression: "Product Registered with the Ministry of Agriculture, Livestock and
Supply under UF-YYYYY-ZZZZZ"; where UF, corresponds to the Federative Unit,
YYYYY to the establishment's registration number and ZZZZZ to the product's sequential
number, when applicable.
III - the label of imported products must bear the expression: "Imported Product", in
addition to the provisions of items I and II of this article, and indicate the country of origin
and the manufacturer of the same
Art. 28. The information referring to the expressions: "Date of manufacture: ..." and
"Expiration date: ... or Expiration date", the day, month and year must be visible on the
product label. , legible and indelible.
§ 1 The day, month and year must be expressed in Arabic numerals, in uncoded numerical
order, with the proviso that the month can be indicated with letters, allowing the name of the
month to be abbreviated using the first three letters of the same .
§ 2 The fractioned products must maintain the date of manufacture, date or expiration date
and consumption period when applicable, defined by the manufacturer.
Art. 29. It is mandatory to identify the batch in a visible, legible and indelible form, on the
product label to allow its traceability.
Art. 30. The label of the products must clearly indicate the appropriate conditions for their
conservation, including those cases in which the product may change after the packaging
has been opened.
Single paragraph. When the consumption period is informed, it must be declared on the
label, using the expression: "Once opened, consume in .... days".
Art. 31. Denominations or indications of nutritional or functional property may only be used
on the label when properly proven. (Wording given by Normative Instruction 66/2009 /

Art. 32. The presence of certain ingredients or nutrients on the product label may be
highlighted.
§ 1 When it comes to highlighting an ingredient, it must be included in the basic
composition and its quantity inserted in the formulation must be declared, in percentage, on

§ 2 When it comes to the highlight of a nutrient, it must be included in the guarantee levels,
expressed in minimum values. (Wording given by Normative Instruction 30/2009 / MAPA )
Art. 33. Other information may appear on the label of the product intended for animal feed,
as long as they are in compliance with the registration and with the current legislation.
§ 1 The information referred to in the caput of this article is exempted from approval as long
as it does not conflict with the information in the product registration.
§ 2 The information must be readable and must not lead the consumer to misunderstandings
or mistakes.
CHAPTER IV
SEALS
Art. 34. The label, the packaging and the advertisement of products intended for animal
feed, whatever its origin, packaged or in bulk, must not:
I - contain words, terminologies, declarations, signs, denominations, sayings, logos,
symbols, stamps, emblems, illustrations, photos, drawings or other graphic representations
that may make the information false, incorrect, insufficient, or that could induce the
consumer to misunderstanding, error, confusion, false understanding or mistake, even by
omission, in relation to the true nature, property, effect, mode of action, composition, origin,
type, quality, quantity, validity, yield or way of using the product, different those who
actually present;
II - explore superstition, take advantage of the consumer 's lack of judgment and experience;
III - highlight the presence or absence of components that are intrinsic or specific to
products, except in the cases established in specific rules;
IV - to highlight qualities or attributes related to the presence of a component whose
concentration is not sufficient to express the effect of its use;
V - use terminology, illustrations or other graphic representations that suggest treatment,
prevention or cure, immunological action, or relationship with diseases, pathologies,
intoxications, infections and conditions, except in the cases established in specific norms;

FINAL PROVISIONS
Art. 35. The manufacturer authorized to manufacture the same product in different plants
with the same business name may use standardized packaging and labels per product, in
compliance with the following criteria:
I - the stamp of the federal inspection and inspection, the full address and the CNPJ
registration number of each manufacturing unit, in addition to the mandatory information
provided for in this Normative Instruction;
II - next to the federal inspection and inspection stamp, place letters identifying each unit;
the letter will also be written after the date of manufacture to identify the location of the
factory where the product was manufactured;
III - include the following expression on the label: "The manufacturer establishment is
identified by the corresponding letter next to the date of manufacture";
IV - regardless of which unit is manufactured, the product will maintain its original
registration number, including the digits that identify the establishment of origin of the
registration (Ex: UFXXXXX-YYYYY).

Art. 36. The importing establishment may import a product registered by another unit of the
company, provided that it has the same business name and is registered in the same activity
and category and may use standardized packaging for products in compliance with the
following criteria: Art.
I - the stamp of the federal inspection and inspection, the full address and the CNPJ
registration number of each importing unit, in addition to the mandatory information
provided for in this Normative Instruction;
II - next to the federal inspection and inspection stamp, place letters that identify each unit
and it must be written after the date of manufacture to identify the location of the importing
unit where the product was imported;
III - include the following expression on the label: "The importing company is identified by
the corresponding letter next to the date of manufacture."
IV - regardless of which unit is imported, the product will keep its original registration
number, including the digits that identify the establishment of origin of the registration (Ex:
UFXXXXX-YYYYY).
Art. 37. The packaging and labels of products intended for animal feed for free distribution
must follow the same criteria approved for the label of the product to be marketed and
appear in the expression "Free Sample".
Art. 38. The complementary information defined in specific technical regulations shall
appear on the label of products intended for animal feed.
Art. 39. The present Regulation does not apply to products exempted from the mandatory
registration referred to in items I to III, of art. 20, of the Annex, of Decree No. 6,296 of
2007 .
ANNEX II
OFFICIAL INSPECTION AND FEDERAL SUPERVISION STAMP MODEL (Wording
given by Normative Instruction 30/2009 / MAPA )
The model of the official federal inspection and inspection stamp will obey the following
specifications: circular shape, surrounded by the text "MINISTRY OF AGRICULTURE"
and "ANIMAL FEED"; internally containing a text indicating the establishment's
registration number and above the expressions: "BRAZIL" and "REGISTERED
ESTABLISHMENT", according to the model shown below. As for the dimensions, it must
obey the following diameters: 1.50 cm (one and a half centimeters) in envelopes of up to 1
kg; 3.00 cm (three centimeters), in packages of up to 5 kg; 6.00 (six centimeters) in
packages up to 30 kg and 9.00 (nine centimeters) in packages over 30 kg. The font size to be
used in the different stamp sizes is given below:
