diplomatic studies, and for the past two decades I have closely followed the Sudanese issue, and is
involved in its events influencing and influencing, but the government of the employee of organizations,

There is no peace until the situation is seriously preserved in Sudan in general and Darfur in particular,

The political, economic, and security situation did not and will not stabilize except to nullify the military
and political coup first and foremost.

The political tensions have increased between the Sudanese political arena, who were gathered by lust

inspector Abdel-Fattah Al-Burhan, they said .. (civil government ... oh eternal child) and (have not fallen
yet) .. and the Sudanese people continued their sit-in until they were killed in the night beast.

The popular revolution is a supra-constitutional and super-legal situation that is not subject to the
rulings of the judiciary nor to any legality other than the legitimacy of the Sudanese people themselves.

The popular uprising, or what is termed it (revolutionary legitimacy), is an expression of the will of the
unified or semi-unified popular masses to overthrow the existing regimes, including the constitutions of
those regimes, and any law that impedes the path of the revolution, and this is what the Sudanese
people in Sudan deservedly made.

However, the circumvention of the will of the people and attempts to kidnap it by the military and the
political ideological forces (the forces of freedom and change) and its rocks that live in it today and the
war of data, intersections, deficits and catastrophic failure in everything in the Sudanese state, is
nothing but concrete evidence.

articles of the Sudanese Criminal Law 1991 that make all revolutionaries and armed opposition groups
rule them to death ... as articles authorizing the constitutional system ... which legalized the state's war
against citizen.

The terrorism of the state was practiced most widely in the south, in the Nuba Mountains, and in the
Blue Nile, and in Darfur during the Dawood Bolad and the entire Abid villages. Thousands of people
were executed extrajudicially. The regime and its militias committed atrocities and horrors against the
Sudanese people in Darfur.

As for the beginning of the current millennium, the tragedy of the century was in Darfur, as we all lived

what has been happening in Sudan for nearly twenty years and has been involved in its events, a maker
and leader of many of its developments with our comrades in the movement / The Sudan Liberation

 It goes without saying that the Sudanese problem in general and the problem of Sudan in Darfur,
Southern Kordofan, Blue Nile, and Eastern Sudan have not and will not be resolved .. In the absence of
the role of the international community and its continued support, which in return strongly rejects any
role of the Sudanese Justice and Equality Movement and classifies them openly as a terrorist movement
and obstructing peace In Darfur, its leadership has done what is no secret to those who follow the
course of events, both domestically and internationally.

This leads us to assert and firmly believe that the de facto government led by the staff member of the
organizations, Dr. Abdullah Hamdouk, will be the best government in the history of Sudan, and the
whole world. Because it is simply a government without powers, mandates, programs and strategies,
the government of Hamdock has neither the ability nor the understanding and the desirable will, and
therefore it will be a government of war, and it will be a cover for genocide and widespread ethnic
cleansing, and will cause the country to be divided into pieces.

I repeat and sound the alarm that the de facto government will be a war government because it is a
government without programs, without a comprehensive national strategy .. a government without
powers and no mandate, and the military side (the sovereign council) will take advantage of the civil city
of Hamdok to provide the expenses of the war against our Sudanese people, especially in areas of
political conflict Armed, and thus will fail miserably in achieving a comprehensive, just and sustainable
peace in the country.

 The comprehensive and just peace that the Sudan Liberation Army seeks to manufacture is a peace that
all the people of Sudan enjoy in an inch of the land of Sudan. . And all parts of Sudan will prevail without
exception .. Peace of the brave .. Peace of the masses, No peace of people .. No peace of the elite and
merchants of war .. No peace of elites and leaders stationed in the heart of the empire of the three cities
Khartoum, Bahri and Omdurman ... No peace of jobs and positions .. And purchase The leaders owe the
peace of the oppressed masses, a peace that extracts the rights of war victims and guarantees their
permanent security and safety.

Hamdouk, Prime Minister of the de facto government, who sent two letters to the UN Security Council
within the past few months.

In his first speech on January 27, 2020, published on the website of the United Nations Security Council,
in which he requested the Security Council to establish a peace support operation in the form of a
special political mission that includes a strong peace component under Chapter VI of the Charter of the
United Nations, and Hamdock asked in his speech to cover The mission shall be in the entirety of the
Sudanese territories, provided that the mission is "creative, graceful, coordinated and light", as soon as
possible, provided that the mission begins sending its personnel urgently to assist and facilitate the
peace process in Juba, and to assist Sudan in mobilizing international economic assistance, including
support to organize efforts Donor Conference. He demanded that the assistance in applying the
document of the constitutional declaration and other issues be added to the mission's mandate.

In your last speech, Hamdock also requested the United Nations support for peace negotiations
between the parties to armed conflicts, assistance in mobilizing economic and development assistance,
and coordinating and facilitating humanitarian aid, in addition to assistance and capacity-building in all
matters related to the success of the political and democratic transition in Sudan and others that Mr.
Abdullah Hamdouk requested of UN Security Council .

The important fundamental question is why Abdullah Hamdouk seeks to trade his falsehood in power
legally, politically and morally for the fate of millions of Sudanese people in Darfur and other than
Darfur? !! .

Are the de facto Prime Minister Abdullah Hamdock's estimates that what is going on in Juba will solve a
single village crisis? !!

Is this the opinion of his partners regarding the alleged peace present in Juba? !! ..Does Mr. Abdullah
Hamdock, a prominent official in the organizations, want to go along with the coupists at the will of the
Sudanese people, from the military security committee of al-Bashir to attack the millions of Sudanese
people, so that there is an international mission under his orders to protect himself and reinforce his
usurped power by the United Nations forces like the coupists from the Council The military, which was
called the Sovereign Council after the addition of a bridle of civilians. !! .

The questions are many and the answers are clear. What the prime minister of the putschists offers is
very dangerous, which calls for a decisive stance from the masses of our crushed people before it is too
late.

I do not want in this hurry, as this is the legal aspect of Mr. Abdullah Hamdock’s strange move in the
light of international humanitarian law and the relevant United Nations charters, as it is affordable for
whoever he wants .. But I just want to send a critical message to Dr. Abdullah Hamdouk that it should
review immediately .. immediately. In this disastrous move before it is too late and before you catch
yourself on the wanted list of international justice in The Hague.

Or immediately address the issue of Darfur and the UNAMID mission that we have been in the Sudan
Liberation Movement / Army, we demand that it support and expand its authority to the force of
imposing peace ... to become forces that have the right to intervene immediately in the event of any
attacks on civilians.

 UNAMID forces must repent

Point out the tasks to catch the perpetrators immediately and respond to any attacks against unarmed
civilians.

 As for the peace that we want, we repeat that it is out of reach in light of the current mentality .. and
the current situation in the country .. There is no peace in the shadow of the military and political coup ..
No peace and death in every inch of the land of Darfur, as happens today and before today ...

What has been going on in Abuja and Doha and Addis Ababa, Juba, salaam, people .. Peace to buy off
receivables ... Peace to bribe individuals ... Peace that many Sudanese people have rejected before and
today is more rejected ... No peace comes from Juba because it has lost the public, moral and legal
bond.

 We will separate in this midst what we want because we have prepared what is required for nearly
twenty years, and the SLA will inevitably be awarded the Nobel Peace Prize with merit and merit very
soon.

to Sudan, which has caused intense debate and intense political polarization that threatens a dangerous
division in Sudan, in light of the two letters that the Prime Minister of the Transitional Government in

distorted and confused many issues, concepts, terms, norms and standards established in international
law, and the texts of the Charter and practices of the United Nations during its long march since the year

prominent of these topics are: what is Chapter VI and Chapter Seven of the Charter of the United
Nations and the difference between them; and do UN peacekeeping missions under Chapter VI mean
international guardianship in any way? The content and goals of Hamdock's speech; and why did all this
controversy and acute political polarization arise in Sudan and abroad? What is the relationship of
UNAMID to the prospective political mission; will the mission have a mandate to protect civilians? Will
the special political mission replace UNAMID? If the special mission does not have a mandate or includes
a military or "police" component to protect civilians, how will it fill the security void in Darfur, and what
force will protect civilians? The army, the police, the Rapid Support Forces, or a joint force that will
emerge from the ongoing peace paths with armed movements? What is happening behind the scenes of
the UN Security Council regarding this matter, especially the positions of the major countries and African
countries represented in the UN Security Council? The dilemma and the director.

Chapters VI and VII of the Charter of the United Nations

As is known, Chapter VI of the Charter relates to resolving disputes in accordance with peaceful means.
It contains six active substances (33 to 38). This chapter relates to interstate disputes, as well as internal
disputes that arise within the territory of the state and threaten international peace and security.
Whereas, the first paragraph of Article 33 in Chapter Six requires the parties to any conflict that
endangers international peace and security to seek its solution in the beginning through negotiation,
investigation, mediation, conciliation, arbitration and judicial settlement, or that they resort to UN
agencies and regional organizations. But if the parties to the conflict fail to resolve the armed conflict by
peaceful means, they must submit it to the Security Council, or recommend automatically to the
Security Council what it deems appropriate if it considers that the continuation of the conflict may
endanger international peace and security. The seventh chapter relates to the use of force in cases of
threats to international peace and security and the occurrence of aggression, and it contains thirteen
articles (39 to 51), beginning with economic and commercial measures and sanctions and the air and sea
blockade leading to the use of armed force.

Do peacekeeping missions mean international custody?

Peacekeeping missions under Chapter VI of the Charter do not mean international custody in any way.
As international guardianship is an international legal concept that means that a particular political
region is subject to the administration of another country, according to special conditions stipulated in
an agreement concluded between them and supervised by the implementation of the "Trusteeship
Council" of the United Nations. The United Nations established the Trusteeship System since its
foundation in 1945, under Chapter 12 of its Charter. This is to supervise some of the regions that were
fighting for independence from the colonial countries, with a view to promoting them politically,
economically and socially and achieving prosperity for their people, in addition to qualifying them for
self-government and self-determination in order to achieve world peace. As is well known, the
guardianship system has replaced the mandate system that was in place during the era of the League of
Nations, which was replaced by the United Nations, as the guardianship system has been applied to
countries without sovereignty. According to this system, the United Nations designated 11 political
territories that were included in the trusteeship system. Whereas, Article 77 of the Charter of the United
Nations stipulates that the guardianship system include territories that fall into the following categories:
territories placed under a mandate established by the United Nations after the First World War;
territories carved out of so-called “enemy states” due to the Second World War; and territories that
place them under guardianship According to the desire of the countries responsible for managing it.
This, and the trusteeship system has completed its historical mission, as there are no longer any
provinces subject to it
