B&R- Anent to the reference 3 cited, the workshop has been conducted with all the Chief Engineers, Superintending Engineers, Executive Engineers concemed and Agencies on 27-01-2016 and 28-01-2016 at BOCE Meeting Hall, Errummanzil, Hyderabad for discussing the issues / problems / doubts in preparation of proposals for implementing the orders in respect of EPC works as per G.OMs. No. 146, dt. 08.10.2015. The Principal Secretary had also participated in the workshop and the issues have been clarified. ‘The Minutes of the above workshop are here with communicated to all the Chief Engineers incharge for the EPC works for information and immediate necessary action. Minutes of the Workshop held on 27" & 28" January 2016 on implementing the comprehensive measures issued in G.O.Ms.No.146, dt:08-10-2015 Consequent to the orders issued for comprehensive measures for completion of Major & Medium Irrigation Projects vide G.O.Ms.No.146 Dated 08.10.2015, a workshop was held on 04-11-2015 with CEs, SEs, EEs and Agencies on implementation of methodology for calculation of price adjustment for EPC works on labour and other materials. To implement the orders: uniformly, the draft offer letter from the agency, draft Supplemental agreement and draft Indemnity Bond along with Proformae 1 to 10 designed for convenience for implementing ‘the orders of G.0.Ms.No.146 Dated 08.10.2015 have been communicated to the Chief Engineers for taking further necessary action. Since no proposals have been received from Chief Engineers for placing before SLSC, @ meeting was convened on 7 and 8" December 2015 along with the CEs, SEs, EEs and Agencies ‘and discussed the issues/ problems in preparation of proposals. During the meeting after ‘obtaining clarification, the Chief Engineers agreed to obtain and submit the proposals within 15 days. Till now only 3 proposals are received for placing before SLSC. Even after a period of more than 3 months, the field staff and agencies are still expressing doubts on preparation of the proposals and have not come to a consensus in implementing the ‘orders on top priority which was the Government's intension so as to complete the balance works of all packages as per the revised milestone programme and achieve the targeted ayauct under the respective projects. In view of the above and as per the directions of the Government, another workshop has been conducted on 27" & 28" January 2016 with CEs, SEs, EEs and Agencies and discussed the issues/ problems / doubts in preparation of proposals. How to consider the Price Adjustment for Branch Canal & Distributory Network System for the ayacut. ‘Main and branch canals having ayacut_ more than 10,000 acres will be treated as Branch Canal and rest of the conveyance system will be considered as distributory network, ie., the cut-off points of 10,000 Acres in the system should be identified and proceeded. For distributory network, the prevailing rates issued Govt memo no, 34843/reforms/ ‘A1/2006, dt 04-04-2010 will be applied for the balance work as on 1-4-2013. Besides the above increase in the base rate, Price Adjustment for Labour and other material is to be allowed in addition to Cement, Steel, POL for the balance work as on 1-4-2013. a What is the value of “R” (work done value) during the month is to be considered in the formulae of Price Adjustment. The value of “R” (work done value) during the month is to be considered excluding fixed prices such as VAT, Labour Cess & Seigniorage charges. What are the items to be considered for variation in quantity over the IBM Estimate for construction of additional Structures? w Only increase in quantity of concrete item over the IBM Estimate will be considered with its connected components such as reinforcement steel and miscellaneous items of Rubber water stopper, Expansion joints etc., In case of change in specification of concrete with respect to IBM Estimate, the difference of rate of IBM Estimate grade of concrete to be considered beyond the IBM quantity of concrete for structures. Payment for Controlled Blasting carried out The areas and stretches where Controlled Blasting has been carrying out shall be inspected by a three men Committee with Chief Engineer, C.D.O, Chief Engineer, Q.C and Chief Engineer concerned constituted as per G.0.146 for their recommendation with proper justification. Dewatering in the Canals, Tunnels and Foundation of Structures. The Dewatering item will not be considered. Regarding payment of extra cost for Sand w In case If the sand is procured from other source, the difference in rate of IBM and the respective SSR rate without any extra lead over IBM Estimate will be considered for payment in ‘the absence of vouchers from the Mining Department. il) After issue of Government instructions for Procurement of sand on production of coupons 7 vouchers from the Mining Department, the actual rate of sand with difference of lead over 18M Estimate will be considered for payment on produce of vouchers of the Mining Department. (iii) All the Chief Engineers are instructed to obtain the requirement of sand for completion of the balance works of each package in order to obtain the permission from the Mining Department and District Collectors concerned for procurement of sand. ‘9 | Return of BG amount The value of BG to be maintained shall be only restricting the Value of BG for for the extent of balance work as on today, and EMD for batance work it should not be less than the O&M value. To intimate the agencies to submit the proposals under G.O. 146 within a week time or else the proposals will not be considered at a later date since it is already delayed by 31/2 months in submitting the proposals. 2. To submit the proposals along with the LA. program certified by the Special Deputy Collector / Special Deputy Collector for completing the packages as per revised milestone Programme. 3. To take all measures in acquiring the left over piece of lands pending for completion of the packages on priority under G.0.123. 4, All the factors of cement, steel, POL, EM&HM, Labour and other material arrived for price adjustment are tentative, the final factors for these components shall be worked out on the actual work done quantities before final bill. 5. The CE/GLIS and CE/khammam have been instructed to inspect the flood bank reaches in khamman and Warangal districts along with field officers and agencies to assess whether ‘these works are essential for continuing the packages in consultation with local people and public representatives. A detailed report may be submitted to Government within 15 days. 6. If there are any changes in basic project parameters that have occurred during execution, such proposals may be sent separately not clubbing with the present proposals as per G.0.146. 7.
