Yes, even if the concrete has already cracked, Stress calculation can still apply. At the full service load stage,
partially pre-stressed beams are cracked while concrete and steel stresses typically remain within the elastic
range

Calculation of stresses for an ordinary reinforced concrete beam at a broken section is a simple matter. The
definition of transformed section allows the use of familiar mechanical equations for homogenous elastic beams
to locate neutral axes, determine section properties and measure stresses. Alternatively, explicit equations can
be derived for parts of non-homogeneous reinforced concrete. Thus making it worst for cracked concrete beams.
