(©) “Contractor” shall mean Global PMC (Private) Limited 4.4 SCOPE OF WORK ‘The pipeline system was commissioned in November 1896 with annual maximum pumping capacity of 3.2 Million MT of HFO. Operational fecilies include pumping system, 14" diameter insulated 82Km pipeline with monitoring, control and telecommunication systems. The pipeline originating from Pipri terminal (Sindh) and traveling on the outskirts of Karachi and terminating at HUBCO on the Arabian seacoast of Hub in the Baluchistan province of Pakistan he” APL (IMS-SOV17 Date: Jan 01, 2016 SERVICE ORDER No: RZ-060-1718 D-52, Block-4, Scheme-5, Clifton, Karachi EASIER Prove: 221-111-2751, PETROLEUM ray. goanssisanin Date: 30-April-2018 To determine the techno commercial viability of APL’s pipeline meant for HFO Transportation to be also used for the transportation of HSD/MoGas from Hub Baluchistan to PSO Zulfigarabad Terminal at Pipri Karachi and conducting Feasibility Study (technical and financial) and development of preliminary Front End Engineering Design (FEED) document. The feasibility study should also include viability for connecting HUBCO, BYCO, APL and up-coming PARCO Coastal Refinery (PCR) with existing APL pipeline for reverse/ bidirectional flow with multiple products RECONNAISSANCE SURVEY Reconnaissance Survey is to be carried out for approximately. 20 km pipeline from PCR to APL’s new pumping station near BYCO refinery. Scope of work includes but not limited to following: Site visit(s) for best route selection and submit report indicating co-ordinates, distance, crossing, existing pipelines, encroachments, hurdles, owners of land, marking of proposed routes on Google Maps and recommendations with reasons for selection of best route. b. Prepare and submit required Right of Wey (ROW) from PCR to APL new premises near BYCO. . Participate in meetings with Government Authorities/Land Owners to respond to queries raised by them for land acquisition for the pipeline. 4.1.2 DEVELOPMENT OF TECHNICAL FEASIBILITY a. Consultant shall be responsible for the data collection érom but not limited to APL, BYCO, PSO, PCR and HUBCO. b. Consultant shall also evaluate and recommend the usage of existing RFO storage tanks located at PSO- ZOT for use of other products. If required, Consultant shell evaluate size, location and cost of extra storage tank at APL's new location near Byco Refinery. . Consultant shall provide study of existing APL pipeline extension upto PCR refinery and also provide the sizing of extension pipeline. Consultant shall provide concept design of new pumping station near BYCO and its specifications. . Consultant shall perform multi operation mode analysis of the new pumping station. In case of intermediate booster pumping station to be developed, Consultant shall identify the suitable location of the said station. i. Consultant shall provide concept design of intermediate pumping station and its specifications. j. Consultant shall also perform multi operation mode analysis with intermediate pumping station k. Consultant shall carry out study for metering and custody transfer system for all the cases mentioned in above table, . |. Consultant shall carry out study for provision of pigging system in the pipeline for transfer of multiple products. m. Consultant to study dismantling of existing pumps at Pipri and installation at new location. 1. Consultant shall finalize tie-in points for all the lines as described above. 4.1.3 DEVELOPMENT OF FINANCIAL FEASIBILITY a. Consultant shall prepare cost estimates of the project comprising of the proposed system as well as any other modification including all civi, mechanical, electrical, instrumentation, etc. works and all other required facilities for safe storage, pumping, receiving the products at all concemed facilities. Cost estimates will be prepared separately for the suggested options including cost of land, K-Electric, eto. b. Consultant shall also prepare and submit Capex phasing plan of the entire project. Capex estimate will also include both local and foreign cost components. ¢. Consultant shall prepare the complete list of permissions and approvals required from different authorities ‘and organizations to undertake the project. 4.1.4 DEVELOPMENT OF FRONT END ENGINEERING DESIGN Consultant shall provide conceptual design/layout of the proposed system considering throughput requirement, multiproduct operational flexibility and spill over requirement, new unit pipeline, extension section for PCR, new pumping station, intermediate pumping station. Also, to provide conceptual equipment layout and plot plan. Consultant should design the proposed system and allied facilities according to but not limited to the standards/ codes such es API, ASME B31.3, ASME B31.4, NFPA, OGRA etc. 4.2. PROJECT DELIVERABLES ‘The deliverables include but not limited to following a. Hydraulic Analysis Reports for the cases mentioned in para 1.4 b. Development of Process Flow Diagrams and P & ID's for all operation scenarios. Tie-in details to be shown in P & ID's c. Complete Technical and Commercial Feasibility study of proposed system. Enlistment of applicable codes and stenderds for the project. Development of preliminary project schedule, Consultant shall provide Four (04) hard sets & two CD's of Complete Feasibility report to the Company. 4.3 PROJECT TIMELINES a. Hydraulics analysis model for base case report within Two (2) weeks of award of tender. b. Reverse case analysis (for different products) report within Three (3) weeks of award of work. c. New Pumping station system and intermediate pumping station (if required) concept design/multiple operation mode analysis report, Hydraulic report(s) & P&ID's within Six (6) weeks of award of work. 4. Conceptual Equipment layout, plot plan, Pipe line booster stations layout, new facility extension layout (s), Electrical load list, Power generation requirement (if required), Preliminary BOQ and Pre-Feasibility (Technical & Financial) study within eight (8) weeks of award of tender 2.0 STANDARD TERMS & CONDITIONS 1a. Acceptance of this Order is to be confirmed by Contractor. The Service Order reference must appear on all invoicesibills, correspondence ete. ¢. Invoices should be submitted to Manager Finance at APL Head Office, D-52, Block 4, Scheme # 5, Clifton, Karachi 4d. The price(s) stated in the Service Order shall not increase till job completion. 3.0 DOCUMENTS REQUIRED FOR PAYMENT a. Original Commercial Invoice clearly marked as “Original’ and carry vendor's stamp endorsed by authorized signatory. b. Acopy of Service Order. cc. Acopy of Job Completion Certificate duly verified by authorized Company Representative. Payment shall be made through cheque, within one week after receipt of invoice in APL “Finance Department” 4) 25% after submission of Reconnaissance Survey. 2) 25% after submission of Hydraulic Analysis model. 3) 25% after submission of initial Technical Feasibility. 4) 10% after submission of initial Commercial Feasibility. 5) 15% after submission of initial FEED Documents for review & approval b. Contractor shall arrange the Performance Bond equal to 10% of the total value of service order amount at its own cost in the shape of 2 Bank Guarantee only, issued by a reputable Scheduled Bank having its office in Pakistan and acceptable to APL. The Performance Bond shall be retumed to contractor without any interest upon expiry of the Contract or earlier termination unless there is failure on the part of contractor for proper performance in which case APL will have the right to invoke the Bank Guarantee and present to the Bank for the Payment of Guarantee. c. Contractor shall not be entitled to any advance payments. d. An amount of 5% of the certified invoiced value will be deducted as retention money. This amount would be released after one month of completion of services. ©. We undertake to deposit the so withheld/deducted amounts of Sinch sales tax in the Sindh Government's head of account “B-02382" against a SRB-prescribed PSID/Challan (SST-04) in the manner prescribed under the aforesaid Sindh Sales Tax Special Procedure (Withholding) Rules, 2011 and we shall provide you a certificate of deduction-cum-deposit in terms of rule 3(9) thereot.” f. WHT will be deducted as per applicable by Government under income tax ordinance, 2001. @. Contractor claiming WHT exemption should submit valid income tax exemption certificate. h. In the event of termination of Contract, Company shall release the final bill up to the date of termination and/or retention money after deductions of all outstanding dues recoverable from the Contractor. 5.0 ASSIGNMENT / SUB-LETTING / SUB-CONTRACTING: The Contractor shall not assign/sub-letisub-Contract the whole or any part of the Contract without Company's permission in writing.
