1. Improvements in Parking:
a. Nehru Place, Lajpat Nagar, CP, Bhikaji Cama Place, Karol Bagh
b. Notification of Parking Rules

2. Retrofitting of 100 intersections and 77 identified corridors

3. Street design, creation of pedestrian sidewalks and facilities for Non-Motorized Transport (NMT), and
public amenities of 70km of Dwarka streets (will also include some of the above junctions)

4. Addition of 3,000 buses to the existing fleet of buses


a. Incorporation of GPS devices in all buses and development of common mobile application/ user
information system.

5. IT based management of traffic


a. Approval of Integrated traffic management systems (ITMS)
b. Implementation of pilot projects
c. Linking of mobile phone with Vaahan database in respect of Delhi.

6. Multi-modal integration and management of traffic at Metro stations

• Committee’s main observation were as follows:
 Plan to restrict # of vehicles entering Delhi everyday.
 Plan to restrict # of vehicles being registered in Delhi.
 Study on impact of non personal cars and taxi aggregators on the
flow of traffic.
 Impact assessment of Delhi metro in easing traffic situation in Delhi.
 No clear plan submitted by NDMC for creation of extra parking
spaces.
 Plans for fleet expansion of DTC and cluster buses was appreciated.
 Plan to create NMT infrastructure and cycle sharing in Dwarka needs
to be timelined.

Notification of Parking Rules
• Hon’ble LG constituted a committee in July 2017 to formulate Draft Parking
Rules of Delhi under the Chairmanship of Transport Commissioner, GNCTD.
• The Committee presented the Draft Parking Rules in December 2018
• Hon’ble LG approved the Draft Parking Rules in Jan 2019 and sent for the
consideration and notification of Transport Minister, GNCTD
• Supreme Court under the Graded Response Action Plan for Clean Air of Delhi
asked for status of notification of Parking Rules in April 2019
• Supreme Court referred to EPCA to reconsider residential parking rules.
• Further action is awaited.

• EDMC is in the process of preparing Parking Policy.

 Volume: the number of road users utilizing the stretch of road or

• Total No. of cars in Delhi is 1.17 crore of which 80 lakhs are less than 15 years
old. The remaining have been declared unfit for plying by the EPCA.
• NIC in Vaahan database has 28 lakh mobile numbers. Therefore, 52 lakh
vehicles do not have mobile number data captured.

MMI and Parking Management at Metro Stations
• In the meeting held on 17.01.2019, CS, GNCTD directed the MCDs to
form committees under the Chairmanship of Deputy Commissioners of
various zones along with officials from DMRC, PWD, Traffic Police, DDA
and Knowledge Partners.
• Committees chaired by DCs of respective zones made joint site visits to
Phase 3 Metro stations and conducted detailed audits.
• Audit completed of of 35 Phase 3 metro stations out of 68.
• DMRC to hire consultants for Detailed MMI plans for 30 Metro Stations
of Phase 1 & 2
• DMRC to prepare detailed drawings for UTTIPEC approved MMI plans
of Phase 3 stations for implementation to be carried out by PWD and
DDA.
