SYNOPSIS:

A legal research of anti VAWC Act of 2004 also known as R.A. No. 9262 on different approaches (including
some international initiatives) and a brief overview of various court cases as well as government policy
responses before and after the bill had put into law. It also includes fundamental equality provisions on
the rights of women and before the law of men and women.

The paper contains research findings on prevalence and underlying causes of domestic violence is
complex with the result that there is a great deal of confusion and misinformation reflected in the
Philippines. Among these are the lack of support mechanisms, both material and human resources, in
barangays and LGUs; the lack of fiscals in Family Courts and the ensuing inefficiency of the government’s
prosecution service; political constraints such as the change of leadership in LGUs and lack of women’s
organizations that sustain anti-VAWC programs; and beliefs and attitudes that perpetuate violence such
as the community’s view that abused.

The underlying causes and the significance of prevailing community conditions and attitudes, providing an
insight into the policy challenges facing any government that aims to reduce the levels of domestic
violence.

While there are wide variety of strategies have been employed to tackle domestic violence in Philippines
and internationally. This paper provides information on issues and problems surrounding enforcement
domestic violence drawing from key research in all jurisdictions and all levels of government is the best
way to promote equality and reduce this form of violence determined factors that have hindered the
implementation of anti VAWC. Lastly, it also recommends aids for future policy planning and
implementation.
