Tho proposal was considered by SEIAA, Gujarat in ts meeting held on 23/12/2018 at Gandhinagar. ter careful consideration, the SEIAA heteby accords Envkormerta Clearance to above project under the provisions of EIA Notification dated 14" September, 2006 subject to the compliance of the fellowing conditions, CNIS Eee 1. R&D products shall be of similar chemistry and the pollution load shall remain the same as committed. 2. Project proponent shall not take continuousicommercial production of the R & D products. Necessary approvals shall be ‘obtained ‘rom the concem authorities prior to commercial praduction of R & O products 3. Spent Methanol (1200 MT/Year), Zinc powder (8004 MT/Vear), Dilute Hel (1800 MT/Yeer), and NazSOx (25%) (1200 MTvear) shal be sent to authorized end user units and reuse in manufacturing process after having Rule 9 permissions ‘rom the concern Authority as per the HW Rules 2016. 4, Above mentioned items/ Hazardous wastes mentioned above qualifying the Hazardous and other Westes (Management and Transboundary Movement) Rules, 2016 and its amendment time to time shall only be sold afler obtaining prior permission from CPCB/SPCB/PCC. 5. The unit shall submit the list of authorized end users of above mentioned wastes along with MoU signed with them at least two months in advance prior to commencement of production. In absence of potential buyers of these tems, the Unit shall restric the production of respective item. 7. Leak Detection and Repair (LAR) program shall be prepared and implemented as per the CPCB guidelines. 8 Unit shall comply all the conditions & recommendations mentioned in the guidelines for the management of the sent solvents published by GPCB in letter ana spit. ‘All measures shall be taken to prevent soil and ground water contamination. 10. Unit shall comply all the conditions stipulated in GPCB circular dated 04/05/2018 and subsequent circulrs/orders in this regard. 114. Unit shall cary out third party monitoring of the proposed ETP, MEE and Incinerator & APCM through the credible Institutes and study report for impacts on Environment and Human Health shall be submitted to GPCB every year. 42. Complete Zero Liquid Discharge [ZLD] status shall be maintained all the tne for various plats, 13, Provision of CCTV camera at strategic locations within premises with web fink facility for the continuous monitoring and recording to ensure that there is no discharge from the premises. 14. Close loop solvent recovery system with adequate condenser system shall be provided to recover solvent vapors in such ‘2 manner that recovery shall not be less then 91 percent and recovered solvent shall be reused in the process within premises.
