For more than thirty years, environmental indicators have been fed back both in the
conceptual and scientific part, therefore, this issue gained strength at the Earth Summit
(Agenda 21-chapter 40), in this environmental information is observed and sustainable
development indicators. Years ahead of the commitments made by governments, they
have worked more or less autonomously and proactively in the development of their
indicators. Some countries order their indicators in new frameworks according to their
needs and priorities, these are both environmental and sustainable development.
Therefore, there are environmental indicators such as forest cover of the territory, air
quality of a city, indicators of water contamination by coliforms, indicators of deforestation,
desertification or changes in land use. (United Nations ECLAC, 2007)
Since 1990 it corresponds to the second generation of indicators, with a multidimensional
approach to sustainable development of an environmental, social, economic and
institutional nature. Since 1996, this development has been globally led by the CDS
(Commission for Sustainable Development). The countries that work with these indicators
are not cross-cutting or synergistic, that is, they address more than one of the dimensions
of Sustainable Development simultaneously. Later on we find the third generation
sustainability indicators, this transcends the two previously mentioned generations, but
here it is a matter of incorporating the transversal and systematic form. It aims to make
progress on development sustainability effectively, using a limited number of truly binding
indicators. This third generation corresponds to the current challenge, where the most
impressive scientific developments will be carried out in design and evaluation, where
public policies make them valuable. (United Nations ECLAC, 2007)
From the above, most of the countries of the world are working between the first and
second generation of indicators simultaneously, in such a way that they recognize the
need to advance and reach the development of the third generation. (United Nations
ECLAC, 2007)
Nowadays, by means of the identification of environmental aspects, a monitoring and
measurement must be carried out to guarantee that the activities are carried out as
established and their results are in accordance with what was planned. Therefore, to
measure environmental performance effectively is the establishment of environmental
indicators associated with the environmental aspects that are being managed. From the
above, it is important to define the indicators well, they must be appropriate to the
environmental aspects generated, that is, the parameters that characterize the
environmental aspect that is being measured must be taken into account. When obtaining
the results in the analysis, necessary actions must be established to improve
environmental performance. GLOBAL O2. (2012).
"Environmental indicators allow evaluating the progress of environmental public policy and
the effectiveness of the implemented programs, to offer a practical tool that visualizes their
follow-up through the monitoring and evaluation of changes, their management and
communication" (Perevochtchikova, M. , 2013).
