SUBJECT : _ REITERATION OF IATF GUIDELINES ON MOVEMENT OF
GARGOES THEIR DRIVERS AND HELPERS AND APOR
UNDER EXECUTIVE ORDER 112s. 2020 ADOPTING THE
OMNIBUS GUIDELINES ON THE IMPLEMENTATION OF
COMMUNITY QUARANTINE IN THE PHILIPPINES

We have received reports that there are @ number of local chief executives (LCEs) who
have issued executive orders (EOs) requiring helpers of cargoes and APORS to
undergo testing and quarantine when entering or passing thru thelr LGUs. which are in
coriravertion with certain provisions of the Omnibus Guidelines on the implementation
of Community Quarantine in the Philppines (wih amendments os of July 16 2020), a
‘adopted under EO No 112 $2020, Adopting Te Omnibus Guidelines on the
Implementation of Community Quarantine in the Philippines, We reiterate the related
provisions of the guidelines to wit;
SECTION 7, GUDELNES FOR INTERZONAL AND INTRAZONAL
MOVEMENT?
4. The movement of all ypes of cargoes by lend, ai or sea within and
across areas placed under ary form of community querantine shell be
urhampered. Workers in the logistics sector. such as cargo, tucking
Courier delivery and port operations shall Ikewise be alowed to transit
fcross areas placed under any form of community quarantine. Al LGUs
‘ate directed to strictly abide by the rational policy. Provided, that only a
‘maximum of fv (5) personnel may operate cargo and delivery vehicies
by land, with or without load.

finally, that the PNP retains its authority to conduct inspection
procedures in checkpoints for the pupose of encuring that on sbct
home quarartine are observed

areas placed under any form of community quaraniine shall be
permited: (1) heath and emergency frontine senices persomel. (2)
goverment officials and government frontine personnel, (3) dil
authorized humanitarian assistance actors (HAAS) (4) persons traveling
for medical or humanitarian reasons (5) persons going to the airport for
travel abroad (6) retuming or repatiated OFWs and other Overseas
Filipinos (OF) raturing to their places of residence (7) othar persons
‘transported tough the efforts of the rational goverment upon
observance of the necessary quarantine protocols and with the
concurrence of the receiving LGUs and (8) anyone crossing zones for
work pemited in the zone of destination, and. going back home.
Authorized shutle services shall be allowed to travel within and across:
areas placed under any form of community quarantine with priority
‘iven to persons rendering health and emergency frontine senices.
Land, air or sea travel by uniformed personnel, government officials and
‘employees for offcial business with the comesponding travel authority
and authorized HAAS especialy those transporting medical supplies
‘and laboratory specimen related to COVID 19 and otter relef
humanitarian assistance shall be alowed.
In this regard, we enjoin the LCEs who have issued EOs that are not in accordance with
the Omnibus Gudelines to amend such and align the said polcias with the national
directives of the LATE.
Further, we request the DILG Regional Directors to review all issuances by their
respective LCEs in relation to the movement of cargoes their drivers and helpers
Including APORS and to ensure thet such issuances are aligned with the said Omnibus
Guidetines
