6. Ensure security of land tenure to encourage investments, and address bottlenecks in land
management and titling agencies.

- The issue of securing the land tenure is very important aspect of the development of our country. This
is so considering that land is a scarce resource and should be allocated for its best use, not only for the
present generation but also to forsee and reserve for the future generation.

-The security of tenure is very important for a person or corporation to have that confidence to invest
and expect profits from investors. One of the issues that the present administration under president
Duterte is the current multiple government agencies regulating titling of lands.

-In our case, we have the Department Of Agrarian Reform (DAR) regulating private lands and issue
certificate of land ownership award (CLOA) and emancipation patents to farmer beneficiaries of the
comprehensive Agrarian Reform program (CARP) likewise, the DENR handles private lands from public
to disposable and alienable land under its programs.

Positive effects

-Holds the right of t#e entity or a person to occupy, use, develop and receive the profits and fruits of
the entreprenuership therefrom in agricultural lands. "regulating agencies can focus more on t#eir
sectoral mandates.

Negative effects

-Property owner or a holder of land rights could be undermined by other agencies resulting to bussiness
lossess.

-will result to disintentive to expand business especially foreign investment-the regulating agencies as
mentioned, tend to protect their mandate concern withoutconsidering the larger in test of the country,
in general

-Considering that there are many agencies handling surveys and titling lands, there arenumerous
instances were a particular land overlaps with the title of land issued by other agencies resulting to
criminal and civil cases.
