I am Group Captain Mr. Mahesh Sharma, aged 32 years, S/o Shri Basant Sharma, resident of No.1, Air Force Quarters,
Bikaner Air Force base, Group Captain for Western command region Bikaner Air Fleet. I am the Group Captain of
Bikaner Air Fleet from the year 2018. Mr. Pankaj Kapoor was recruited in the Air Force in 2017 and transferred to
Bikaner Air Fleet in January, 2019 as the wing commander. He’s a disciplined officer and does not have any in-
disciplinary incident in the past. In the morning of 12/02/2020, I was involved in the morning drill routine with the
wing commander fleet in the field near the landing strip. Around 9:30 am, a squadron leader rushed to me from the
control room of the office and asked me to report there immediately. I ordered my fleet to continue with the drill
exercise and rushed towards the control room. The security officer of the room asked me to look into the Computer
showing the live CCTV footage. On the screen, I saw the wing commander Pankaj Kapoor, was carrying his service
pistol in his hand and was moving hastily in the lobby. He snuck through the halls of assembly and tried to reach to my
office. I contacted another wing commander who was near my office. I told him to stop and investigate his
movements. I went to my office and as soon as Pankaj saw me, he rushed towards me with his service pistol still in his
hand. He had then started screaming. I along with help of the wing commander tackled him down and seized his
weapon.
This statement which has been recorded by Police Officer has been read over to me. And I have understood it and it
has been recorded properly and correctly.

Mahesh Sharma, S/O Basant Sharma , resident of No.1, Air Force Quarters, Bikaner Air Force base,
is the Group Captain for Western command region Bikaner Air Fleet. On the morning of
12/02/2020, his team and he were involved in the morning drill routine with the wing commander
fleet in the field near the landing strip. Around 9:30 am a squadron leader told him to go to the
control room. He rushed towards the control room. The security officer of the room asked the
captain to look at the live CCTV footage. On the screen the captain, saw Pankaj carrying his service
pistol in his hand and moving hastily through the lobby. The accused snuck through the halls and
tried to reach to the captain’s office. The captain saw that there was a fellow wing commander near
his office premise. He told him to stop and investigate his movements. The captain left for his
office. As soon as Pankaj saw the captain near the office, he rushed towards him. In no time, the
captain and the wing commander tackled him and took his service pistol from his hand.
13. Action taken: Since the above report reveals commission of offence (s) u/s as mentioned at Item No. 2, registered
the case and took up the investigation.

STATEMENT AS RECORDED
I am a wing commander in the Indian Air Force stationed at Bikaner Air force base. I am in the same air fleet as my
fellow wing commander Pankaj Kapoor and our fleet is responsible for immediate response to any threat or attack. On
the morning of 12/02/2020. Due to some official business I was not with my fleet doing the drill but I was in the
premises close to the captain’s office. At 9:30am, I received a message from my captain to stop and interrogate Pankaj
Kapoor. As soon as I reached near the office of the captain, I could see Pankaj rushing towards the office. He had his
service pistol, which was not in his holster but was in his hands. I stopped him and asked about his situation. He in his
raised voice said, “This system needs to change and I have a plan”. Hardly had spoken these words, he saw the captain
and he rushed towards him. I rushed towards him. The captain and I neutralised the situation by tackling him down and
taking his service pistol.

I am a security In-charge Officer of the Air Base stationed at Bikaner Air force base. I look out for the safety and
security of the base through camera surveillance. On the morning of 12/02/2020, when I was in the security room
monitoring the security through camera, I saw something different. I saw that Mr. Pankaj Kapoor was in the hall and
taking his service pistol without out of his holster. Cautioned, I thought that there is a threat in the base. I called Mr.
Mahesh Sharma, the captain of the base. When he came back screen, I saw the wing commander Pankaj Kapoor, was
carrying his service pistol in his hand and was moving hastily in the lobby. He snuck through the halls of assembly and
tried to reach to the captain’s office. Later I saw from the camera that Mr. Pankaj was moving aggressively towards the
captain but was tackled by captain and another wing commander.

The 161 statement of the wing commander Ram Dubey, S/O Prem Dubey, gives an-eyewitness
statement that Mr. Pankaj’s service pistol was not in his holster but was in his hand. It also tells us
that the Mr. Ram listened to him speaking, “This system needs to change and I have a plan” in a
raised voice
The search and seizure process conducted on the accused Mr. Pankaj Kapoor has led to the seizure
of gun which has the same number as of his prescribed service pistol by the air force. Also, from the
CCTV footage it can be seen that the intentions of the accused are serious and suggests that his
actions show his mutinous intention.
From the above-mentioned evidences and the statements of the witness recorded a clear case can be
made out against the accused Mr. Pankaj Kapoor S/O Pritam Kapoor R/O No. 7, Air Force Quarters,
Bikaner Air Force base – 33400 and the charges as suggestive from the main report could be framed
against him as punishable under section 37(a) of the Air, Force Act, 1950.
