External root causes:-
 Political influence
 Change in technology due to globalisation
 Trade union on regional level
 Competitive market

Internal root causes:-


 Disregard for profit being a government organisation
 Improper HR planning
 Obsolete technology
 Absence of separate marketing and business development department
 Centralised leadership
 Lack of motivation among employees
 Rigid decision making

SUGGESTION
 AEML should collaborate with educational institutes for Research and
development, thereby imbibing the culture of innovation.
 Formation of external management team who remains neutral in their
decisions regardless of political influence. This could prevent the
disputes between organisation and trade union.
 Since Indian railways agreed to continue its support for certain period
AEML can use this opportunity to serve the customer well and improve
its image.

LIMITATIONS
 The company cannot layoff surplus workforce because initial motive of
company during its inception was to generate employment.

 AEML cannot improve on its technological aspects in the short term as
it will require ample of financial resources.
